How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking a skilled and detail-oriented Accountant II to join our dynamic team. This role involves performing a range of complex and varied technical and professional accounting tasks, including auditing, analyzing, and verifying financial records and reports. The incumbent will play a crucial role in managing the financial activities of an affordable housing portfolio of about 30 properties. This would include the preparation of financial and statistical reports, coordinate annual audits, assist with budget preparation, and ensure the accuracy and compliance of financial statements.

A solid understanding of generally accepted accounting principles (GAAP) and strong data analysis skills are highly preferred, along with proficiency in accounting software and advanced Microsoft Excel.

The County of Yuba is currently recruiting for the position of Senior GIS Technician in the Community Development & Services Agency. This position provides lead direction and technical assistance to assigned staff and/or project management; performs a variety of technical office and field work duties that require specialized knowledge related to the creation and maintenance of maps, tables, graphs, and other geographic source data with the use of enterprise GIS, permitting, and asset management systems; provides technical support and queried data to department staff, other County departments, outside agencies, consultants, contractors, developers, and the public; and performs related work as assigned.

This position is the advanced journey lead/specialist level position that reports directly to the Public Works Director.

Examples of Duties:

• Provide direction and guidance as a lead worker regarding data collection and GIS utilization; may review the work of technical staff assigned to a variety of GIS duties; assist supervisor with training program and identifying training needs; provide staff training in the use of and applications of GIS information.  
• Perform accurate and timely updates to County GIS s files and data management records related to streets, sewer, water, and storm systems, asset inventory, plats, parcels, right-of-ways, easements, and data layers.

• Create, compose, modify, and edit GIS spatial and attribute data, export data for a variety of special projects.
• Produce maps, tables, and graphs for internal and external use; determine and execute the appropriate sequence of data processing tasks; use established GIS and permitting systems to query data and produce documents.
• Update and maintain GIS databases according to department’s policies and procedures; clean up data and make corrections in response to changes and additional data sets integrated into GIS.

The Fiscal Analyst I/II/III position at the Glenn County Community Action Division, performs varied and complex professional accounting and financial analysis work relating to various grants and programs; fiscal and contract management; fiscal program analysis and compliance; prepares analytical, narrative, statistical, accounting and financial reports; develops and monitors budgets; prepares financial statements and reports, and related duties as assigned. Fiscal Analyst II is the journey-level classification in the series and is distinguished from the Fiscal Analyst I by the responsibility and working independently with minimal supervision. Fiscal Analyst III is the advanced level and supervisory classification in the series, and is distinguished from Fiscal Analyst I/II by the performance of the most complex accounting and analytical work within the assigned department. This position is full-time and scheduled for forty (40) hours per week. 

Fiscal Analyst I: $26.45- $32.15 per hour

Fiscal Analyst II: $28.64-$34.81 per hour

WHAT YOU’LL DO

• Provides information for and prepares periodic accounting, fiscal reports, and analysis to internal units, federal, state, and local agencies and/or to private auditing firms as required by governing agencies. 
• Prepares reports and analysis on accounting activities relating to funds, grants, and programs. 
• Prepares various financial statements including worksheets, balance sheets, income statements, statements of cash flow, adjusting and closing balance sheets, depreciation schedules, allocation schedules, and cost reports.
• Monitors the status of various grants including analyzing the availability of funds, reviewing expenditures, and ensuring that activities comply with grant regulations.
• Participates in budget development and administration for a variety of department budgets; prepares cost estimates for budget recommendations; monitors and controls expenditures.

About the Position:  The Planning Department is seeking TWO interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. Your expertise will help us enhance our wastewater systems, improve potable water quality, and expand our recycled water initiatives. 

The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Department of Planning and Development is currently recruiting for one (1) Senior Planner that will serve as the County of Santa Clara’s Agricultural Permitting Ally.

With 890 farms, over 288,000 acres of land, and over $310 million of produce, Santa Clara County’s vibrant community is composed of a diverse, multicultural population with agriculture that is driven by dedicated farmers and farmworkers who call Santa Clara County home. The County is seeking a new and key team player with general planning experience as well as a strong agricultural planning acumen to serve as an agricultural permitting ally (Senior Planner). A Senior Planner in this role would help farmers understand what rules and regulations apply to agricultural worker housing and would help applicants navigate the various permits and departmental approvals that are required. As an ally for agricultural permitting, this Senior Planner would focus on making the process of development more approachable and accessible and will explore options and alternatives with prospective applicants to provide housing on their farm or ranch, or establish new or expanded agricultural producing businesses, while maintaining the asset of agriculturally viable land throughout the rural unincorporated county areas. The agricultural permitting ally is a unique role that will be responsible for assisting farmers with agricultural worker housing and other agricultural-specific permitting, including but not limited to: assisting farmers through the County of Santa Clara’s building permitting process; helping farmers resolve code violations and maintain compliance with land use and building codes and standards; identifying opportunities for streamlining agricultural worker housing; promoting and supporting the production of safe and livable housing inventory for agricultural workers through the County of Santa Clara; and, working with local, state, and federal partners to connect farmers with resources. This Senior Planner will also assist in public counter inquiries and day-to-day activities of the Department as needed. The County of Santa Clara is committed to addressing the challenges that impact farmworker housing shortages and conditions.

