The San Mateo County Controller's Office is seeking highly qualified candidates for the position of Application Support Analyst III.

The Controller’s Office

The mission of the Controller’s Office of San Mateo County is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.
   
The Controller's Office maintains the County’s accounting system and records, and prepares independently audited, award-winning annual financial reports (ACFR and PAFR) that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distribute taxes collected to local government agencies, and performs internal audits of the County’s operations.
  
We are seeking a highly skilled and motivated individual to join our Controller’s Information Systems (CIS) team to support various mission-critical applications for the County as they pertain to finance, expense reimbursements, timekeeping, as well as support Countywide system integrations.  
  
As an Application Support Analyst III, you will leverage your systems expertise to collaborate and consult with colleagues within the Controller’s Office and other County fiscal and/or technical staff and resolve issues related to the systems, improve business processes by recommending and implementing solutions within the systems, process requests such as report and integrations development, and maintain application security at both an authentication and application access level.  
  
This role will entail hands-on support, administration, configuration, and maintenance of multiple related financial systems, including Finance Enterprise by CentralSquare for general accounting, Coupa for accounts payable and vendor onboarding, and Workday Expense for employee expense reimbursements.  
 
While the ideal candidate has experience in all of these systems, we are also accepting candidates who have experience and expertise in at least one of the aforementioned systems but can demonstrate transferable skills to learn the other systems and applications.
   

The ideal candidate will also have:

• 5+ years of proven application support and administration experience, preferably in Finance Enterprise, Coupa, and/or Workday Expense.
• A Bachelor's Degree or higher in Management of Information Systems, Information Technology, or an equivalent field of study is preferred.
• Proven experience leading end-to-end small to medium-sized application projects and implementing solutions for operational improvements and automation.
• Knowledge of VB Script, SQL, and Cognos (or other reporting platform).
• Knowledge of basic security concepts as they pertain to Finance Enterprise, Coupa, and/or Workday.
• The ability to work with and analyze large data sets.
• A thorough understanding of data, data concepts, and relationships.
• An automation approach mindset to solutions that are flexible and scalable.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Collaborate, consult, and develop solutions with the Controller's Office and other County departmental partners to understand business and functional drivers across various system modules within Finance Enterprise, Coupa, and Workday Expense.

• System administration, including, but not limited to:

  • Account provisioning and user access level assignment.

  • Report development, maintenance, and support using respective tools (e.g. Cognos reporting platform and SQL for Finance Enterprise).

  • Maintain and troubleshoot workflows. Monitor and troubleshoot integrations, batch jobs, and system performance. 

• Individually, as a project team member, or as a technical lead, works on and is responsible for complex software applications research, development, conversion, installation, and maintenance projects, including planning, organizing, and defining project requirements, methods, and end objectives in consultation with end users, coordinates project activities with team members, other section staff, user representatives and outside vendors.

• Interviews, analyzes, and documents end user work processes and systems requirements; conducts systems walk-throughs and technical reviews; develops or refines system specifications, including evaluating and testing vendor software packages for conformance with user requirements and priorities.

• Facilitates and conducts business process redesign or technical design sessions and/or focus groups for the design and implementation of new processes or systems.

• Designs business processes and workflow strategies for the management, access, and retrieval of data, defines data rules and relationships, and develops methods for quality control of databases.

• Reviews, analyzes, streamlines, and documents business processes and relates them to application software; recommends and implements procedural and operational modifications to optimize internal and customer workflows.

• Develops and implements automated processes, scripts, triggers, specialized views, and reports in response to user needs.

• Designs methods to import/export data for analysis and performs comparative analysis of data from dissimilar applications, designs and codes new and modified programs for data processing.

• Designs, develops, tests, refines, and implements software that supplements or integrates with system applications; customizes and maintains system objects as required.

• Develops and executes test plans to ensure application performance conforms to specifications.

• Responds to and resolves software users' inquiries and complaints and escalates problems or issues to vendor representatives as needed.

• Stays abreast of new trends and innovations in technology related to County operations; researches, recommends, and evaluates vendor solutions and technologies; implements improvements; works with staff to maintain, revise, or improve operations and systems.

• Writes and maintains user and technical operating instructions and documentation; provides training to users and other technical staff and advises on best practices.

• Provides updates, status, and completion information to staff and/or users via voicemail, email, or in-person communication.

• Performs other duties as assigned.

 

Qualifications

Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. 

A typical way to obtain the required qualifications would be:

Equivalent to graduation from an accredited four-year college or university with major coursework in management information systems, computer science, or a related field and four (4) years of progressively responsible experience in applications analysis, design, and development.

Additional related experience may substitute for education requirement on a year-for-year basis, up to four (4) years.

Knowledge of:

• Advanced principles and practices of computer systems management, analysis, design, and maintenance.
• Various software packages, including word processing, spreadsheet, SQL database, database management, and reporting tools.

Physical Demands
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone.  Standing in and walking between work areas is frequently required.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.  Positions in this classification frequently bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information.  Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

Environmental Elements
Employees work in an office environment with moderate levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff when providing application system support.

