THE POSITION

The City of San Mateo is seeking a Per Diem Human Resources Technician providing a wide variety of technical human resource work in a variety of program areas including benefit administration; recruitment and selection; compensation; human resources information systems database analysis and report writing, and to do related work as required. This position receives general supervision from the HR Director or Senior HR Analysts.

EXAMPLE DUTIES

• Prepare and maintain personnel records.
• Write, edit and prepare digital and print communications materials.
• Assist in the recruitment process by preparing and distributing job announcements, composing, and placing ads, composing and recording announcements for the job hotline, updating and monitoring recruitment information on the City’s web site, screening applications, and answering inquiries from applicants.
• Work with departments in coordinating examination schedules and locations; prepare necessary correspondence for the examinations; notify candidates; enlist the services of examination board members; assemble and mail packets to oral board members.
• Process, update, and maintain invoices and accounts payable.
• Gather and assemble data and prepare routine reports; maintain a variety of records and files.
• Screen calls and visitors, referring inquiries as appropriate, and respond to requests for information regarding general personnel matters.
• Use specialized technical equipment or computer programs.

JOB RELATED SKILLS & ESSENTIAL QUALIFICATIONS

Knowledge of:

• Personnel policies and procedures relating to recruitment, selection, benefit administration, compensation, human resources information systems, and related areas.
• English usage, grammar, spelling and punctuation.
• Modern office procedures, methods and computer equipment.

Ability to:

• Plan, coordinate, and organize work to meet deadlines.
• Compose routine correspondence demonstrating good English skills in spelling, vocabulary, grammar and punctuation.
• Communicate clearly and concisely both orally and in writing.

EXPERIENCE AND EDUCATION

• Two years of increasingly responsible clerical or account clerical experience, preferably in a human resources environment.
• Equivalent to a high school diploma. Additional specialized training in public administration, human resources management, business administration or a related field is desirable.

AC Transit is actively searching for an exceptional, professional senior recruiter who can source, recruit, and interview good quality candidates for high level, complex and high-volume recruitments. This position will serve as a lead recruiter to support a full cycle recruitment process by developing recruitment strategies, assisting in salary recommendations, and staffing according to EEO guidelines and District policies and procedures. The successful candidate will possess a consultative, customer focused approach with an emphasis on professionalism and a history of providing the best possible support to hiring managers to guide them in hiring high caliber candidates. REPRESENTATIVE FUNCTIONS:

• Directs, organizes and executes complex, high level and high-volume recruitments including development of strategic recruitment plans, planning and placement of advertising, creation of examination plans, writing of announcements and sourcing of candidates.

Develops, coordinates, administers and evaluates oral and written examinations and their results, including compiling test scores, preparing eligibility lists and candidate information;and coordinating follow-up pre-employment drug testing, physical capacity testing, and background/reference checks.
• Analyzes and evaluates new and existing positions for classification; designs and drafts classification specifications or alters existing specifications; explains the classification process and recommendations to managers, supervisors, and employees; and makes recommendations for the improvement of the classification system.
• Conducts job analysis for assigned positions, including identifying job content, analyzing position description questionnaires and writing job descriptions.
• Coordinates and implements recruitment processes for District departments; confers with department managers and supervisors to determine recruiting needs.
• Collaborates with hiring department on workforce planning initiatives.
• Prepare and organize appropriate salary surveys and benchmark comparable positions. May be assigned various human resources special projects as needed.
• Establishes and maintains confidential files and records, and performs administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, or a related field, from an accredited college or university.

Experience: Equivalent to at least four (4) years of increasingly responsible Analyst level experience in a Human Resources Department. Experience in a supervisory or lead capacity is desired. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Experience: Experience in high level complex, high volume recruitments, and compensation analysis. Excellent communication skills and presentation skills, ability to develop strong rapport with hiring managers and provide outstanding customer service to internal and external clients. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

License Requirement: Must possess, or obtain and maintain a valid California Class C Driver License and meet the District’s safe driving standards.

Physical Requirements: Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.
