The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. It's a dynamic position requiring a mix of organizational skills and attention to detail.

 

This position requires knowledge of asset management, property maintenance, construction project management, capital planning and systems management, budget preparation, and financial modeling to analyze portfolio performance.

The Santa Clara County Housing Authority (SCCHA) is seeking a skilled and detail-oriented Accountant II to join our dynamic team. This role involves performing a range of complex and varied technical and professional accounting tasks, including auditing, analyzing, and verifying financial records and reports. The incumbent will play a crucial role in managing the financial activities of an affordable housing portfolio of about 30 properties. The Seasonal Wildland Firefighter will protect agency parkland and resources and performs a wide variety of skilled park construction, maintenance, and patrol work; assists the public in natural resources interpretation and information; provides fire protection, suppression, vehicle and equipment maintenance. To protect visitors, park land and infrastructures and to insure a safe and peaceful environment for public usage. 

This position requires a highly motivated, responsible, organized and self-starter individual who can handle an array of tasks, has good judgement in making decisions, and can work independently or as part of a team. The individual must be able to demonstrate common sense when working on tasks, as well show the ability to come up with possible solutions ideas to issues that they may come across, in areas that may be outside their expertise; be willing to take on uncertain challenges; and learn, understand and follow the chain of command.

The work performed will support MRCA’s operation in fire prevention and protection of life, property and resources within greater Los Angeles and beyond. Candidates must have the ability to be out on an extended attack or a campaign fire assignment anywhere within California, up to 14 days minimum per assignment.

Type

This is a full-time seasonal, non-exempt, at-will position.

Supervision

This position reports to the Squad Boss of their assigned crew. Assorted tasks may be supervised by others in the leadership structure, including other Squad Bosses, Captains, and Chiefs as needed. The position supervises no other staff immediately, however opportunities to supervises others may arise, within the abilities of the individual.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Performs extensive weed abatement to reduce fire hazards and for native revegetation; with use of tractor, chain saw, weed whacker, spraying herbicide or use of hand tools, in/on a variety of landscape types and topographies.
• Provides information to park visitors on park features, natural resources, historical interpretation, safety, and rules.  May lead interpretive hikes.
• Constructs and repairs park facilities such as fencing, restrooms, gates, kiosks.
• Install and maintain park water distribution and suppression systems.
• Directs volunteer crews such as trail crews, community service workers, and the volunteer Mounted Assistance Units. Coordinate with organized public groups utilizing park facilities.
• Assesses any natural or manmade hazards on parkland; warns public, removes or ameliorates hazards if possible.
• Maintains developed park grounds, facilities, trails; operates tractors, trucks, chain saws, other power tools needed for park maintenance.
• Assists crew personnel and others as directed.
• Respond to emergency situations on parkland to protect life, property and resource.
• Patrol and protect park lands, inform the provisions of the Public Resources Code, other codes, ordinances, etc. or writing incident reports as necessary.
• Protects park visitors and structures in wildland fire situations (visitor evacuation), operate pumps, fill tanks, hose layout, line-cutting, water and foam lay-down, etc.
• Assist in emergency search and rescue efforts on parkland, in a wide variety of terrain including steep slopes, canyons, and creeks. Coordinate action with the local authorities as necessary due to the nature of the emergency, i.e., brush fire, flood, etc.
• Coordinate with outside agency crews working on parkland.
• Perform heavy physical labor; including lifting and carrying items weighing up to but not limited to 90 pounds a distance of up to but not limited to 50 feet.
• Operate with substantial independence and coordinate work with others in completing assignments.
• Perform routine maintenance and repairs on agency vehicles and other equipment.
• Ability to be out on an extended attack or a campaign fire assignment anywhere within California up to 14 days minimum.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.
• Perform related duties as required (such as administrative).

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to frequently communicate and exchange information, review handwritten, electronic and facsimile documents. The employee must occasionally move items weighing up to 45 pounds or more, outdoors, in different weather situations up to three miles (Pack Test – Arduous Position).

Must be able to constantly work in outdoor weather conditions, frequently operate brushing and firefighting equipment and tools, frequently move about work sites, communicate and exchange information, observe site conditions, transport equipment and tools between vehicles and work sites on a daily basis, and occasionally ascend/descend a ladder to access areas of work.

Required Hours and Location

Individuals will be assigned to one of the three (3) crew schedules; Crew 2 (Wed-Sat), Crew 3 (Sun-Wed), or Crew 4 (Sat/Sun/Tu/Wed) shift, working 10 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings, nights,  weekends, and holidays upon prior approval by supervisor. This position will work out of Holiday Camp Fire Station in Calabasas but may be required to travel to various other locations.

