The Public Works Department is responsible for operating, maintaining, and improving the City’s public infrastructure – streets, water, storm, public buildings, the City’s fleet, trees, parks, and traffic signals. The Department also reviews plans and inspects construction of public improvements to serve private residential and commercial development and plans the capital and operating budgets.

About The Department
The Department of Public Works plans, designs, constructs, operates and maintains facilities and equipment that are safe and accessible to the clients of County agencies, the general public, and County employees. The Department advises the Board of Supervisors on all public works issues, including rates and charges for services that are fair to both the users and service providers. Public Works has a budget of approximately $300 million and is comprised of over 300 employees in five divisions: Administrative Services, Airports, Engineering and Resource Protection, Facility and Capital Projects, and Road Services. The Position
Under the direction of the Deputy Director of Facilities, the Capital Programs Manager is responsible for overseeing the staff and activities of the County of San Mateo Public Works Department’s Major Capital Projects team (MCP). Recently created, MCP will ultimately be a team of four positions responsible for the execution of large capital improvement projects for the County and is part of the overall Capital Projects Section which includes a total of 21 positions.  This includes maintaining the County’s long-range capital construction program and tenant improvements, and supervising professional, technical, and support staff involved in major capital project planning and design. The role involves developing, implementing, and evaluating goals, objectives, policies, and priorities for the section, and providing complex staff assistance to the Director of Public Works, their staff, and/or the County Executive’s Office.
 
 Additionally, the Capital Programs Manager directs their team in the programming, planning, design, and construction of building projects or modifications of County buildings and facilities. The position ensures the overall execution of the program’s Capital Improvement Plan (CIP), guaranteeing projects are delivered within scope, timeline, and budget.
 
The ideal candidate will possess:

• Eight years of experience managing large capital projects, including at least five years of supervisory and/or management experience.
• Coursework in Construction Management, Building Architecture, Engineering, or a closely related field is preferred. 
• Ability to thrive in a fast-paced, demanding environment.
• Skills in project management, strategic planning, and performance management.
• Experience in public works project management, design, construction, and contracting for complex public works facility construction/improvement projects; and knowledge of standard practices related to public works projects.
• Knowledge of applicable federal, state, and local regulatory codes and rules; and contract development and administration experience related to public works facility improvement activities and operations. 
• Experience in establishing, monitoring, and tracking program budgets and schedules; preparing recommendations and reports related to the capital improvement program; and developing, tracking, planning, procuring, and negotiating consultant services and task orders.
• Knowledge of the State of California and local jurisdiction regulations and permit procedures related to capital improvement projects.
• Knowledge of architectural planning and design practices; building construction materials and methods; and structural, mechanical, and electrical engineering principles as related to capital improvement projects in government buildings including healthcare and correctional facilities.
• Familiarity with the various mechanisms used to finance projects such as state and federal grants, county funding, lease purchase agreements, certificates of participation, and joint powers agreements.
• Experience managing enterprise funds, including setting billing rates.
• Excellent analytical and report-writing skills to formulate and write comprehensive technical reports, specifications, and business correspondence.
• Strong interpersonal skills and ability to establish and maintain effective working relationships with clients and co-workers.
• Effective communication skills, both orally and in writing.
• Experience managing, directing, and overseeing professional service consultants.

Examples Of Duties:

As the Capital Programs Manager, your responsibilities will include, but are not limited to, the following:

• Develop, plan, and implement goals and objectives for the Major Capital Projects team in the Capital Project section of the Public Works Department in close coordination with the Deputy Director of Public Works.
• Provide leadership and administrative policy direction to the MCP team.
• Establish and monitor performance goals and key performance indicators for the section.
• Monitor the progress of project schedules, budgets, and costs, ensuring overall quality objectives are met across a diverse range of capital projects.
• Work with the team to determine project assignments and ensure a high-performance work environment that supports achieving the department and County’s mission and objectives.
• Manage the most complex or high-profile capital projects.
• Provide guidance and/or address compliance, design, and constructability issues, ensuring compliance with applicable federal, state, and local regulations, codes, and ordinances, including the California Environmental Quality Act, County Green Building ordinance, energy conservation goals, and hazardous materials regulations.
• Ensure the maintenance of detailed records of assigned activities and results.
• Coordinate section activities with other Public Works Divisions, other departments, and outside agencies and organizations.

Qualifications:

Education and Experience:

The Position

Under the direction of the Deputy Director of Child and Youth Services, the Clinical Services Manager (CSM) will plan, coordinate, and implement comprehensive countywide mental health programs. This includes oversight of both county-operated and contracted programs, as well as field-based outpatient services that meet the diverse needs of children, adolescents, families, Transitional Age Youth (TAY18-25).

The CSM will assist in developing, implementing and evaluating goals, objectives, policies and procedures for assigned programs; ensure the provision of behavioral health services that meet quality assurance standards and safe patient care requirements; and select, train and provide direction to subordinate professional, clinical, technical and clerical staff.

This role requires a balanced blend of clinical expertise and strong administrative capabilities, including data collection, state compliance oversight, reporting and performance monitoring.

Key Responsibilities

Reporting to the Deputy Director, the CSM-I/II will manage several program components, including the Youth Services Forensic Mental Health Team, The Child Welfare Behavioral Health Team, and Youth Contracted Providers. Responsibilities include:

• Monitoring contracts for compliance, performance and adherence to program standards
• Overseeing data collection activities to support evaluation, reporting, quality assurance and continuous quality improvement
• Coordinating the implementation of new policies and ensuring effective integration across programs
• Managing program audits, corrective action plans and other state and federal compliance requirements and.
• Provide supervision and oversight to BHRS county run programs.

