What You'll Do

This is a journey-level electrician classification that works independently with minimal supervision completing a variety of skilled electrician tasks. This position performs a variety of complex and skilled work in electrical operations, maintenance, alteration and repair of electrical systems and equipment; installs, maintains, troubleshoots, and repairs street lighting, traffic control devices and pump station electrical components; locates, tests and repairs malfunctions of sanitary and storm pumping stations, underground cables and other electrical systems and equipment. This position also performs skilled electrical work on municipal buildings and facilities and other general maintenance duties as required.

DEFINITION

Under general supervision, inspects a variety of construction projects to ensure conformance with contract plans, specifications, standards, laws, and regulations; performs work related to plan checking, issuing permits, providing construction recommendations, and other technical functions; and performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

Public Works Construction Inspector is a specialized classification that is responsible for a variety of duties related to the inspection of construction projects.

Receives general supervision from higher-level Public Works Department staff including engineers.

DUTIES AND RESPONSIBILITIES

The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Provides field inspection of public and private improvement projects that involve grading, underground utilities, encroachments, curbs, gutters, sidewalk, paving, facilities, structures, and park construction; ensures conformance to approved plans, specifications, and schedules; stipulates correction of defective work; recommends approval of acceptable work;
• Performs technical functions, such as plan checking, issuing permits, and answering construction questions, preparing checklists, guidelines and specifications;
• Ensures that all required tests, operations, measurements, and inspections are scheduled, ordered, and satisfactorily completed; ensures compliance with applicable safety regulations;
• Reviews submittals and takes samples of materials for examination or testing by laboratories; records amounts of materials used and work performed, and interprets results of soils, materials, and operational tests, including asphalt compliance, concrete strength, and soil compaction test reports;
• Inspects traffic control placed within the City right-of-way and ensures compliance with applicable safety regulations;
• Writes letters to contractors, developers, and homeowners regarding inspections; responds to inquiries and requests for assistance in person, in writing and over the phone;
• Performs contract administration duties, including preparation of daily construction reports, weekly statements of working days, change orders, progress payments, general correspondence, and checking of payroll records, material submittals, and certificates of compliance;
• Assists in investigating and resolving disputes and/or problems, and responds to complaints from the public;
• Conducts sidewalk inspections and follow-up inspections; inspects adjacent properties for damage from construction activity;
• Coordinates work with maintenance staff, other City departments, and public utilities;
• Prepares daily activity records and reports manually and in computer-based format; takes photography and prepares site sketches; and
• Prepares, files and retrieves as-built construction drawings, documents and records;
• Performs related duties as assigned. 

JOB-RELATED QUALIFICATIONS

Knowledge of: Applicable laws, regulations, codes, and departmental policies governing the construction of assigned projects; materials, methods, equipment, and techniques used in the construction of a variety of construction projects and structures; basic construction safety practices; soil engineering principles; erosion control storm water protection; word processing; spreadsheets; permitting; maintenance management; pavement management; customer service software; the entire range of construction inspection activities; written reports; taking informative photography; maintaining records, logs, and databases; making mathematical calculations and accurate engineering computations and drawings; surveying procedures, instruments, and equipment; basic construction safety practices; approved engineering methods and standards to the design and construction of a variety of public works projects.

Ability to: Evaluate quality of construction; detect and locate faulty materials and workmanship and determine the stage of construction; read and interpret codes, standards, details, plans, and specifications; make oral and written presentations for meetings with consultants, contractors, property owners, staff, and project teams; communicate effectively and tactfully, both orally and in writing; provide excellent customer service to the public, other agencies, and other City employees; evaluate CCTV footage for sewer lateral assessments; estimate and calculate amounts and costs of materials used in construction.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED).  Technical training and/or a degree in building inspection technology, civil engineering, or a related field is desirable.

Experience: Two (2) years of progressively responsible experience as a Building Inspector with a Municipal Building Department performing combination inspections.

Licenses: Must possess and maintain a valid Class C California Driver’s License issued by the State Department of Motor Vehicles and a satisfactory driving record. Certifications such as Combination Inspector or related are preferred.  

SPECIAL REQUIREMENTS

Physical agility adequate to inspect construction sites. Requires physical flexibility and dexterity, including the ability to continually stand, bend, stoop, reach, and crouch.  Must be able to communicate effectively, both orally and in writing, hear voices, and operate telephones.  Must have ability to quickly and accurately see, review, and interpret plans and diagrams and make inspections.

