About the Finance Department
The Finance Department is responsible for the overall financial management of the City, including
oversight of the citywide operating budget of $272 million ($175.8 million General Fund) for FY 25-
26 with 550 budgeted FTEs and a capital improvement program budget of $61.5 million. The
Department’s core function is to maintain a strong and secure financial position for the City by
providing comprehensive financial and analytical services to the City Council, City management and
staff, and the public. With a staff of 18.0 FTE and an annual budget of $4.5 million the Finance
Department provides the following services including Accounting and Financial Reporting, Budget,
Treasury and Revenue Management, Purchasing, Accounts Payable, Payroll, and Debt Service. In

The Opportunity
The Deputy Director of Finance assists in planning, directing, organizing, and coordinating the
operations of the Finance Department. This position manages assigned functional areas, which may
include accounting, payroll, revenue and treasury operations, and/or budget planning. The Deputy
Director provides highly responsible technical and professional staff support, serves as a key
member of the department’s leadership team, and performs complex financial and operational
analyses to support the City’s strategic and fiscal objectives.

Position Summary

Under general direction of the Director of Engineering Contracts, performs technical work related to preparation of contract documents, requests for proposals and formal bids, and administration of professional services agreements and construction contracts. May act as a liaison between District staff and professional consulting engineering firms or construction contractors. May serve as a contract administrative assistant to project engineers on design and construction projects. Maintains detailed and accurate records of contract compensation invoices, progress payments, status and schedules. Communicates with other District departments regarding engineering contracts. Performs related work as required.

Essential Responsibilities

• Assists in preparation of requests for proposals and formal bids, professional services agreements, and construction contract documents
• Assists with the preparation of contract amendments and contract change orders
• Performs invoice reviews and confirms invoices comply with contract requirements
• Reviews contractors' certified payrolls for compliance with contract requirements; performs labor and Small Business Enterprise / Disadvantaged Business Enterprise (SBE/DBE) compliance duties, such as, but not limited to, verifying certified payrolls with inspection daily diaries, performing contractor and sub-contractor employee interviews, verifying on-site postings of Federal and State required notices, keeping current records of Federal and State Wage Determination changes
• Assists with the review of extra work bills from contractors
• Assists with maintaining Engineering Department budgeting and accounting records
• Types correspondence, reports, forms and specialized documents related to the engineering contracts
• Researches information on the Internet and in the electronic and hard copy files for government rules, regulations and codes, historical information and certified documents
• Composes contract correspondence
• Assists with compiling Daily Diaries, matching them to their respective Extra Work Bills and entering the information onto a spreadsheet
• Prepares spreadsheets and reports for project status, summary of submitted invoices, requests for anticipated budget increases, etc.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service
• Performs additional related duties as assigned

We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired into our Candidate Services Unit. This position encompasses:
 
Clerical Support:

• Prepare, organize, and mail certification documents

 
Customer Service:

• Organize and schedule filing appointments with potential candidates

The hourly wage for this position starts at $22.59. Overtime is expected. 
 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Qualifications

Ideal Candidate Service Office Assistants will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. At least one election cycles worth of experience in Candidate Filing is preferred as well.
 
Critical Skills include the ability to prioritize work, coordinate several activities organize, and maintain accurate files and records, and understand and carry out oral and written directions. As an Office Assistant it is also integral to have a positive attitude and demonstrate good leadership to assist other members of the team and help ensure day to day operations run smoothly.
 
Office hours are 8:00 am to 5:00 pm, Monday through Friday. These positions may require weekend and evening work assignments. The selected individuals must be available for the entire employment period until the completion of their assignment.

Under general supervision, Maintenance Assistants perform unskilled/semi-skilled labor and maintenance work. This recruitment is to fill a vacancy in our Wastewater Treatment Plant Division. If selected for our Wastewater Division, you will be working with our Collections division where they focus on conveying wastewater to the treatment plant by cleaning, inspecting, repairing, and other pipeline maintenance tasks.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

The Burlingame Police Department is divided into two divisions: Operations and Administration.  The force currently consists of 40 police officers, made up of the Chief of Police, 1 Captain, 2 Lieutenants, 6 Sergeants, 6 Corporals, 2 Inspectors, and 22 Patrol Officers.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.
• Make arrests as necessary and writes report of all arrests made and activities performed.
• Interview and interrogate suspicious persons, suspects, and prisoners.
• Gather, mark, preserve, and record evidence in criminal or related matters; testify and present evidence in court.
• Serve warrants and subpoenas.
• Assist in the performance of special investigations and perform undercover and surveillance activities when necessary.

ESSENTIAL REQUIREMENTS:

Knowledge of:

• State laws, local regulations, ordinances, and codes including laws or arrest, current court decisions, General Police procedures and rules.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

Applicants with more than a three year break in employment as a California Police Officer or who are an out-of-state Police Officer must provide evidence of successful completion of the CA Basic POST Course waiver process.

The City of Foster City is seeking a dedicated Code Enforcement Officer I with strong interpersonal skills. The Code Enforcement Officer will perform routine and standardized tasks and duties like conducting field checks to uncover possible violations of a variety of City codes and ordinances including zoning, nuisance, property maintenance, and housing. This position will analyze and make recommendations on policy development and investigate possible violations, contact responsible individuals in person and in writing and perform follow-up investigations to see that remedial action has been taken. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

Education: AA degree from an accredited college; BA degree desirable.

Experience: One year of experience in public contact work involving investigation or inspection skills.

Management reserves the right to offer the higher level Code Enforcement Officer II position to candidates whose qualifications meet the established criteria.

Licenses, Certificates, Registration

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The CDD will make the hiring decision.