The Youth Services Center Forensic Mental Health Team provides comprehensive services to youth and young adults in the custody of the San Mateo County Juvenile Probation Department, including youth residing in juvenile hall as well as those on probation under community supervision. The Child Welfare Team provides behavioral health services to children, youth, and families served by the County’s Child and Family Services Department.

In this role, the Clinical Services Manager will also strengthen cross-departmental collaboration and build strong, effective partnerships to support the wellbeing of youth and families.

The ideal candidate will bring experience managing, supervising, administering behavioral health programs; a strong understanding of trauma-informed care; and skill in leading program planning efforts. They will be adept at navigating complex clinical, operational, and personnel issues, and will demonstrate cultural humility along with strong verbal and written communication skills. Candidates with at least five years of progressively responsible experience in behavioral health systems, clinical operations, and stakeholder engagement, including at least two years of experience in a supervisory or lead capacity, will be especially well-suited for this role.

In addition, the ideal candidate will:

• Bring strong supervisory experience supporting multidisciplinary teams
• Be experienced in conducting quality assurance and quality improvement activities, including Performance Improvement Projects, preparing program audits and addressing corrective action plans

Role Overview

We’re seeking a candidate with experience in the areas of climate resilience and greenhouse gas emissions reduction; water quality and stormwater management; community and business empowerment; and strong program and staff management skills.

 

Under the direction of the Director and Assistant Director, the Sustainability Program Manager leads the six-member Climate Resilience team focused on reducing greenhouse gases in county operations, improving watershed water quality, implementing community resilience initiatives, and incorporating resilience in policy and planning documents. 

 

Responsibilities include overseeing implementation of the Government Operations Climate Action Plan; Stormwater Municipal Regional Permit compliance; County employee commute alternatives program; Green Business Program; and adaptation and resilience planning to address impact such as extreme heat, drought, sea level rise, and wildfire smoke. The role also involves overseeing program budget, grant administration, vendor contracts, and monitoring policy and program developments.

 

Key Responsibilities

• Plan, administer, and coordinate the activities of professional and technical staff involved in Climate Resilience work;
• Collaborate with multiple County departments, cities and community partners on local and regional climate resilience programs;

As the Sustainability Program Manager – Climate Resilience, your responsibilities will include:

Position Summary

Under the general direction of the Director of Engineering and Maintenance (Director), the Ferry Maintenance Manager will provide leadership and direction to the Ferry Maintenance Team, support vessel operations and District objectives. The Ferry Maintenance Manager will assure the vessels are operated to the highest standards. This includes supervision of all fleet maintenance and repair, compliance with regulatory issues and administering cost control measures. The Maintenance Manager is responsible for scheduling all work activities related to the Ferry Division Maintenance Mechanics, managing all aspects of the Ferry Division’s maintenance program, providing timely reports to the Director on vessel performance, spare parts, and equipment reliability. The Ferry Maintenance Manager will comply with safety policies and champion safety initiatives.

Essential Responsibilities

• Manages Ferry Division maintenance staff on a day-to-day basis including scheduled work orders, vessel’s operational needs, vacation, sick, emergency leave and all time cards.
• Works with the Director to inspect Ferry division assets to develop the maintenance plans.
• Develops long term plans that will feed work into the daily work plan.
• Oversees quality of maintenance work on the Ferry Division’s vessels, facilities, and terminals
• Works with the shift leads and procurement staff to ensure all materials needed to complete scheduled work are available as needed to support the schedule.
• Manages subcontractors working on Ferry Division assets. Responsible for working with the Director and the procurement staff to ensure all subcontracting and materials are procured as per the District guidelines.
• Reviews vessel write-ups and maintenance staff feedback to identify future maintenance needs and campaign work required to ensure the highest level of reliability
• Reports discipline problems to the Director of Engineering & Maintenance to determine course of action.  
• Performs quality control inspections of all maintenance work, subcontractor and shipyard work. The quality of the mechanic’s work shall be the Maintenance Manager’s sole responsibility. Subcontractor and shipyard quality control shall be a shared responsibility with the Director at the direction of the Director.
• Evaluates mechanic’s skills, knowledge and performance for use in identifying training needs and yearly reviews given by the Director
• Manages the Ferry Division’s maintenance planning system in all aspects such that accurate records of maintenance work, including employee time and materials, are captured for future planning
• Manages all aspects of communication with mechanics between shifts to the Director and to Operations.
• Consistent with industry practices and mechanic’s safety manual, ensure that all maintenance work is completed following established safe working practices utilizing the proper PPE for all mechanics and subcontractors.

• Works with operation’s staff to troubleshoot, identify problems and provide resources to resolve issues that affect safe vessel operations.
• Manages the use of materials from the storerooms charged out to work orders so that inventory is kept accurate as required by procurement guidelines.
• Closely manages and keeps the Director and Operations Department apprised of all situations that affect a vessels usage. Any deficiency that could possibly bedeemed a “no sail” item by the United States Coast Guard (USCG) shall be closely managed with all involved parties updated as required to have the least impact on operations.
• In conjunction with the Director, determines when and where vessels will be removed from service so that work can be scheduled accordingly.
• On-call 24 hours a day, 7 days a week as required to support operations, frequently required to be onsite two weekend days per month.
• Ensures that employees under his or her supervision follow established safe work practices and obey all safety rules.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.

The department’s projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non­revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

• Responsible for overall management of scope, schedule, budget, and quality of assigned capital projects from initiation to closeout.

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure.
