The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects with a particular emphasis on Land Development. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.

The Department

The City of Fremont's Human Services Department is recognized nationally and internationally for its innovation and effective programs. The Department works to sustain the City’s social service infrastructure, which promotes a healthy and safe environment for all residents. The Department also directly offers services to residents throughout their life course from infants to elders. Services offered to families are designed to help them become or remain self-sufficient.

The Position

Under the supervision of a Human Services Department Homeless Care and Response Senior Program Coordinator, the Public Service Assistant II supports the provision of mobile dignity services, which include showers and laundry services, at one or more sites, to unhoused participants in the Fremont  and Newark area. The job includes driving a truck and hygiene unit trailer with a combined length of up to 51 feet, to one or more sites daily, and carrying out set-up, operating, and maintenance tasks. Other duties include working with site-based volunteers to coordinate shower usage, provide shower amenities, distribute clothing and other necessities, operate washing and drying machines, register unhoused participants who will be utilizing the service, maintain the daily usage count, and conduct special surveys.

This position will require up to 20 hours of work per week.

Examples of Duties

Coordination Functions

• Works with the Senior Program Coordinator to partner with volunteers at multiple service sites to provide mobile shower and laundry services for unhoused participants.
• Ensures accurate completion of Homeless Management Information System (InHOUSE/HMIS) intake form by clients utilizing shower and laundry services.
• Ensures all supplies needed for services and intake are available on the unit for service delivery at each site.
• Unhoused participants will place their clothes and other personal items needing to be laundered in mesh bags. Public Service Assistant II will place mesh bags in the washer/dryer and operate machines.
• Reinforces training provided by Senior Program Coordinator to volunteers on intake and record keeping processes.
• Communicates effectively and frequently with Human Services staff and other community organizations serving the homeless to identify and make referrals for homeless clients who need assistance accessing other services.
• Prepares a daily report with general client demographics, daily usage data, and incident reports. Prepares, in writing, a variety of operating reports such driving activity reports, accident reports and maintenance reports.

Driving Functions

• Drives and operates 19-foot truck (truck), pulling a 32-foot mobile hygiene trailer (trailer) to multiple services sites.
• Sets up trailer at multiple services sites (1-2 per day), including setting front-to-back and side-to-side trailer level using stabilizer jacks and trailer tongue jack, chocking trailer wheels, connecting generator to trailer, turning on generator and opening propane gas lines, lowering ADA ramp, and setting up portable steps to facilitate access to trailer.
• Loads and unloads heavy items (such as various types of cleaning and laundry supplies). Ensures that loads are properly and safely secured.
• Responsible for basic daily maintenance of the mobile hygiene unit, including: Checking oil and fluid level, and tire pressure,
• Filling and maintaining fuel levels for truck-mounted generator,
• Filling and maintaining water levels for 400-gallon water tanks which supplies water for showers and laundry washer,
• Filling and maintaining on-board propane tanks needed to operate hot-water heaters, Periodic washing of the exterior.
• Emptying black and grey water into City corporation yard dump station or other remote dump stations, on a daily basis.
• Cleaning of interior shower units after each use by a participant; conducts periodic deep cleaning of shower units and pressure washing of exterior of unit.
• Works with City Fleet supervisor to coordinate monthly/annual automotive and chassis repairs and maintenance.
• Utilizes cell phone and tablet for information and safety.

The City of Sebastopol is seeking two diligent, energetic, dependable Administrative Technicians, one to serve in the Public Works Department and the other will serve the Building and Community Development departments. The Administrative Technician will perform a variety of technical-level administrative duties in support of an assigned City department or program. Duties may include areas relating to finance, grants, building, planning, public works, engineering, or general support of City operations. The selected candidates will conduct research, collect and analyze data, and prepare draft reports. In addition to tracking and reporting operational statistics, this position provides technical assistance to management. This is a lead position, assigning, reviewing, and training the work of other lower-level support staff.

The Administrative Technician will reflect a demonstrative cultural competency working with all community members regardless of cultural differences or circumstances, including race, ethnicity, religion, language, gender identity, age, marital and familial status, sexual orientation, diverse physical and learning abilities, socioeconomic status, and other identities.

