Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations. The incumbent will either be assigned to work in the world class historic Cable Car Barn or the Mechanical Systems Program which manages SFMTA’s subway system, this includes the recently completed Central Subway extension project.

*Different shifts at the Mechanical Systems Program (MSP), various Subway Stations, and Cable Car (CC) Building, at 1201 Mason Street, San Francisco, CA 94108. Initial trainings may occur in shifts different than those listed below:

1. Transit CC (Grave, SUN-THU, 21:00-05:00 / 9:00pm-5:00am)
2. Transit CC (Grave, THU-MON, 21:00-05:00 / 9:00pm-5:00am)
3. Transit MSP (Grave, MON-FRI, 22:00-06:00 / 10:00pm-6:00am)
4. Transit CC (Day, FRI-TUE, 09:00-17:00 / 9:00am-5:00pm)
5. Transit MSP (Grave, SAT-WED, 22:00-06:00 / 10:00pm-6:00am)

Essential functions of the class include:

• Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).
• Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.
• Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.
• Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.
• Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.
• Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.
• Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
• Performs related duties as required.

Nature of work
Involves physical effort in the repair and maintenance of machinery and equipment; the ability to lift heavy objects; exposure to working conditions where minor abrasions, bruises, and burns may occur; occasional uncomfortable work inside closed and dirty spaces; exposure to potential uncomfortable weather conditions and traffic conditions; and requires physical stamina to stand, stoop, bend and climb ladders while working in confined spaces, entryways and tight crawl spaces.  Some positions may also require the ability to operate both automatic and manual automobile transmission as needed. Employees may be required to work rotating shifts, nights, weekends, and holidays, and a shift of up to 12 hours.

MINIMUM QUALIFICATIONS:

1. Four (4) years of verified journey-level stationary engineer experience in the maintenance, repair and operation of a variety of mechanical and electrical pumping, heating, air conditioning, ventilating and related plant machinery used in a government establishment, hospital, industrial, production or commercial building; AND

2. Possession of a valid California Driver’s License; AND

3. Possession at time of hire a Universal Chlorofluorocarbon (CFC) certificate issued by the Federal Environmental Protection Agency.

Substitution: (Any of the following may be substituted for the required experience)

• Completion of a recognized four-year Stationary Engineer apprenticeship program
• Graduation from a recognized four-year Maritime Academy with a degree in engineering or technology
• Possession of at least a 3rd Assistant Marine Engineer's License of any (unrestricted) horsepower

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 7334 Stationary Engineer is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT)-regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from his/her prior employers concerning his/her drug and alcohol test history. The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. The Senior Utilities Engineer is a mid-management level position that performs, oversees, and directs engineering activities including planning, conceptual design, final design, cost estimating, project bidding, services during construction and construction management for a variety of projects in wastewater treatment, water storage and distribution, sewer collection, and storm water management. The ideal candidate will possess in-depth knowledge of wastewater treatment and related water/wastewater infrastructure projects. This position will serve as a key member of the team that will manage and deliver a $100 million treatment system upgrade for the City’s Water Pollution Control Facility (WPCF) to incorporate nutrient removal into the treatment process.  
 
DEFINITION
Under general direction, supervise, direct, plan, and coordinate the assigned functions and activities of the Engineering Section of the Utilities Division.
 
DISTINGUISHING CHARACTERISTICS
This is a mid-management level position that performs, oversees, and directs all assigned activities of the Utilities engineering section, including planning, conceptual design, final design, cost estimating, project bidding process, services during construction and construction management for variety of projects in water distribution, sewer collection, storm water management, and wastewater treatment.  This position is distinguished from that of subordinate Associate Civil Engineer position by its responsibility for the supervision of assigned engineering and technical staff, in addition to engineering and technical responsibilities for project development, design, and construction management for more complex projects.  This position is distinguished from Deputy Director of Public Works for Utilities by the latter position's overall responsibility for all aspects of the Utilities Division functions.

EXPERIENCE AND EDUCATION

Experience:  Four (4) years of progressively responsible experience in professional engineering work in the design and construction of water and wastewater projects including one (1) year of supervisory or lead experience.
 
Education:   Bachelor's degree or equivalent from an accredited college or university in civil engineering, or a closely related field with major work in civil engineering.  A master's degree is desirable.
 
Licenses and Certificates: Possession and maintenance of a certificate of registration as a Professional Engineer (Civil or Mechanical) in the State of California.
 
Possession and maintenance of a valid Class C California driver's license.

The Department

This position falls within the City Manager’s Office, which, under the direction of the City Manager, has responsibility for staff organizational management, personnel appointment, preparation and execution of the City budget, as well as administration of city ordinances and policies adopted by the City Council. THE DEPARTMENT
The Department of Public Works and Utilities is comprised of six divisions that work collaboratively to develop, build, operate, and maintain Hayward's infrastructure. The Department is responsible for providing engineering and transportation support to City operating departments and divisions and for implementation of the City's Capital Improvement Program, all while providing excellent customer service to the community.  

