What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.

The Position: 

The City of Santa Clara is seeking to fill multiple Senior Civil Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the principal engineer or other manager, the Senior Civil Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. The City of Santa Clara's Water and Sewer Utilities Department seeks an experienced Senior Civil Engineer with excellent project management skills; strong oral and written communication skills; and a proven track record of designing and delivering utility projects and administering consultant and construction contracts. The qualified candidate will have experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public. Under direct supervision of the Principal Engineer, the Senior Civil Engineer performs the following duties:

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses, and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

 

These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Overview:

Silicon Valley Power, Asset Management Group has an excellent opportunity for the position of Senior Engineering Technician. The Water and Sewer Utilities Department is looking for a Senior Engineering Technician who desires to become a Water and Sewer Utility professional and support a talented group of engineers, administrative staff and utility operators with the sole aim of delivering safe, reliable utility services and excellent customer service to the community of Santa Clara. Any experience, skills or certification related to the water, recycled water, sewer or general civil engineering industry is desired.

Department of Public Works

The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative individual to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of four engineering divisions: 1) Design, 2) Field Services, Land and Property Development, and Traffic Engineering as listed below. Currently, the Field Services Division of the Department of Public Works (DPW) is looking for individuals for the position of Senior Engineering Technician.  This position will provide support to the Field Services division through updates to the Geographic Information System (GIS) system, AutoCAD, and miscellaneous databases.  This position will coordinate internally with various DPW staff to maintain system records and support their needs to successfully complete their projects on time.

The ideal candidate should have experience using and editing AutoCAD software. The Senior Engineering Technician will assist the City Surveyor with topographic, monument, and benchmark surveys conducted in the field. Additionally, the technician will help restore missing or damaged monuments and benchmarks and perform administrative tasks such as filing permits, updating block books, conducting research, and carrying out field inspections and investigations. Employees in this role are expected to be fully trained in all procedures related to their assigned responsibilities. Work is performed under the general supervision of the Chief of Party, a Professional Engineer, or a Principal Engineering Technician, who assigns tasks and reviews work to ensure compliance with instructions and established engineering standards.

The Land & Property Development Division is responsible for providing efficient and effective engineering services to support private development projects during the entitlement, design, and construction phases. The division works closely with customers, developers, utility companies and the community to ensure projects comply with local, state and federal standards. The division is also responsible for reviewing and approving encroachment permits, easements, street/easement abandonments, subdivision maps, processing encroachment agreements, collecting development-related fees, and collaborating with other Public Works divisions, as well as other City departments throughout all project phases. Additionally, the division provides customer counter services to the general public as the City’s permit center.

The Traffic Engineering Division provides traffic engineering, traffic impact analysis reviews, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division also investigates resident/business inquiries related to street parking, traffic calming, intersection control, and bicycling and pedestrian travel on public streets. DESIRABLE QUALIFICATIONS
• Possession of an Associate’s degree or higher, including satisfactory completion of post-secondary courses in mathematics, engineering, CAD, GIS, and related subjects
• A certificate in CAD
• A certificate in GIS
• Experience using Supervisory Control and Data Acquisition (SCADA) systems
• Experience using Computerized Maintenance Management Systems (CMMS)

LICENSES/CERTIFICATIONS
Possession of an appropriate, valid California Class C driver's license is required at time of appointment and for the duration of employment.

Valley Water is seeking to hire a dedicated Senior Management Analyst/ Management Analyst II to lead pre-award efforts within our Grants, Compliance, and Claims Management Unit. Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Ideal Training and Education:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in public administration, business administration, accounting, finance, or a related field.
Directly related experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years.

Grants, Compliance, and Claims Management Unit (Position Code 68) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.  

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
