The City of East Palo Alto is seeking a skilled, passionate individual to fill one full-time Assistant/ Associate Engineer position. The Assistant/ Associate Engineer performs professional engineering field and office work related to the planning, design, construction, and maintenance of the City’s capital improvement projects, land development, traffic engineering, public works infrastructure, and daily departmental operations. The incumbent will prepare and review designs, specifications, and related engineering and construction documents. The individual will provide assistance related to consultant requests for proposals for professional and/or construction services. The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives.

Under limited supervision, the Senior Civil Engineer will perform the more difficult professional engineering work including the preparation of civil design plans for various Public Works projects, conducting research studies, performing field inspections and testing, analyzing reports, maps, drawings, or geological data, and procuring permits; act as a resource to staff, contracts, consultants, other agencies and the public regarding areas of assignment; provide lead direction and technical assistance to assigned staff and/or project management; and perform related work as assigned. Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. This is the master level in the civil engineer series, and reports directly to Principal Engineer.

• Review plans and inspect projects; provide engineering design and code information and ensure that designs meet accepted industry and legal standards, and projects are biddable and buildable.

The County of Yuba is currently recruiting for the positions of Assistant Engineer, Associate Engineer and Associate Civil Engineer for the Public Works Department in the Community Development and Services Agency. Currently, there are two vacancies that may be filled at either the Assistant Engineer, Associate Engineer, or Associate Civil Engineer level depending on qualifications. Associate Engineer: is the journey level in the civil engineer series. Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

THE POSITION

CLASS CHARACTERISITICS

• Ensures that the City is in continuing compliance with applicable laws and regulations related to municipal engineering and public works matters; reviews and recommends revisions to applicable policies and ordinances. 
• Advises the Public Works Director, City Manager’s Office and others on the planning and implementation of capital projects, land development or other related activities. 
• Prepares and presents engineering recommendations to the City Council in conformance with applicable codes, rules, regulations, and other legal requirements; functions as the Public Works staff representative to the Planning Commission and other City committees as required. 
• Represents the City in meetings and coordinates division activities with those of other City departments, divisions and outside public and private agencies
• Responds to citizen inquiries, requests and complaints.
• Serves as the Public Works Director on a relief basis.

Definition
Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. This position will supervise professional and/or administrative staff, as well as identify the need for establishing and administering consultant contracts. This position works with other public agencies (e.g., Caltrans, local cities and counties, water district) to establish property exchanges and rights of way for transportation improvements.

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.