DEFINITION
To inspect a variety of public works projects funded by federal, state, and municipal funds and inspection of both public and private improvements in new subdivisions to ensure compliance with plans and specifications, schedule, and safety regulations during their construction. Projects include those involving federal and municipal funds and both public and private improvements in new subdivisions.

DISTINGUISHING CHARACTERISTICS
This is a skilled journey-level class that requires independence of action, judgement and discretion in interpreting plans and specifications and enforcing local, state, and federal construction regulations.

 

Essential Duties

Duties may include but are not limited to the following:

Makes field inspections of a variety of public works projects including streets, roads, airport runways and taxiways, grade separations, curbs and gutters, sanitary sewers, storm drains, water lines, public buildings and structures, airport facilities, reservoirs, and new facilities for Water Pollution Control Facility (WPCF).

Evaluates the quality of construction and of materials used in construction, to insure compliance with plans and specifications.

Requests and interprets results of soils, materials, and operational tests, including compaction test reports.

Performs contract administration duties including preparation of daily construction reports, weekly statement of working days, change orders, progress payments, general correspondence, and checking payroll records, material submittals, and certificates of compliance.

Writes letters to contractors, and initiates change orders concerning the contract.

Collects and reviews contractor payroll records to ensure compliance with state and federal wage rate laws.

Conducts employee interviews relative to federal requirements.

Write daily construction reports.

Estimates the cost of materials and labor necessary to complete new or unanticipated work.

Prepares progress payments to contractors and prepares reports relative to completed work.

Interprets and explains plans and specifications to the general public.

Responds to questions and complaints from the general public related to construction activities.

Enforces storm water pollution prevention program (SWPPP), Private and Public developments and makes reports for the Alameda Countywide Clean Water Program.

• Materials and methods used in the construction of a variety of public works projects including public streets, curbs and gutters, sanitary sewers, storm drains and domestic water lines.

Experience: Two years of experience as a public works construction inspector or three (3) years of experience similar to that of a soil technician with public works field inspection responsibilities, or similarly responsible experience in public works construction, including work in any of the following areas: grading and paving, underground utilities, forming and pouring concrete structures. It is desirable to be familiar with CALTRANS specifications, procedures and standards.
 
Education: Equivalent to completion of the twelfth (12th) grade.
 
License and Certificates: Possess and maintain a valid Class C California Driver's
License.

The Newark Recreation and Community Services Department is looking for Senior Lifeguards for our fantastic swim lesson and aquatic programs and the upcoming to work at the year-round Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working in aquatics and with children, who wish to make a difference in a child's life by teaching them lifelong water skills! Swimming experience is required. Additional program training will be provided once hired. Those that are successful in the application review will be invited to attend an interview either in person, or via ZOOM and complete an in-person skills assessment. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures.

General

The Engineering Manager will report to the Director, Bus Infrastructure and Capital Projects and will be responsible for the engineering functions of the infrastructure and capital project development department for the San Mateo County Transit District (SamTrans). 

The Bus Infrastructure and Capital Projects Department oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Examples of Essential Functions:

• Oversee the development of standard plans and specifications that can be used for future SamTrans infrastructure projects.
• Oversees the development of a Design Quality Management Plan for SamTrans projects.
• Manage general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
• Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation leading into construction phase.
• Responsible for the selection, management and ultimate successful delivery of vendors, contractors, and other professional services for infrastructure projects. 
• Manage consultants and professional level staff outside of the agency. Ensure District DBE, SBE and other labor compliance policies are followed. 
• Responsible for the capital project development and implementation for SamTrans.

Examples of Essential Duties:

•  Inspects ongoing construction projects to ensure compliance with design intent.
• Manage and participate in the development and implementation of Standard Plans and Specifications, Design Quality Management Plan and other relevant documents to help improve the workflow and development of the department.
• Plan, direct, coordinate, and review the work directives for assigned staff or contractors; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff and/or contract service providers to identify and resolve problems.
• Provide reviews and approve final project plans, specifications, and cost estimates as well as conduct quality assurance checks for project managers in the preparation of plans, specifications, cost estimates, requests for proposals, and bid documents for SamTrans’ infrastructure projects as necessary.
• Manage consultants with technical expertise across multiple disciplines in conducting independent technical reviews of SamTrans’ infrastructure projects.
• Coordinate and collaborate closely with SamTrans project stakeholders.
• Provide documents and briefs to Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
• Manage coordination, communications and expectations with project stakeholders, and internal cross-functional teams responsible for different aspects of planning, design, and engineering
• Provide direction and guidance to consultant staff responsible for managing infrastructure projects.
• Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
• Support development of contract solicitations.
• Investigate, evaluate, and resolve project issues.
• Identify root cause of issues. Determine and present appropriate solutions.
• Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
• Coordinate the provision of capital project development and implementation services with other departments and divisions.  
• Act as subject matter expert of all technical and regulatory matters affecting bus facility and infrastructure projects.
• Coordinate with federal, state, and local agencies during project implementation, and ensure compliance with their administrative guidelines.
• Represent SamTrans before the Board of Directors, city councils, and other state, federal, local, and regional agencies, boards, and before local citizens in public meetings and hearings as needed.
• Develop, negotiate, and monitor contracts and cooperative agreements with other governmental agencies, private consultants, and private contractors.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm.  Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

THE ORGANIZATION

Incorporated in 1927, Menlo Park is a General Law city operating under a Council-Manager form of government. The City Council is the City’s five-member governing body whose members are elected by district for four-year overlapping terms in general municipal elections. The Mayor and Vice Mayor each serve one-year terms and are selected annually by the City Council.

