The Department: 
Silicon Valley Power (SVP) is the City of Santa Clara’s municipal public power utility. Located in Northern California’s Santa Clara County, SVP is primarily a distribution utility contained within a roughly twenty square mile footprint and embedded within the much larger PG&E utility system. SVP operates under the jurisdiction of the California Independent System Operator (CAISO) and the Western Electricity Coordinating Council (WECC). SVP operates voltages of 230kV and 115kV (transmission), 60kv (sub-transmission), and 12kV (distribution). Its peak load in 2024 was 718MW and has the ability to generate up to 200MW internally. SVP has roughly 60,000 meters with 90% of the load industrial-commercial and 10% residential. SVP is a NERC registered utility and conforms to NERC 693 and CIP reliability standards. The Position:  
Electric and Water System Operators (EWSO) ensure that all Electric, Water and Storm sewer systems are operated reliably, efficiently and effectively in a safe manner and restoring service in a timely way to all customers.  The EWSO has responsibility for monitoring and operation of the City's municipal electric power, water, transmission and distribution systems and for coordinating planned and unplanned power outages. As a Transmission Operator, operating personnel in this position have the responsibility to comply with NERC reliability standards and the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Electric System. These efforts are coordinated with the appropriate Reliability Coordinator (RC), affected Transmission Operator(s) (TO) and affected Balancing Authorities (BA). This position is staffed 24/7 365 utilizing a rotation of 12 hour shifts with Operators alternating between days and nights.

EDUCATION AND EXPERIENCE

Minimum Requirements:

• Graduation from high school or possession of a GED

• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching

• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility

• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman 

• 4) Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:  A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE: Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES: Possession of the following certificate is required within one year of hire date and for the duration of appointment:

• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).

• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).

Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

Prepares and presents public works related items and issues to the Town Council. Plans and supervises the capital improvement program, street maintenance program, storm drain and disaster related repairs and all aspects and equipment related thereto; periodically inspects streets and all public facilities for deficiencies and recommends corrective actions and priority of work; estimates labor, materials, and oversees initiation of projects including street openings, retaining walls, flood control and drainage facilities; manages the Town’s participation in the Marin County storm water pollution prevention program; manages the Town’s GIS program; prepares plans and specifications for bidding procedures; interacts with the Consulting Town Engineer and/or supervises engineering functions; provides complex and responsible administrative support to the Town Manager; prepares departmental budget and controls expenditures; personnel administration within the department; participates in code enforcement and in other activities, as required.

The Position

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a results-oriented and innovative engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. The Traffic Engineering Division provides traffic engineering (technical support for the design and construction of both City and private development projects), traffic impact analysis reviews for private development projects and transportation projects, bicycle and pedestrian improvement planning, grant administration, and traffic signal maintenance and operation services for the City. The division receives and investigates resident/business inquiries related to street parking, traffic calming, intersection control (i.e signals, beacons, and crosswalks), and bicycling and pedestrian travel on public streets. The investigations may involve interaction with the residents, field review, traffic data collection, and evaluation of collected information with established city policies to prepare engineering recommendations for possible improvements. The division also focuses on multi-modal planning and implementation specifically related to the goals and projects included with the City’s Bicycle Plan,  Pedestrian Masterplan, and the City’s Complete Streets policy. Finally, this division coordinates with other agencies such as the Valley Transportation Authority, County of Santa Clara Roads and Airports, Caltrans,
 and the cities of San Jose, Cupertino, and Sunnyvale related to projects, programs, and grant opportunities. Experience in customer service, traffic design and construction, transportation planning, and project management and delivery is essential to success in this position.

Under direct supervision, the Associate Engineer (Civil) performs field and office work, reviews and approves designs for traffic control, traffic improvement, and private development related public improvements, administers grants, provides technical assistance in the implementation of transportation plans and programs (i.e. Bicycle Master Plan, Pedestrian Master Plan, Complete Streets Policy), supports the City’s Bicycle and Pedestrian Advisory Committee, and will work with the public and consultants on various projects and transportation related inquiries.[CM1] 

 

Water & Sewer Utilities Department
Santa Clara Water & Sewer Utilities' mission is to provide customers a dependable supply of safe, potable water, environmentally-sound wastewater collection, treatment, and disposal. Furthermore, recycled water is offered for approved uses including irrigation and industrial processes, where available. Programs and services are designed and implemented with economic and environmental benefits in mind. The City of Santa Clara's Water & Sewer Utilities Department seeks an engineer with excellent project management skills; strong oral and written communication skills; a proven record of preparing and administering consultant contracts and agreements; experience preparing construction documents; experience designing, managing, maintaining and/or operating water, recycled water and sanitary sewer utilities; experience reviewing land development projects; experience working in a team environment on major construction projects, including working collaboratively with contractors, technicians, field staff, outside agency staff, and the general public. Under direct supervision, the Associate Engineer (Civil) performs high-level, fast paced engineering work relating to the permitting, design and construction of water, recycled water,  and sewer projects within the City. In addition, the Associate Engineer prepares construction documents such as improvement plans, specifications, estimates and schedules for water and sewer projects. As well as procures consultant and construction contracts for the design and construction of water and sewer projects including the preparation of requests for proposals (RFP), administration of the bidding and awarding process, preparation of Council agenda items, and administration of the consultant and construction contracts. This incumbent will review new developments and proposed public and/or commercial utilities improvement projects for compliance with City, County, State and Federal government regulations and standards. The Associate Engineer is expected to plan, organize, and prioritize a diverse workload of projects and tasks including technical and administrative tasks, and exercise independent judgment and decision making in resolving problems.