MINIMUM QUALIFICATIONS

Education and Experience

• Must be at least 18 years old.

• Attend the 8hr RT-130 Annual Fireline Safety Refresher if already certified in the fire service, (Terms and conditions apply)
• Completion of BLS First Aid and CPR/AED, or obtain through MRCA when available
• Current National Registry EMT Certification is desired, but not required.

Knowledge of: 

• Moderate proficiency with Office 365 and email, with particular emphasis on word-processing and spreadsheet programs is desired.

The Department of Planning and Development is currently recruiting for one (1) Senior Planner that will serve as the County of Santa Clara’s Agricultural Permitting Ally.

With 890 farms, over 288,000 acres of land, and over $310 million of produce, Santa Clara County’s vibrant community is composed of a diverse, multicultural population with agriculture that is driven by dedicated farmers and farmworkers who call Santa Clara County home. The County is seeking a new and key team player with general planning experience as well as a strong agricultural planning acumen to serve as an agricultural permitting ally (Senior Planner). A Senior Planner in this role would help farmers understand what rules and regulations apply to agricultural worker housing and would help applicants navigate the various permits and departmental approvals that are required. As an ally for agricultural permitting, this Senior Planner would focus on making the process of development more approachable and accessible and will explore options and alternatives with prospective applicants to provide housing on their farm or ranch, or establish new or expanded agricultural producing businesses, while maintaining the asset of agriculturally viable land throughout the rural unincorporated county areas. The agricultural permitting ally is a unique role that will be responsible for assisting farmers with agricultural worker housing and other agricultural-specific permitting, including but not limited to: assisting farmers through the County of Santa Clara’s building permitting process; helping farmers resolve code violations and maintain compliance with land use and building codes and standards; identifying opportunities for streamlining agricultural worker housing; promoting and supporting the production of safe and livable housing inventory for agricultural workers through the County of Santa Clara; and, working with local, state, and federal partners to connect farmers with resources. This Senior Planner will also assist in public counter inquiries and day-to-day activities of the Department as needed. The County of Santa Clara is committed to addressing the challenges that impact farmworker housing shortages and conditions.

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans.
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.
• Agricultural Permitting Ally: General requirements of building permit processing, resolving code violations, and maintaining compliance with land use and building codes and standards as it relates to agricultural worker housing and other agricultural-specific permitting.

Under limited direction, to provide service to the public and permit applicants, to coordinate the review and analysis of development applications for cities, agencies and other county departments, to conduct planning studies, feasibility studies, master plans and concept plans, to research and analyze planning data, to make policy, ordinance and program recommendations, and to administer zoning, planning or parks and recreation development programs. The Senior Planner will be working for the Department of Planning and Development.

Typical Tasks

• Provides advanced level customer support for the preparation and processing of moderate to major development applications, re-zonings and plan amendments;
• Serves as a project manager for the preparation and review of master plans, concept plans, feasibility studies, development applications, zoning and plan amendments and annexations, and other planning-related documents by leading the process, supervising professional and technical staff, establishing procedures, setting goals, and assuming responsibility for the final outcomes;
• Supervises consultants and negotiates, executes and administers third-party consultant contracts, including fiscal controls such as budget tracking and verification of invoices;
• Serves as a program manager for a specialized portion of the planning program such as zoning administration, architectural review, Stanford administration, surface mining, historic resources, agriculture and park and open space related projects, and airport land use;
• Develops and manages complex planning studies, master plans, concept plans or feasibility studies and reports on topics, such as land use, housing, historic resources, environmental impacts and economic development, in support of new or updated plan policies, regulations or programs;
• Performs field inspections to gather data relevant to planning projects and the development review process, to verify that development projects comply with approved plans or to initiate actions necessary to correct violations of regulations or project conditions;
• Enters development permit information and permit process workflow data in a central database;
• Abstracts information from aerial photographs, subdivision maps, census reports, building permits, etc., for analysis in planning studies;
• Analyzes geographic information systems data and creates maps;
• Prepares plans, maps, graphs and other visual aids;
• Leads or serves on advisory committees or boards such as Bay Trail, Bay Area Ridge Trail Council South County Committee or zoning decision-making bodies, schedules and conducts meetings, assists elected officials and their staff with planning matters and constituent concerns;
• Prepares or manages personnel who prepare environmental documents in compliance with environmental laws such as the California Environmental Quality Act (CEQA) or the National Environmental Policy Act (NEPA);
• Conducts in-depth property specific research including the review of deeds and other legal documents; 
• Prepares recommendations and presents detailed written and oral reports on complex development applications, standards, zoning ordinances, General Plan amendments or local or regional planning initiatives to decision-making bodies such as Board of Supervisors, Parks and Recreation Commission, Planning Commission, Airport Land Use Commission, Historical Heritage Commission, Housing, Land Use, Environment and Transportation Committee, and San Martin Planning Advisory Committee;
• Assists in the training and supervision of subordinate staff; Analyzes and reviews complex land development applications, site plans and building permit applications for completeness and conformance with policies, ordinances, master plans, concept plans, County General Plan, conditions of approval, and State and Federal regulations, prepares conditions of approval where necessary, and takes discretionary action on certain land development projects that reviewed at the staff level, making required findings;
• Prepares and delivers presentations to community organizations, clubs, planning seminars, homeowners groups, etc.;
• Participates in meetings, conferences and workshops at local, regional and state levels;
• Assists in the administration of a functional unit;
• Conducts advanced outreach to community organizations, government agencies, developers and the public to encourage participation, resolve problems or obtain input;
• Answers inquiries and provides general information to the public regarding land use projects, permitting procedures, development policies, plans, zoning ordinances and other regulations;
• Provides information to the public regarding the permitting and development review requirements of other County departments such as Fire Marshal's Office, Environmental Health, Land Development Engineering, Geology, Roads and Airports, and Building, and County programs such as Williamson Act, Historic Preservation, and the Santa Clara Valley Habitat Plan;
• Resolves issues and complaints from the public or neighbors and permit applicants;
• Attends evening meetings;
• May be assigned as a Disaster Service Worker, as required;
• Performs related work as required.