THE DEPARTMENT

The Community Development Department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It is comprised of 35 FTE who operate as an effective and cohesive team across multiple functional areas and lead a number of City initiatives to support the City Council goals. The Department includes the Building, Planning and Housing Divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review.

The Building Division, which is the division this position will be responsible for overseeing, includes managing building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction. These functions require a high level of customer service with the public and coordination within and across various departments and agencies. THE POSITION

The City of Menlo Park is seeking a strong, forward-thinking leader who is collaborative and passionate about serving the community and advancing department and City goals. This position serves as the City’s Building Official, as well as plans, organizes, manages, and provides administrative direction and oversight for major functions, activities, and staff of the Building Division. The incumbent will assist with department initiatives, including annual budgeting and monitoring and the development and administration of departmental policies, procedures and services, as well as day-to-day operations, including reviewing plans, interpreting applicable code, and meeting with stakeholders to explain processes. Areas of responsibility include building and safety, permit processing and issuance, inspection and compliance with the California Building Standards Code and relevant parts of the City’s Municipal Code, and building plan check review.

This position plays a key role in collaborating and coordinating assigned activities with other City departments, teams, and outside agencies and fostering cooperative working relationships. The person in this role is also expected to have excellent rapport with the general public, with the ability to respond to, and resolve difficult and sensitive citizen inquiries and complaints.

Current examples of notable projects include coordinating the upcoming California Building Standards Code cycle, collaborating on the IT Master Plan and land management permitting system (Accela) to improve customer experience and service delivery, and overseeing the building permit process for a diverse range of development from tenant improvements to hotels to comprehensive mixed-use campuses. The City has over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial spaces approved, but not yet under construction, along with a number of large development projects currently under review. This position reports directly to the Community Development Director and is responsible for overseeing several positions within the Building Division across all functional areas.

What You’ll Do

The Engineering Technician I/II performs a variety of technical drafting, office and field engineering work. The position receives immediate supervision from higher engineering personnel.

The Engineering Technician I/II position is flexibly staffed based on experience and may be filled at either level. Depending upon assignment, duties may include, but are not limited to, the following:

• Locate utilities, easements, property lines and other information on plans.
• Prepare topographical plan and profile maps of property and pertinent features from survey notes and legal descriptions.
• Check parcel maps, subdivisions and various other drawings.
• Participate in the preparation, filing, and retrieval of a variety of engineering maps, documents and records.
• Ink, pencil, trace and letter charts, graphs, maps, plans and other drawings; prepare miscellaneous illustrative materials such as charts and graphs on blueprint machine; monitor blueprint machine and blueprint paper supply.
• Prepare final drawings of existing improvements, rights-of-way, and other utilities using field notes, maps and photographs; check calculations used in designs and estimates.
• Fully utilize the computerized work systems in accordance with workflow processes.
• Assist in measuring accurate distances to be used in the determination of locations of boundaries, easements, improvements, structures and topographic features; keep notes on measurements made.
• Write technical specifications for various maintenance contracts; inspect work on maintenance contracts; verify quantities for payment on maintenance contracts.
• Answer questions and provide information to the public concerning engineering activities; issue permits and accept permit fees over the counter; answer questions related to maintenance projects as applicable.
• Make and check mathematical calculations related to surveying and basic engineering.
• Inspect streets, sidewalks, sewers, drains and other public works areas for maintenance needs; prepare cost estimates of labor, materials equipment necessary for maintenance projects; assist in developing work schedules.
• Prepare and maintain production and related records regarding maintenance activities.
• Maintain various technical files and departmental logs.
• Manage and respond to resident service requests.

The Silliman Family Aquatic Center Lifeguard Academy is for those seeking employment with the City of Newark. This program is a beginner-level course that covers Lifeguard Training, Water Park Lifeguard Training, First Aid, CPR/AED for the Professional Rescuer, Administering Emergency Oxygen, Swim Lesson Instruction, and center-specific training. The Newark Recreation and Community Services Department is looking for Pool Service Technician for our fantastic swim lesson and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for someone to perform a wide variety of duties related to maintaining the City’s Aquatics facilities, pools, water slides and property. Swimming experience is desired. Those that are successful in the application review will be invited to attend an interview either in person, or via ZOOM. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures.

• Applicants should be able to work at least 12-20 hours per week, year-round, including weekends and holidays, with mandatory trainings.