• A Master's Degree in any branch of Civil Engineering from an ABET accredited college or University may be substituted for one (1) year of experience

LICENSES & CERTIFICATION
• Possession of a valid California Class C driver's license is required at time of appointment and for duration of employment
• Possession of a State of California Engineer in Training (E.I.T.) Certificate or Registration as a Civil Engineer in the State of California is required at time of appointment and for duration of employment

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies
• Obtaining quotes, preparing requisitions, and entering purchase orders in PeopleSoft in accordance with the City’s purchasing policies and guidelines.

Typical Duties: 

Each position in this classification may not include all the duties listed below, nor do the examples cover all duties that may be performed.

Under general direction of the Senior Electric and Water System Operators:
• Initiates, issues and validates switching orders and electrical clearances for planned and unplanned work including work carried out on protection schemes with the goal of restoring power to all impacted customers, or facilitating work to be carried on the 12kV System and above in a safe, reliable and efficient manner in accordance with the department procedures
• Receives, troubleshoots, prioritizes and dispatches appropriate personnel and equipment for all non 911 emergency and non emergency calls for the electric system during business hours and for the electric, water, storm sewer, streets, traffic lights and any other City services during non business hours
• Monitors Water & Sewer (SCADA) to detect abnormal conditions; performs operations or adjustments to correct such abnormalities or refers the problem to specialized maintenance personnel
• Monitors the Electric System including prescribed off-site facilities using real-time or near real-time tools; uses these tools to make adjustments, perform operations or perform analysis to use as a basis in the direction of operations on the Electric System as necessary to maintain system requirements and reliability
• Maintains logs and other electric and water system reports. Updates all prescribed electric databases and mapping systems with real-time changes including updated asset data that affect the operation and troubleshooting of the Electric Network. All changes are to be validated by operators on subsequent shifts based on departmental standards and established practices
• Interacts courteously and calmly with the key customer stakeholders, including contractors, the general public, key business customers, City departmental supervisory and journey level personnel to address requests for non 911 emergency and non emergency service
• Maintains the work area and all records in a neat and orderly manner
• Performs duties involving basic arithmetic and algebraic calculations
• Assists in the training of new electric and water system operators as needed
• Performs related work as required

• Graduation from high school or possession of a GED and
• 1) Two (2) years of experience in an electric utility performing complex load dispatching and switching or
• 2) Four (4) years of experience in an electric utility as a generating plant or substation operator with sub-dispatching responsibility or
• 3) Four (4) years of experience with the City of Santa Clara Electric Department, including at least one (1) year as an journey-level or higher, electrician or lineman/linewoman or
• Completion of a recognized State of California Electric System Operator apprentice program

Desirable Qualification:
A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC)

LICENSE
Possession of a valid California Class C driver's license is required at time of appointment and for the duration of employment.

CERTIFICATES
Possession of the following certificate is required within one year of hire date and for the duration of appointment:
• A valid Water Distribution System Operator Certificate (Grade D-1 or above) issued by the California Department of Health Services (DHS).
• A valid Transmission Operator Certificate issued by the North American Electric Reliability Corporation (NERC).
Incumbents will be required to obtain and maintain any other license or certification mandated by NERC for the position of Transmission Operator and necessary for the performance of duties under the current scope of responsibilities pertaining to the SVP Transmission System.

ABOUT THE POSITION
The City of Gilroy is recruiting to fill the position of Senior Facilities Maintenance Specialist in the Administrative Services & Human Resources/Risk Management Department, Facilities Division.

In this exciting opportunity, the Senior Facilities Maintenance Specialist will work under direct supervision of the Facilities & Fleet Superintendent and will be responsible for maintaining and constructing all City buildings, structures, and park facilities. The Senior Facilities Maintenance Specialist is distinguished from the Facilities Maintenance Specialist in that the Senior Specialist is expected to perform the more challenging and complex tasks and is expected to perform certain administrative functions in support of the Facilities Division. This role offers a blend of strategic oversight and hands-on work. You'll have the opportunity to lead initiatives that impact the community directly, such as energy efficiency upgrades, safety improvements, and facility renovations. These tasks include a range of semi-skilled construction and repair work involving the use of basic tools and trade-related equipment. Duties may involve repairing electrical equipment and wiring systems; fixing windows, doors, cabinets, and other building components; maintaining interior and exterior furniture such as tables, chairs, benches, and bookcases; performing general plumbing repairs and installations; and carrying out basic concrete and masonry work. 

Additionally, you must be able to diagnose mechanical problems and methodically troubleshoot any issues occurring with building systems, machines, and equipment. This role also serves as a trainer and provides leadership to the team on specific tasks and projects.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.
