The City of Newark is hiring a Community Preservation Specialist. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

In this position, you will:

• Advises property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

• Conducts field inspections to ensure compliance, providing clear guidance on corrective actions when necessary.

• Prepares notices, correspondence, and detailed reports documenting investigations.

• Represents the City in court proceedings, hearings, and other official forums.

• Manages difficult and confrontational situations with professionalism and diplomacy.

• Provides lead direction and reviews the work of assigned clerical staff or coworkers, as needed.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable.

THE POSITION:

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

 

You are:

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

 

 

 

Essential Duties

What you will do: 
Duties may include but are not limited to the following:

• Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness; 
• Ensures that all departmental procedures are followed. 
• Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise. 
• Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures. 
• Maintains and physically organizes volunteer work areas, files and records. 
• Prepares annual report on volunteer hours and activities.
• Under  general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
• Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals. 
• Assists with production and update of volunteer training manuals and volunteer job descriptions. 
• Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention. 
• Coordinates volunteer meetings and annual Volunteer Recognition event. 
• Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
• Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities. 
• Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders. 
• Provides Humane Education presentations to local groups, schools and civic organizations.
• Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter. 
• Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
• Coordinates and oversees volunteer planning committees for events and fundraisers.

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.

Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.

License: Possess and maintain a valid California Class C Driver's License.

OTHER REQUIREMENTS

THE POSITION

THE POSITION:

The City of Hayward is seeking a strategic and collaborative Director of Finance to oversee its centralized financial operations. Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Applicants are required to possess a valid California Driver’s License, be legally authorized to work in the U.S and be at least 21 years old at time of swear-in. Water Resources Mechanics perform a wide range of tasks involving mechanical maintenance and repairs of pumps, plumbing systems, electric motors, compressors, piping, boilers, underground infrastructure, facilities and buildings, carpentry, HVAC systems, mechanical drives, gear boxes, blowers, collectors, belt filter presses, and chemical feed systems. The work is done at the Water Reclamation Plant, located at 101 West Jack London Boulevard in Livermore.

A Water Resources Mechanic I performs a range of tasks requiring journey level mechanical ability and aptitude. Work assignments are performed according to established rules and procedures. Independent judgment is required and is supported at regular intervals by supervisory review and direction. A Water Resources Mechanic II is distinguished from the WR Mechanic I by the possession of advanced journey level mechanical ability and aptitude and is responsible for solving more difficult technical problems.

Under the direction and supervision of the Lieutenant, the Police Sergeant participates in patrol, and may oversee the law enforcement, Police Dispatch and Animal Control activities during an assigned shift. This position leads, inspects, gives instructions to, counsels and provides direction to personnel; completes reports, citations, and other required document reviews to ensure thoroughness, grammar, and spelling; maintains discipline and ensures that department rules, regulations and policies are followed; participates in police patrol activities, including the enforcement of local, state and federal laws, issuing citations, making arrests. This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. This position will prepare reports related to assigned areas of responsibility and prepare and review department policies and procedures manual(s). This position will direct, supervise, guide and train employees assigned in programs instituted by the department. This position will conduct investigations concerning complaints on personnel. The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.
• Recommend and prepare conditions of approval for Planning entitlement projects.
• Review private and public development improvement plans and subdivision maps for compliance with state and local codes, regulations and standards, and compliance with the requirements of project approval.
• Review development encroachment permits, building permits, grading and sitework permits and other permit applications, including technical reports and documents such as hydrology and hydraulic reports, stormwater management reports, and geotechnical reports.
• Review legal property descriptions, ordinances, assessment plans and other written materials.

• Makes engineering calculations, completes design drawings, makes and revises maps, charts and diagrams.

• Assist Public Works Inspectors in resolving construction issues.

• Perform field inspections of various municipal construction projects, in progress and upon completion.

• Respond to applicants, contractors, consulting engineers regarding technical information and project related issues; assist and coordinate project resolutions with applicant’s team and City team.
• Coordinate projects with various agencies, such as Caltrans, Union Sanitary District (USD), Alameda County Water District (ACWD), and Alameda County Flood Control District (ACFCD)

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

• Prepare staff reports, as well as presentations for City Council, and other legislative bodies; respond to the public and other inquiries orally and in writing.

• Develop Requests for Qualifications (RFQs) and participate with other department staff in the selection of consulting engineers.
