The Department

The Library and Community Services department is responsible for providing excellent customer service through recreational, educational, and cultural programs for children, adults and seniors. THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

THE POSITION

The current opening is for a full-time position and is under the direction of the Police Chief. 

The Administrative Assistant III will provide a wide variety of responsible and complex administrative, secretarial and clerical duties requiring specialized knowledge and involving interpretation of broadly-defined policies and procedures; coordinate and participate in office functions in support of the department's goals and objectives; provide information and assistance to employees and the public regarding department policies and procedures.

The Community Services Manager for Human Services is responsible for managing the Fair Oaks Community Center (FOCC) and administering a number of financial assistance programs for local residents, as well as basic emergency and safety net services such as food, transportation, shelter referrals, housing assistance, and client advocacy. FOCC serves as one of eight core agencies in San Mateo County who work in close collaboration with the County Human Services Agency to provide vulnerable individuals and families in Redwood City and North Fair Oaks with much needed support to stabilize their living situations through a robust Information and Referral program. FOCC also serves as a designated entry point for the Coordinated Entry System for people experiencing homelessness in San Mateo County to access shelter and other resources.

The Community Services Manager for Human Services also oversees more traditional community center functions, providing room rentals for private events as well as free meeting space for nonprofits and community-based organizations. The Community Services Manager supports and interacts with a significant number of partner agencies who deliver services through FOCC. The facility includes both an Older Adult Activity Center run independently by Peninsula Family Services and a Child Care and Early Development Program. Other services delivered on site by partners include immigration and citizenship services, ESL classes, tenants’ rights clinics, mobile shower and laundry services, a mobile health van, and more. The Community Services Manager negotiates, prepares, manages, and monitors contracts and agreements with service providers and community agencies, ensuring effective program delivery and inter-agency coordination.  

This position also provides leadership to inter-departmental and inter-agency collaborative projects including the OYE Latinx Youth Conference, the Redwood City/San Mateo County Toy and Book Program, the bi-annual San Mateo County Homeless One Day Count, and other critical community projects as they arise.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Assistant Plant Manager within the Department of Public Works Wastewater Division.  Under direction of the Wastewater Plant Operations Manager, the incumbent will plan, organize and manage the activities of the Wastewater Treatment System Division.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains wastewater infrastructures which includes wastewater collection system, pump stations, wastewater treatment plant, parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater, Field Services and Engineering. The Wastewater Division is organized into two groups which includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and the Wastewater Division has an annual operating budget of $18.5 million, along with a CIP appropriation of $ 5 million. The Assistant Plant Manager reports to the Wastewater Plant Operations Manager.

Your essential responsibilities will drive measurable community impact:

• Program Leadership: Lead and manage critical emergency management programs and projects aligned with strategic departmental objectives.
• Team Excellence: Coach, mentor, and accelerate staff development while fostering a culture of accountability, excellence, and continuous innovation.
• Strategic Decision-Making: Make informed, independent decisions that prioritize community safety, equity, and operational effectiveness.
• External Representation: Represent our department in public meetings, emergency operations centers, and high-level planning initiatives.
• High Initiative and Independence: Proven ability to take initiative, exercise sound judgment, and make authoritative decisions.
• Bridge Between Strategy and Operations: Serve as the critical link between executive leadership and front-line staff—translating vision into action, aligning daily operations with long-term goals, and ensuring clear, consistent communication across all levels of the organization.

Typical Qualifying Experience:

• Three years of experience in emergency management or community services organizations
• Two years minimum of significant responsibility in one or more areas: program and budget development, funding management, resource coordination, or program evaluation

 

Preferred Education:

• Master's degree from an accredited institution in emergency management, public administration, or related field (preferred, not required)

 

Essential Knowledge:

• Advanced understanding of public administration and emergency management principles, including planning, implementation, and evaluation
• Proven expertise in personnel training, supervision, and performance management

 

Essential Skills/Abilities:

• Collaborative Leadership: Work effectively with County departments and public/private organizations to achieve shared objectives.
• Problem-Solving Excellence: Accurately analyze complex problems, develop strategic recommendations, and implement effective solutions.
• Strategic Communication: Prepare sophisticated written reports, procedures, grant applications, and contracts that drive results.

 

Application/Examination

 

Open to All Candidates. This is an open recruitment welcoming external applicants. Current County of San Mateo and Superior Court employees with at least six months (1,040 hours) of continuous service will receive a five-point bonus on their final examination score. Responses to the supplemental questions are mandatory and must be submitted in addition to our regular employment application form. A resume will not be accepted as a substitute for the required employment application and supplemental questionnaire.

 

Selection Process: The examination process will consist of two parts: an application screening (weight: pass/fail) based on each candidate's application materials, and a panel interview (weight: 100%) for those applicants who pass the application screening. Due to competitive interest, we may use application screening or select candidates whose qualifications best match our needs based solely on application materials. 
   
Because of the screening process, all applicants meeting the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