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans.
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.
• Agricultural Permitting Ally: General requirements of building permit processing, resolving code violations, and maintaining compliance with land use and building codes and standards as it relates to agricultural worker housing and other agricultural-specific permitting.

• Performs field inspections to gather data relevant to planning projects and the development review process, to verify that development projects comply with approved plans or to initiate actions necessary to correct violations of regulations or project conditions;
• Enters development permit information and permit process workflow data in a central database;
• Abstracts information from aerial photographs, subdivision maps, census reports, building permits, etc., for analysis in planning studies;
• Analyzes geographic information systems data and creates maps;
• Prepares plans, maps, graphs and other visual aids;
• Leads or serves on advisory committees or boards such as Bay Trail, Bay Area Ridge Trail Council South County Committee or zoning decision-making bodies, schedules and conducts meetings, assists elected officials and their staff with planning matters and constituent concerns;
• Prepares or manages personnel who prepare environmental documents in compliance with environmental laws such as the California Environmental Quality Act (CEQA) or the National Environmental Policy Act (NEPA);
• Conducts in-depth property specific research including the review of deeds and other legal documents; 
• Prepares recommendations and presents detailed written and oral reports on complex development applications, standards, zoning ordinances, General Plan amendments or local or regional planning initiatives to decision-making bodies such as Board of Supervisors, Parks and Recreation Commission, Planning Commission, Airport Land Use Commission, Historical Heritage Commission, Housing, Land Use, Environment and Transportation Committee, and San Martin Planning Advisory Committee;
• Assists in the training and supervision of subordinate staff; Analyzes and reviews complex land development applications, site plans and building permit applications for completeness and conformance with policies, ordinances, master plans, concept plans, County General Plan, conditions of approval, and State and Federal regulations, prepares conditions of approval where necessary, and takes discretionary action on certain land development projects that reviewed at the staff level, making required findings;
• Prepares and delivers presentations to community organizations, clubs, planning seminars, homeowners groups, etc.;
• Participates in meetings, conferences and workshops at local, regional and state levels;
• Assists in the administration of a functional unit;
• Conducts advanced outreach to community organizations, government agencies, developers and the public to encourage participation, resolve problems or obtain input;
• Answers inquiries and provides general information to the public regarding land use projects, permitting procedures, development policies, plans, zoning ordinances and other regulations;
• Provides information to the public regarding the permitting and development review requirements of other County departments such as Fire Marshal's Office, Environmental Health, Land Development Engineering, Geology, Roads and Airports, and Building, and County programs such as Williamson Act, Historic Preservation, and the Santa Clara Valley Habitat Plan;
• Resolves issues and complaints from the public or neighbors and permit applicants;
• Attends evening meetings;
• May be assigned as a Disaster Service Worker, as required;
• Performs related work as required.

Employment Standards
Possession of a Bachelor's degree from an accredited college with a major in planning, architecture, engineering, landscape architecture, natural resources, social science or related field;

Three (3) years of professional planning experience. A Master's degree in planning may be substituted for two (2) years of the required experience. A Master's degree in a closely related field may be substituted for one (1) year of the required experience.

Possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County Driver's Permit.

Possession of license, registration or certification in a related field, such as American Institute of Certified Planners (AICP), is desirable.

The City of San Jose, Animal Care and Services Division is seeking Veterinarians to work at the Animal Care Center, including one full-time in either/or, shelter medicine and/or the shelter’s public high quality, high volume spay/neuter clinic. The Animal Shelter Veterinarian may perform all aspects of shelter medicine in a large animal shelter. Duties may include routine spay/neuter surgeries on cats, dogs, and other animals as indicated. This position provides direct care and treatment of homeless animals entering the City of San Jose’s Animal Care Center.
 
In addition, this position is required to diagnose, treat, and/or recommend euthanasia. Registered Veterinary Technicians will be assigned to assist this position with the preparation and post-surgery processes of spay/neuter and other surgical procedures. This is a position reporting to the Shelter Manager of Animal Care and Services. This classification is represented by City Association of Management Personnel (CAMP).

Duties may include, but are not limited to the following:

•  Directs, coordinates and performs the screening, diagnosis, and basic and emergency medical treatment of animals in the shelter.
•  Performs or supervises the visual monitoring of impounded animals, including those that may be isolated or quarantined for signs of illness or unusual behavior.
•  Performs surgical procedures, including spay/neuters and vaccinates animals to prevent diseases. 
•  Maintains accurate medical records of animals.
•  Effectively communicates the condition and status of animals with staff, public and animal groups. 
•  Advises staff on matters within the veterinary field.
•  Orders, maintains and controls the drugs used at the shelter and in the field.
• Trains appropriate staff in administering first aide and vaccinations to animals, the performance of euthanasia and other paramedical duties.
• Performs and directs staff to perform euthanasia of animals that are irremediably suffering from serious illness or severe injury, as necessary
• Ensures that shelter staff participates in a comprehensive disease prevention program for the animal shelter. 
• Participates in special spay/neuter or vaccination clinics.
• Supervises staff to include: prioritizing and assigning work; providing technical guidance to staff; ensuring staff are trained; and making hiring, termination and disciplinary recommendations.
• Ensures compliance of activities to codes and all legal regulations.

Physical Requirements:
Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds while handling animals and equipment. Employees may be exposed to cold and hot temperatures, loud noises, odors, dust, air contaminants, blood borne pathogens while using hypodermic needles on animals and may be exposed to animal scratches and bites.