Employment Standards
Possession of a Bachelor's degree from an accredited college with a major in planning, architecture, engineering, landscape architecture, natural resources, social science or related field;

Three (3) years of professional planning experience. A Master's degree in planning may be substituted for two (2) years of the required experience. A Master's degree in a closely related field may be substituted for one (1) year of the required experience.

Possession of a valid California Driver's License prior to appointment and the ability to qualify for and maintain a County Driver's Permit.

Possession of license, registration or certification in a related field, such as American Institute of Certified Planners (AICP), is desirable.

About the Position:  The Planning Department is seeking TWO interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents related to Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in project management, planning research, analysis, and written communication.  For additional information about the position, see the Job Description on our website. Basic Requirements: Current enrollment in an associate’s, bachelor’s, or master’s degree program, or trade school in a relevant field or a recent graduate (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with Microsoft Outlook, Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions:  This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  The selected individuals will be required to work a minimum of three days on-site per week, and assignments may vary between field and office work. Field work is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week (within regular business days/hours). Regular business is conducted Monday through Friday between the hours of 8:00am to 5:00pm. Interns may work up to a total of 950 hours over a 6-to-9-month period. This is a non-benefited position.

The goal of the Engineering Division is to promote a better quality of life for those who live, work, and visit the city of Gilroy through the provision of efficient engineering services and the creation of orderly growth and development within the city.

 

EXAMPLES OF ONGOING PROJECTS

• Provide inspection support to various Capital Improvement Projects, to include water and wastewater projects. 
• Coordinate inspection efforts with consultants and outside agencies.
• Process and review various public works permits.
• Administer the Sidewalk Repair Program.

 

NOTE: To foster teamwork and collaboration in the department, organization-wide, and in the community, this full-time position works on-site/in-person. Remote work is not an available option. 

The Department: 

SVP currently provides over 600 Megawatts of power to residential and business customers within Santa Clara, of which 40 percent of comes from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by operating Thermal Generation facilities utilizing Simple Cycle, Combined Cycle, and Cogeneration technologies. The Position: 

This is a professional, management position in the unclassified service responsible for scheduling, purchasing, and managing Silicon Valley Power (SVP) electric and hydro energy requirements in the hour ahead and real-time markets by optimizing those resources and by dispatching the generation plants, scheduling water flows and making sales of surplus resources in order to serve our customers consistent with SVP"s risk parameters. This position requires working 12 hour day and night shifts along with holiday and weekend shifts. SVP operates a 24/7 real time desk which is the primary responsibility of this position.