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

• Perform work in accordance with local, State, and Federal standards and regulations

• Attend Alameda County Cleanwater Program committee meetings.

• Schedule and track progress of land development projects.

The City of Marysville is seeking qualified candidates for the position of a Public Works Director; this recruitment will fill 1 vacancy and create an eligible list.  

Reporting directly to the City Manager, this position is responsible for executive direction, strategic leadership, and management of the Public Works Department, including City maintenance workers and capital improvement projects. 

As the principal administrator of the Public Works Department, the Director; plans, organizes, directs, reviews and manages all department activities and functions including Engineering, Parks and Recreation, Streets, Public Facilities, Wastewater Treatment/Sewage, and Storm Water Management.

The Director also coordinates departmental activities with other City departments, outside agencies, community groups and individuals; and provides highly complex professional advice and support to the City Manager and City Council; assures department compliance with and enforcement of applicable federal, state, and local laws, ordinances, and codes; manages and supervises staff; serves as a member of the City’s Executive Team.

Education and Certification

Wastewater Treatment Plant Operator III

($25.51- $32.66 per hour)

PURPOSE: Under general supervision, assists in the operation and maintenance of a Wastewater Treatment Plant on an assigned shift.  Performs related responsibilities as required.

 

DISTINGUISHING CHARACTERISTICS:

In addition to being a full, advanced journey-level position, incumbents are expected to provide lead supervision over wastewater treatment plant maintenance staff.  Employees assigned to this class coordinate and perform the full range of skilled duties to operate, maintain, repair and modify the Wastewater Treatment Plant and the wastewater collection system.  

 

This position reports to the Utility Systems Supervisor and assists in determining equipment, personnel and material needs.  This position may act as the WWTP Supervisor (or as the Utility Systems Supervisor, if qualified) during periods when the appointed Utility Systems Supervisor is on vacation or absent from work for other reasons.

           

ESSENTIAL RESPONSIBILITIES:

 

1. Assists in the operation of valves and other related controls to distribute flow through unit process and application of chlorine and chemicals to the wastewater.

 

2. Monitors control equipment such as pumps, motors, valves, blowers, sludge collectors, heat exchangers, sludge thickeners and other related process equipment.

 

3. Reads meters, gauges and other instrumentation.

 

4. Maintains a daily record of facility operation, samples collected and corrections to unit processes.

 

5. Adjusts or alters chemical treatment of the plant as necessary.

 

6. Collects samples for observation and analysis from unit processes.

 

7. Performs daily and weekly laboratory analysis as needed for process adjustments and performance indicators.

 

8. Performs preventative maintenance to equipment, such as routine service, lubrication and cleaning of process equipment and machinery.

 

9. Operated a wide variety of tools and equipment used in minor mechanical repair and operation of process equipment.

 

10. Assists in minor repairs to all process equipment as needed.

 

11. Performs building and ground maintenance, which may involve weed control, gardening and janitorial services.

 

12. Performs related duties as required.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

The Bus Fleet Facilities Infrastructure Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities. 

The Construction Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for establishing standards, policies, and processes to manage the construction of SamTrans projects. This position oversees both the construction and construction management of projects, working with Project Managers, Construction Management Team, and Contractors to ensure successful project delivery. Responsibilities include providing constructability review of Contract Documents prior to advertisement, providing guidance to engineering and construction management staff in the planning, organizing and directing the work of contractors, negotiating changes to project scope or budget, directing the advertise, award, and administration phases of construction, and ensuring project and contract compliance with public contracting law.

• Oversee the development of standard construction management manual that can be used for future SamTrans facilities and infrastructure projects in construction.
• Oversees the development of a Construction Quality Management Plan for construction projects.

• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor construction schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Maintain a full understanding of all technical and regulatory matters affecting bus facility and infrastructure maintenance and construction activities.   
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

Minimum Qualifications Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Engineering, or a closely related field.
• Five (5) years full-time increasingly responsible management experience in the area of civil, electrical, mechanical, or other related engineering design, construction management, and/or public works project management.
• Three (3) years experience supervising staff on a full-time or project basis.

Preferred Qualifications

• Experienced in the management and delivery of complex engineering design projects for public transit agencies.
• Possess Quality Control/Quality Assurance experience.
• Experienced with Storm Water System Management.
• Registered Professional Engineer in the state of California.
• Able to possess a valid California drivers’ license with a safe driving record.
