THE POSITION

The City of Chowchilla is seeking a Director of Finance.  This executive position performs highly responsible and complex professional work.  Plans, directs, supervises, and coordinates financial planning, accounting, revenue administration, data processing, purchasing, preparation of payroll, investments telecommunication accounts, billing and collection of utilities and other user charges; provides highly responsible professional and technical staff assistance to the City Administrator, City Council, and departments; and performs other related work as required;  The finance director is also designated to be the City Treasurer. 

The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. This position will report jointly to the Housing & Community Services Manager and the Planning Manager.

Department of Public Works

The City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, DPW has one (1) open position in the Administration Division. The Staff Analyst II in this Division will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects and analyzing financial data and coordinating with all levels of personnel and stakeholders.   In addition, the candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. The ideal candidate for this position will have a strong financial background and high-level technical support and complex financial analysis related to budget. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline oriented. The position requires the use of considerable initiative, judgment, analysis, coordination, and interpersonal skills. This position will be providing budget related support to the division, program and project managers. The Position: 

The Staff Analyst II is responsible for advanced level program analysis and higher level administrative duties in support of assigned programs and activities. Assigned programs could include housing development, housing policy analysis, community development, public works capital improvement program project implementation, community outreach, historic preservation, financial analysis, budget and revenue/expenditure tracking, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities. Performs related duties as assigned. 

The Staff Analyst II works under general supervision and is expected to work within established procedures and policies of the work unit. This classification performs professional work involving program management, budget administration, and research. The Staff Analyst II analyzes data, prepares reports, and make recommendations to improve efficiency and effectiveness.

A Master's Degree from an accredited college or university in one of the above fields may be substituted for the six (6) months required analytical experience.

License/Certifications: 

Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment.

Water System Worker I

($23.03 -29.49 per hour)

The City of Chowchilla is seeking a Water System Worker I to assist in the operation and maintenance of the City’s water distribution system, including pumps, mains, chlorinators, meters, and other equipment; and perform related work as required on an assigned shift, under the general supervision of the Utilities Systems Supervisor and/or Director of Public Works.

DESCRIPTION:

The Department:

The Santa Clara Fire Department was established in 1854 when local residents formed the Columbia Hose Volunteer Fire Company. Today, the city has 9 fire stations (one more in design process) consisting of 8 engines, 2 trucks, 1 rescue/light unit, 1 hazardous materials unit, 1 ambulance and 2 command vehicles. The fire department is comprised of 175 personnel staffed across five divisions and serves a population of approximately 130,000 people spread over 18.4 square miles.  The Fire Administration Division provides management, organization, and support for the various divisions of the fire department actively engaged in the protection of life and property.  The Emergency Medical Services Division is responsible for training personnel to deliver pre-hospital emergency medical services to people who live, work and visit in Santa Clara.  The Community Risk Reduction Division is primarily responsible for fire safety education, fire cause determination, inspection of high hazard occupancies, and fire code enforcement. This division also maintains a vital role as technical consultant to the fire department, the City, and the business community, advising on site construction, process installation, and the safe use and handling of hazardous materials as outlined in federal, state, and local regulations. The Field Operations Division efficiently manages over 11,000 emergency responses annually.  The Training Division provides services to the Fire Department, other City departments, industry, and the community at large.

The Position:

Firefighter I is the entry level classification in the Firefighter series. An incumbent in this classification responds to medical emergencies, fire alarms, performs rescue services, and protects life and property endangered by fire. When qualified and assigned, Firefighter I's may be assigned to paramedic duties. Performs related duties as assigned.

The responsibilities of the City Attorney's Office consist of representing and advising the City Council and all City officers in all matters of law pertaining to their offices, representing and appearing on behalf of the City in all legal actions or proceedings, providing the City Council with information and advice regarding ongoing litigation and legislation affecting the City, and staffing City Council meetings and City boards and commission meetings as necessary. The City Attorney's Office provides legal advice and support on matters initiated by the City Council, City Manager's Office, and City departments, including review and negotiation of contracts, leases, licenses, policies, and Public Records Act requests responses.