There are two assignments within the City, one located in Public Works and one in City Hall. The Administrative Technicians will be expected to cross-train as emergency coverage for any department's administrative duties.

For the position assigned to Public Works: The Administrative Technician assigned to Public Works will report to the Director of Public Works/ City Engineer at 714 Johnson Street, Sebastopol, CA 95472. This position will perform clerical duties such as answering phones, providing office support services, and ordering supplies for the department. In addition, the position will manage budget tracking operations that include Springbook reports, invoicing, and project close-outs. The Administrative Technician will oversee contract processing, special event permit processing, and California Department of Industrial Relations(DIR) registrations. The selected candidate will assist in Council agenda reports and in preparing the agenda packets. This position will also serve as the Water Conservation Coordinator, providing news to the public on drought reports and Covenants, Conditions and Restrictions (CC&Rs) within the City.

For the position located in City Hall: The Administrative Technician will report to the City’s Building Official or Community Development Director at City Hall, 7120 Bodega Avenue, Sebastopol, CA 95472. The primary duties of this assignment will serve as the main City contact at the City’s public counter, providing support to the Building and Community Development departments. In, addition to supporting Building and Community Development in all permitting activities, this assignment involves providing administrative and analytical support for the City Clerk, Assistant City Manager and City Manager, serving as staff and support for public meetings, administering the media and public comment for assigned public meetings, tracking and responding to public records act requests, records retention assistance, assisting with records management, transcribing minutes, and updating the City’s website with official documents.

The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.

THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION
To inspect a variety of public works projects funded by federal, state, and municipal funds and inspection of both public and private improvements in new subdivisions to ensure compliance with plans and specifications, schedule, and safety regulations during their construction. Projects include those involving federal and municipal funds and both public and private improvements in new subdivisions.

DISTINGUISHING CHARACTERISTICS
This is a skilled journey-level class that requires independence of action, judgement and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

 

Essential Duties

Duties may include but are not limited to the following:

Makes field inspections of a variety of public works projects including streets, roads, airport runways and taxiways, grade separations, curbs and gutters, sanitary sewers, storm drains, water lines, public buildings and structures, airport facilities, reservoirs, and new facilities for Water Pollution Control Facility (WPCF).

Evaluates the quality of construction and of materials used in construction, to insure compliance with plans and specifications.

Requests and interprets results of soils, materials, and operational tests, including compaction test reports.

Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, material submittals, and certificates of compliance.

Writes letters to contractors, and initiates change orders concerning the contract.

Collects and reviews contractor payroll records to ensure compliance with state and federal wage rate laws.

Conducts employee interviews relative to federal requirements.

Write daily construction reports.

Estimates the cost of materials and labor necessary to complete new or unanticipated work.

Prepares progress payments to contractors and prepares reports relative to completed work.

Interprets and explains plans and specifications to the general public.

Responds to questions and complaints from the general public related to construction activities.

Enforces storm water pollution prevention program (SWPPP), Private and Public developments and makes reports for the Alameda Countywide Clean Water Program.

JOB RELATED AND ESSENTIAL QUALIFICATIONS

 Knowledge of:

• Materials and methods used in the construction of a variety of public works projects including public streets, curbs and gutters, sanitary sewers, storm drains and domestic water lines.
• Public buildings, airport paving, sidewalks and accessible curb ramps, mass grading, concrete structures, streetlights and traffic signals, landscaping, and C.3 Storm Water Controls.
• Trenching and shoring.
• Basic soils engineering principles.

Ability to:

• Estimate and calculate amounts and costs of materials used in constructions.
• Evaluate quality of construction.
• Evaluate quality of materials used in construction.
• Work effectively with others while enforcing provisions of construction contracts.
• Prepare accurate written reports.
• Communicate effectively both orally and in writing.
• Read and interpret plans and specifications.

Experience: Two years of experience as a public works construction inspector or three (3) years of experience similar to that of a soil technician with public works field inspection responsibilities, or similarly responsible experience in public works construction, including work in any of the following areas: grading and paving, underground utilities, forming and pouring concrete structures. It is desirable to be familiar with CALTRANS specifications, procedures and standards.
 
Education: Equivalent to completion of the twelfth (12th) grade.
 
License and Certificates: Possess and maintain a valid Class C California Driver's
License.