The Case Management Nurse -Utilization Review will manage patient admission and ongoing stay reviews for patients with chronic or complicated medical conditions and oversee appeals with third-party payors. The incumbent will be responsible for retrospective and concurrent Utilization Review activities and for monitoring order status accuracy, documentation, and clinical compliance, in accordance with State and Federal regulations. In conjunction with other members of the health care team, the Case Management Nurse is accountable for timely coordination of quality health care services to meet the patient's health care needs across the continuum of care. This position requires knowledge of the adult, and geriatric populations.
 
The ideal candidate will possess one or more of the following:

• At least two years of recent, direct, and proven experience in Nurse Case Management in an acute care setting or at least two years of acute care hospital nursing experience. 
• At least two years of experience with industry published standard level of care (i.e. InterQual or Milliman, etc.).
• InterQual interpretation and application of health industry utilization review criteria
• Experience providing the full range of Case Management nursing duties and responsibilities

Qualifications

Licensure/Certification:

Analyst: Carolyn Burns (040826) (Clinical Nurse - F011)

San Mateo Medical Center is currently seeking a professional, goal-oriented full-time, regular (benefited) Clinical Services Manager I who will plan, organize, direct, and supervise the operations of our Medical-Surgical (ADC of 35), Intensive Care Unit (ADC 4), and Infusion Center. As Clinical Services Manager I, you will have the opportunity to manage patient care while ensuring appropriate quality of care and compliance with regulations. In addition, you will participate in training, coaching, and counseling activities and perform other assigned duties.

The Clinical Services Manager I will receive direction from the Chief Nursing Officer/Deputy Director and will exercise direct and indirect supervision over professional, clinical, technical, and clerical staff, including consultants and contract service providers. You will join a dynamic team of professionals committed to the mission of our safety net hospital.

This role oversees a large, complex span of control across multiple service lines and requires the ability to manage high-volume operations, competing priorities, and diverse clinical environments simultaneously. The Clinical Services Manager I is expected to operate with a high level of autonomy, making sound operational and staffing decisions while balancing quality, patient safety, and fiscal stewardship. The position requires strong experience in managing large teams, coordinating across departments, and ensuring alignment of day-to-day operations with organizational goals.

This role is grounded in a culture of continuous improvement, where leaders are expected to actively identify opportunities, lead improvement efforts, and embed sustainable changes into daily operations.

The ideal candidate will:

• Possess a Baccalaureate degree in Nursing with certification in a specialty
• Have three years of progressive management/supervisory experience in an accredited hospital or clinic
• Have a background that includes experience in an ICU
• Bring strong clinical and operational leadership experience in acute care settings, with the ability to manage across multiple service lines, including Medical-Surgical, ICU, and infusion services
• Demonstrate experience managing large, complex teams (approximately 75–100+ FTEs), ideally across multiple departments or programs

Qualifications

 

Licensure/Certification: Possession of a valid California license as a Registered Nurse (R.N.).  Must possess a Basic Life Support (BLS) and Advanced Cardiac Life Support (ACLS) certificates approved by the American Red Cross or American Heart Association. 

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is;

The San Mateo Medical Center operates five dental clinics located in San Mateo, Redwood City, Daly City, and Half Moon Bay, along with a Mobile Dental Clinic. These clinics provide dental care for children and adults, including homeless and transitional populations. Pregnant women on Medi-Cal and patients with an HIV diagnosis also receive dental services at these clinics, with coverage available through the Ryan White grant. 

All Clinics are open Monday through Friday, 8 AM to 5 PM and some Saturdays and evenings. The Fair Oaks Health Center hosts UCSF dental students, while both the Fair Oaks Health Center and the Mobile Dental Clinic host UOP dental students to aid in patient care.

The Dental Assistant Series levels include:

Dental Assistant ($29.55 - $36.92 hourly) is the experienced level class in the Dental Assistant series, competent to independently perform the full range of journey-level dental assisting work under the supervision of a dentist. This class is flexibly staffed with the Registered Dental Assistant and incumbents may advance to the higher level after obtaining required certification and demonstrating the required proficiency for the higher level.

Registered Dental Assistant ($34.92 - $43.66 Hourly) is the advanced journey-level classification in the series.  Under the supervision of a dentist, incumbents at this level perform dental assisting duties which are limited to a person certified as a Registered Dental Assistant in addition to performing Dental Assistant duties of the lower level.

• Proficiency in chairside assisting, digital X-rays, mixing dental materials, and maintaining a sterile environment. Registered Dental Assistants should also have additional skills such as coronal polishing and sealant application.
• Experience using Electronic Medical Records (EMR) systems, with a strong preference for EPIC.
• Ability to work effectively in a fast-paced environment while remaining composed when handling patient emergencies or high patient volumes.
• A valid California Registered Dental Assistant (RDA) license.
• Capability to conduct oral inspections and provide preventive services, including coronal polishing and topical fluoride application.
• Ability to provide chairside assistance in all phases of clinical dentistry, including oral surgery, pediatric dentistry, and other specialized procedures.
• Experience in testing pulp health, fabricating temporary fillings and crowns, and re-cementing dislodged temporary restorations.
• Competency in assisting with the administration of Nitrous sedation.
• Fluency in Spanish (reading, writing, and speaking) is highly desirable.