The Office consists of eight attorneys and a Risk Manager, who are supported by a full time Legal Executive Assistant and Legal Office Specialist (recently added in the FY 25-26 budget), as well as a part time Office Assistant.

The Position: 

The Legal Executive Assistant position is in the City Attorney’s Office and provides support to the City’s attorneys, as well as the Risk Manager.  This is a critical administrative support role in the City Attorney’s Office that is responsible for assisting with a wide variety of legal documents, processes and procedures. The ideal candidate should possess a high level of confidentiality, communication skills, tact and discretion, and be able to manage and track multiple projects for multiple attorneys simultaneously.  

The Legal Executive Assistant is distinguished from other classes in the administrative support series in that the incumbent provides responsible, confidential, administrative support services for the City Attorney and other attorneys in the Office. The job involves working with individuals, activities, and issues with which the City Attorney’s Office is involved and requires daily contact with a cross-section of government, community, and public and private officials, as well as individual members of the community. The incumbent must be able to handle non-partisan confidential matters with a high level of judgment.

As a member of the City's Unclassified Service, this is an "at-will" position and the incumbent serves at the discretion of the City Manager.

The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.

The Position: 

The Finance Department is seeking to recruit a Senior Management Analyst in the Accounting Division to support personnel management, general accounting, and accounts payable. The Senior Management Analyst will also be involved in the financial analysis of special grants and fund accounting and prepare periodic and annual reports for the City, its Agencies and Corporations, and the annual State Controller Reports. The incumbent would be a contributor of the Annual Comprehensive Financial Report which includes Management’s Discussion and Analysis (MD&A), basic financial statements including notes, and supplementary information.

The ideal candidate for this position will have a strong accounting background and possess a bachelor's degree in a related field. This position will be required to perform high-level technical support and complex financial analysis related to accounting. It would be especially valuable if the candidate is familiar with governmental accounting and related Governmental Accounting Standards Boards (GASB) pronouncements. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline-oriented. Responsibilities

• Manage professional, technical, clerical, and other lower level staff to include, prioritizing and assigning work; conduct performance evaluations; provide training; and making hiring, termination, and disciplinary recommendations. Evaluates training needs and workload balance for staff and prepares plan for implementation.
• Prepare and monitor the department or division budget; prepare revenue estimates and forecast; prepare and monitor operating and capital budgets, grants, contracts and other financial transactions;

Position Duties

The Library Department is seeking four (4) Literacy Program Specialists (LPS) to join our team and change the lives of those we serve! The ideal candidate for these positions will understand, support, practice and promote the Mission, Vision, & Values statements of the City of San José and the library; demonstrate leadership and a commitment to active customer service; have knowledge of current literacy technology and trends; have experience working with a diverse community and staff; and enjoy working in a fast-paced, innovative team environment.
 
Literacy Program Specialists are community connectors. They are responsible for coordinating programs and services provided by the library. They identify community needs, collaborate with partner organizations, and guide library customers to information and helpful resources. Specialists are responsible for performing a variety of professional duties including: implementing grants; planning/implementing or finding partners for library programs; conducting community outreach; evaluating the effectiveness of programs, computer software, and online learning tools; formulating a strong partnership with other Library units (Family Learning Centers, Early Education, Expanded Learning, College and Career Pathways, Digital Empowerment, and SJPL Works); and having knowledge of current literacy trends. The City of Stockton seeks to fill an Information Technology Supervisor position with primary responsibilities around Enterprise Applications. This position will be primarily responsible for maintaining enterprise applications, GIS applications, data integrations, budgeting,  and managing assigned staff within the Information Technology Department.  This Information Technology Supervisor is accountable for the leadership, facilitation, analysis, and design tasks required to ensure that assigned information systems at the City are evolving to providing value to the departments in a secure and cost-efficient way.

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.