Under general direction:
• Develop and submit schedules based on contract requirements and prudent economics to cover City load and to ensure the timely flow of Silicon Valley Power, South West (SW) electric and hydro resources;
• Coordinate energy, capacity, transmission, and ancillary service transactions with the appropriate broker, marketer, utility, generator, scheduling coordinator, and/or control area working within counter-party credit limits;
• Create and/or assess all electronic tags pursuant to Western Electric Coordinating Council (WECC)/ National Energy Regulatory Commission (NERC) Policies, South West (SW) business practices, and Independent System Operator (ISO) requirements;
• Adjust schedules real-time during emergency transmission derates or curtailments;
• Manage resources to meet NERC/SVP reliability criteria during all operating conditions;
• Determine resource costs and availability considering existing market conditions, generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Conduct economic analysis of current resource options and market opportunities;
• Continually evaluate market conditions (including ISO ex-post prices, imbalance energy prices, ancillary service costs and transmission and congestion price differences), generating plant limitations, maintenance, outages, transmission ratings and curtailments, and existing contract provisions;
• Negotiate purchases and sales of energy, capacity, ancillary services and the purchase of transmission to meet load and SW trading objectives;
• Conduct economic analysis of current resource options and market opportunities;
• Determine optimal short-term use of existing power purchase contracts based on market information;
• Develop an hourly trading strategy for energy, capacity, transmission, and/or ancillary services by dispatching resources in a correct way;
• Evaluate and optimize the resources in real-time, to generation dispatch, capacity needs, energy, transmission and ancillary services purchases and sales;
• Utilize various market applications, including but not limited to California Independent System Operator (CISO) applications to submit capacity, energy, transmission, and ancillary service bids in power scheduling and power trading;
• Implement South West (SW) Trading Guidelines and management directives;
• Ensure that NERC/SVP reliability criteria are met;
• Prepare real-time documentation and reports for after-the-fact analysis;
• Develop pricing strategies for energy limited resources;
• Negotiate with assigned SW stakeholders
• Manage resources to meet WECC/NERC reliability criteria during all operating conditions;
• Work with trading staff to develop pricing strategy for energy-limited resources;
• Perform contingency analysis to develop optimized strategy for the dispatch of generation resources, and to optimize purchases and sales of capacity, energy, transmission, and ancillary service;
• Manage hydro reservoir levels and in-flows to ensure economic dispatch of SW’s projects;
• Prepare and submit all reports required as a scheduling coordinator including inter-tie, California Central System Operator (CISO), and South West (SW);
• Adjust/optimize/balance schedules to account for system outages;
• Provide training of co-workers;
• Forecast weather conditions by using like seasons, days and temperatures;
• Forecast customer energy requirements considering historical demands and applicable load shapes;
• Develop and maintain harmonious operations with interconnected utilities, wholesale entities, electric and hydro trading partners and other stakeholders through the use of effective communications practices; and
• Perform other related work as required.

EDUCATION AND EXPERIENCE
Education and experience equivalent to:
•  Graduation from an accredited college or university with a bachelor’s degree in Engineering, Business, or a closely related field; and
• Three (3) years experience in public or private sector power scheduling or trading and/or Independent System Operator (ISO) scheduling.

LICENSE
Possession of a valid Class C California driver’s license is required at the time of appointment and for the duration of employment.

SPECIAL CONDITIONS
• Incumbents must have the ability to work, as assigned, to schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.
• Candidates hired into this position may have to pass an initial and periodic, comprehensive background checks, which include fingerprinting, to meet Federal, State and/or industry security requirements.  Incumbents will have to meet any Federal (FERC and NERC) and State (CPUC) mandated certifications.
• Must be able to perform all of the essential functions of the job assignment.

• Wholesale and retail electric utility business, Hydro reservoir monitoring for optimum SW dispatch, dispatch of generation resources, production costs of energy by fuel type, system load characteristics and load curves;

• Schedule transactions, scheduling procedures, management directives, and how to solve scheduling conflicts;
• Scheduling and tagging procedures based on SW, CISO, WECC contract requirements and reporting requirements;
• Integrated power system operations and SW, NERC, FERC, and CISO policies, procedures, protocols and business practices;
• Research, planning and technical analysis for complex scheduling projects and preparation of reports including recommendations;
• Research methods and statistical analysis, complex spreadsheets and database applications and project and workload planning;
•  Work-related computer applications, including e-mail, word processing, spreadsheets, databases and the internet;
• Applicable laws, regulations and permits affecting the electric utility industry;
• Customer energy requirements and real-time weather forecasting, and
• Business practices, contract principles, financial statements, and economic analysis techniques.
Ability to:
• Apply the principles of power generation and transmission systems, including interconnected utility operations;
• Implement the integration of purchases and sales to economically reduce overall costs of energy and energy management systems;
• Interpret, explain and apply complex contracts, policies, protocols and business practices, implement strategies associated with short-term trading, and negotiate transactions;
• Interpret and explain complex contracts, policies, protocols, and business practices;
• Evaluate capacity, energy, and transmission transactions, implement market strategies to complete wholesale purchases of electricity, and perform economic analysis to determine benefit/cost of wholesale power market purchases and sales;

• Establish and maintain positive and effective relationships with City employees, contractors and other governmental representatives;
• Work as team player and be willing to deliver excellent customer service to both internal and external City clients;