Duties may include, but are not limited to, the following:

• Prepare patients for examination, treatment or surgery; arrange dental instruments, equipment and accessories on trays; set up medical and dental charts and X-rays.
• Take, develop and mount dental X-rays; maintain cleanliness of the X-ray room.

• Conduct mouth inspections and provide preventative services, including, pit and fissure sealant application, coronal polishing, and topical fluoride application.
• Provide chairside assistance to dental providers in all procedures of clinical dentistry, including. oral surgery, pediatrics, and other procedures as permitted by the California Dental Board for Registered Dental Assistant.
• Under direct supervision, perform pulp vitality testing, and record findings. - Fabricate and cement temporary crowns and place temporary fillings-Under direct supervision, assist in the administration of nitrous oxide sedation (i.e. adjust the flow of gas as directed).

 

Qualifications

The Department of Public Works is seeking well-qualified candidates for the position of Wastewater Collection Supervisor.
 
The Wastewater Collection Supervisor serves as first-line working supervisor, having responsibility for overseeing a crew of Wastewater Collection Workers in the operation and maintenance of sanitary sewer facilities of the ten County-owned sewer maintenance and sanitation districts. The Supervisor will coordinate, direct, and participate in the activities of the crew and administrative staff; utilize the computerized maintenance management system (CMMS) for scheduling work and indicating work that has been completed; operate a variety of light construction equipment and wastewater collection system maintenance equipment; and perform related duties as assigned.

About the Role

This is not a desk job. This is not a new position we are trying to figure out. And this is not a role where you sit behind a screen waiting for the next alert to go out.

For over a year, SMC EM has been deliberately building a countywide Alert and Warning (A&W) program that brings coherence, consistency, and credibility to how San Mateo County communicates with the public before, during, and after emergencies. We have developed training curricula, created frameworks, established partnerships, and advanced the conversation across the Operational Area. Now we need someone to carry that work forward – externally.

The Alert and Warning Coordinator is fundamentally an external-facing role. There are 32 agencies within the San Mateo County Operational Area that hold alerting authority and sending rights. Each has its own protocols, staffing models, and levels of experience with alert and warning systems. Your job is to be the connective tissue—socializing our approach to A&W with operational area partners, building alignment across jurisdictions, and ensuring that when an alert goes out in this county, it is timely, accurate, actionable, and drives protective action.

You will brief city councils, law and fire chiefs with equal confidence. You will sit with an Incident Commander during a fast-moving wildfire and translate urgency into a message that saves lives. You will train authorized users on alerting platforms and hold the line on quality when others want to cut corners. And you will do all of this while representing a department that is changing the culture of emergency management in one of the most complex operational areas in the state.

 

What This Role Actually Involves

Partnership and Coordination (Primary Focus)

• Serve as the primary liaison to the 32 agencies across the Operational Area on all matters related to alert and warning, building relationships and driving alignment toward consistent A&W practices countywide.
• Brief alert and warning programs, standards, and best practices to diverse audiences—from city councils and boards of supervisors to law and fire chiefs, emergency managers, and community organizations—adapting your message for each.
• Coordinate monthly and recurring touchpoints with Operational Area partners to advance shared A&W goals, identify gaps, and troubleshoot challenges collaboratively.
• Represent SMC EM at stakeholder meetings, advisory committees, work groups, tabling events, and public-facing engagements at all levels of government.
• Facilitate training seminars and hands-on workshops for authorized users across jurisdictions on alerting platforms, protocols, and message crafting.

 

Alert Crafting and Operational Readiness

• Develop, review, and issue emergency alerts that drive protective action – messages that are clear, accurate, geographically targeted, accessible across languages, and calibrated to the threat. This includes understanding what makes an alert effective, not just how to press “send.”
• Maintain fluency across multiple alerting platforms including IPAWS, Wireless Emergency Alerts (WEA), the Emergency Alert System (EAS), mass notification systems, and reverse 9-1-1.
• Participate in a weekly on-call rotation, maintaining 24-hour readiness and responding to the field or Emergency Operations Center (EOC) during emergencies or disasters.
• Conduct regular testing and evaluation of A&W systems to ensure functionality, reliability, and interoperability across jurisdictions.
• Participate in after-action reviews and improvement planning to refine protocols based on lessons learned from exercises and real-world incidents.

 

Program Development and Standards

• Advance the County’s A&W program by developing and refining emergency notification standards, protocols, templates, and processes that serve as a model for the Operational Area.
• Assess existing community alert and warning programs for effectiveness, identify service gaps, and recommend evidence-based improvements – incorporating research on protective action decision-making, message design, and crisis communications.
• Coordinate with local, state, and federal agencies to ensure A&W system integration and interoperability, including IPAWS compliance and alignment with emerging federal guidance.
• Manage vendor services and contracts related to alerting platforms and notification systems.
• Review and update Operational Area alert and warning plans on a regular basis.
• Prepare reports, briefing materials, presentation decks, and other professional documents as needed.
