DEFINITION

DISTINGUISHING CHARACTERISTICS
An incumbent in this position is a Human Resources generalist performing a wide range of personnel assignments in administering and processing health and welfare benefits; managing the administrative duties associated with the Personnel Board and overseeing the preparation and management of all employee requisition and action forms; managing the office and providing administrative support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, the Human Resources Analyst(s) and Human Resources Specialist(s).

Processes and manages distribution retiree health reimbursement checks. Administers Department of Motor Vehicles (DMV) Pull Program, tracks employee driving records and issues quarterly department list of commercial drivers’ medical expirations. May assist in responding to internal and external surveys. May assist department personnel with data entry on applicant tracking program, proctoring Civil Service examinations, in administering certification of active Civil Service Employment Lists using applicant tracking program, and assists with City-wide events. Processes employee separations and cafeteria plan worksheets, enters employee information into ERP system, tracks employee trainings; and processes invoices.

Provides support to the Director of Human Resources, Assistant to the Director of Human Resources, Senior Management Analyst, Human Resources Analyst(s) and Human Resources Specialist(s). Administers the documentation requirements of the 1986 Immigration and Control Act. Prepares and processes required Human Resources’ forms, such as new employee forms and employee Action Forms. Assists with preparation and publication of the employee newsletter. Maintains and orders office supplies and other duties as assigned.

MINIMUM REQUIREMENTS

DEFINITION
Under general supervision, performs a variety of semi-skilled and skilled gardening and turf maintenance duties in the development, maintenance and repair of landscaped areas; and related work as required.

Groundskeeper Gardener I is the entry-level class and Groundskeeper Gardener II is the journey-level class in the series. Incumbents in the Groundskeeper Gardener I class will progressively perform most of the duties required in the Groundskeeper Gardener series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and
methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Groundskeeper Gardener II positions that may become vacant may reasonably be filled at the Groundskeeper Gardener I or Utility Maintenance Worker level for training purposes.

Positions in the Groundskeeper Gardener II class are flexibly staffed and normally filled by advancement from the Groundskeeper Gardener I class, or when filled from the outside, require prior specific experience in gardening and general grounds maintenance. Appointment to this class requires the employee to be performing substantially the full range of gardening and general grounds maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising
judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to gardening and general grounds maintenance.

Plant, cultivate, water, spray, and propagate plants, hedges, trees, flowers, and lawns and perform grounds maintenance work; operate hand and power machines; aids in keeping greenhouses and other structures in repair and free from plant diseases and pests; maintain equipment, tools, and supplies in proper condition and repair; do general laboring tasks related to grounds and garden maintenance work. Job Description

Under general medical direction of the site medical director and/or Primary Care Chief Medical Officer, the 2230 Physician Specialist functions within an organized system for the delivery of health care in association with other members of the health care team and performs specialized duties in clinical settings. • Provides primary care, urgent care and relevant office-based procedures to patients consistent with their medical specialty area through in-person, telehealth, and/or group visits

DEFINITION

Under general supervision, the Assistant/Associate Planner performs professional-level work in current and/or advanced planning and special projects. Completes technical assessments and studies and prepares written analyses and reports. Provides community outreach and education.

DISTINGUISHING CHARACTERISTICS

This is the entry-level class in the Planner series. Initially under close supervision, Assistant Planners learn to apply concepts and work procedures and perform professional planning work. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence. Positions at this level usually perform duties required of the positions at the Associate level, but usually exercise less independent judgment and discretion in matters related to work procedures and methods.

Associate Planner

This is the fully qualified journey-level classification in the Planner Series. Positions at this level are distinguished from the Assistant Planner by the elevated performance of a full range of duties as assigned, working independently, and exercising judgment and initiative. Assistant and Associate Planner

• Serves as project manager on planning and development projects, including processing applications and reviewing plans for routine to complex commercial, industrial, residential, mixed use, and/or tree removal projects.

• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Process development permit and subdivision applications for hearing in accordance with State law.
• Performs plan check functions for various projects. Receives and reviews applications for building permits for completeness.
• Reviews business license applications and ensures consistency with land use standards and prior development and entitlement approvals.
• Prepare and present reports for Planning Commission and City Council action on current advanced planning projects.
• Prepare periodic major and minor revisions to the Zoning Ordinance, General Plan and Coastal Land Use Plan.
• Formulate, prepare and present ordinances, projects and studies addressing special planning problems and issues related, for example, to Community Development funding, redevelopment, commercial development, provision for low and moderate income housing, or coastal access.
• Periodically work with community groups and committees on special projects with Zoning Ordinance and General Plan revisions. May be asked to represent City at regional meetings related to Community Development.
• Provide general assistance and advice to the developers and the public on current planning and zoning matters, both orally and in writing.
• Assists the public at the front counter, on the phone, via email, and answering questions and providing information regarding zoning, land use, code interpretation, development standards, project status, and the City’s processes.
• Performs other duties as assigned.

In addition to the Assistant Planner duties, Associate Planner duties may include, but are not limited to, the following:

• Writes staff reports and collects supporting documentation for submission to the Planning Commission, City Council, Open Space and Parkland Advisory Committee, and other commissions and committees.
