The County of Marin seeks an experienced, motivated leader to manage the Facilities Capital Projects Division and partner with stakeholders in the delivery of high-profile projects at County buildings. This position oversees a major division within the Public Works Department with management responsibilities over facilities capital improvement planning and programming, project development, and preparation and oversight of the division’s operating and capital budgets. The Facilities Capital Projects Division is comprised of ten accomplished project managers, architects, and support staff that develop a wide variety of facilities projects from the planning phase through design, permitting and construction.

The Facilities Capital Projects Division Manager will join the County during an exciting time of growth and development. The next division manager will have the opportunity to leave a long-lasting positive impact on the community by leading the design and construction of major facilities projects to support the delivery of County services. The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired.

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. Overview:

Are you an experienced Vegetation Maintenance professional with five or more years of experience and a valid Class A driver’s license? If so, we encourage you to consider this opportunity with Valley Water.

Maintenance Worker III is an advanced journey-level position responsible for operating a variety of light construction equipment in support of Valley Water’s maintenance and construction projects. This role provides agency-wide support for work on creeks, ponds, reservoirs, and other flood control facilities throughout the county.

Assigned to the Vegetation Field Operations Unit, this position performs a broad range of duties supporting Valley Water’s vegetation management programs. Responsibilities include vegetation control, integrated vegetation management, arboriculture, native plant revegetation, invasive plant management, and biotechnical erosion control on Valley Water properties.

This is primarily an outdoor position requiring work in varying and sometimes challenging environmental conditions, including heat, cold, and rain. Incumbents may also be required to respond to after-hours flood control emergencies, including nighttime callouts.

As a light equipment operator, the Maintenance Worker III must possess a valid Class A driver’s license to operate Valley Water commercial vehicles and to transport light equipment used in vegetation management and flood control projects. Daily equipment operation may include a compactor, water truck, tree truck and chipper, dump truck, and wheel loader. Equipment is used to haul vegetative debris, maintain native plant mitigation sites, support invasive plant management efforts, and assist with Valley Water’s sandbag operations.

This position also ultimately requires a Qualified Applicator’s Certificate (QAC) in Category C (Right-of-Way) and Category F (Aquatics) to mix and apply herbicides and calibrate spray equipment for vegetation control on Valley Water managed properties.

Vegetation Field Operations Unit (Position Code 1059)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position requires the individual to be onsite and is typically not a teleworking position.

The Position:

The Combination Inspector is responsible for performing the building, electrical, plumbing, and mechanical inspections.  Each Inspector may be assigned to one or more of the following Programs or specialties: Code Enforcement, Building, Electrical, Permit Center, and Plumbing & Mechanical.

MINIMUM QUALIFICATIONS

 

EDUCATION AND EXPERIENCE

 

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

 

Minimum Experience Requirements:

Five (5) years of experience as a journey person in the building construction or related trades

 

OR

 

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

 

OR

 

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

 

Acceptable Substitution:

None

 

License/Certifications:

Possession of a valid California Class C driver's license is required. 

 

Certification by the International Code Council or other recognized agency, as a Building, Electrical, Plumbing, or Mechanical Inspector is required within one (1) year of appointment and for continued employment in this class

 

Desirable Qualifications:

Certified Access Specialist (CASp) certification is desirable

 

Other Requirements: 

• Must be able to perform the essential functions of the job assignment

Under general supervision, the Electro-Mechanic performs skilled electrical/electronic and mechanical work to diagnose, maintain, repair, rebuild, overhaul, service, inspect, and test light rail transit vehicles and equipment.

About the Light Rail Maintenance Department

Light Rail Vehicle (LRV) Maintenance is located at the Guadalupe Light Rail Division. LRV Maintenance is responsible for timely and reliable maintenance, preventive maintenance, inspections, repair and servicing of light rail vehicles and service equipment.

After a light rail vehicle returns from revenue service at the end of each day, Maintenance performs an interior inspection/walk-through of the vehicle, analyzes the Operator Defect Card, performs a visual inspection of the vehicle undercarriage, performs exterior and interior cleaning, cleans and repairs windows and seating, and removes and repairs graffiti and vandalism.

Essential Job Functions

Typical Tasks

• Performs safety and preventive maintenance inspections of vehicles, systems and equipment;
• Documents defects, maintenance and repairs;
• Tests, maintains, repairs, and overhauls light rail vehicle electrical, electronic and mechanical systems and equipment in accordance with schematic drawings, wiring diagrams, operations manuals and manufacturer instructions;
• Operates and maintains shop equipment and tools;
• Makes time and material cost estimates and maintains records;
• Performs re-railing of equipment;
• Familiarizes other workers in vehicle maintenance and repair, car movements, and maintenance of shop equipment;
• Installs communication devices on cars;
• Maintains a safe and clean shop area;
• Operates computer for related data input and retrieval;
• Prepares written reports, documents defects and repairs on inspection forms, work orders, or designated computer programs;
• May be assigned the work of lower level classes in the job series;

Minimum Qualifications

Employment Standards
Training and experience equivalent to a high school diploma and four years of experience in the maintenance and repair of electrically powered rail transit vehicles.

OR

Training and experience equivalent to completion of a two-year degree in electronic technology and two years of experience in the installation, maintenance or repair of electro-mechanical systems similar to those found in VTA light rail vehicles.

OR

Demonstrated experience and training equivalent to a high school diploma and four years of experience in a maintenance environment working on systems similar to those found in a light rail vehicle including air conditioning, DC motors, generators, circuit diagrams, lighting and electrical troubleshooting.

Possession of a valid California Class C driver's license and the ability to qualify for and maintain a Class B license with passenger (P) endorsement and a maintenance LRV operation certification.

Must be available to work weekends, holidays, and odd and unusual hours.
