Working as part of the court executive team, the Court Director of Finance (Director of Finance) will exercise managerial authority over the financial operations, oversee the budget, and look for ways to enhance the revenue of the Superior Court of California in San Mateo County.  In addition, the Director of Finance will develop, recommend, and implement departmental budgetary goals, policies, and objectives and will develop and implement dual (programmatic and cost center) budgetary, monitoring, and fiscal reporting systems to coordinate with the State budgetary and fiscal reporting systems. 

The Director of Finance will also coordinate financial activities with those of other local agencies and the State and will provide highly responsible and complex financial management support to the Court Executive Officer and related management staff.  Additionally, the Director of Finance will provide direct and indirect supervision over assigned professional, supervisory, technical, and clerical personnel.

Examples Of Duties

Duties may include, but are not limited to the following:

• Plan, develop, and oversee fiscal management, budgeting, accounting, and financial reporting functions for the Court.
• Provide strategic policy direction for all financial activities and ensure integration with State budgetary and reporting systems.
• Monitor and analyze State and local legislation affecting court operations and develop responsive fiscal strategies.
• Direct and evaluate staff responsible for fiscal and accounting functions, including training, motivation, and performance management.
• Plan the development and implementation of the overall Court budget in coordination with operational divisions, prepare budgetary administrative information, and participate in forecasting additional funding requirements for programs, staffing, facilities, equipment, and materials.
• Oversee revenue collection, cost recovery, auditing, procurement, and contract administration.
• Ensure accuracy and compliance of financial statements, reports, and reimbursement claims.
• Oversee, prepare, and review the preparation of complex financial statements, reports, summaries, and reimbursement claims, and analyze and interpret financial information and statistical data for Court management, judicial officers, advisory committees, auditors, and related individuals and groups.
• Represent the Court administration in meetings with the State, judicial officers, County departments, other Superior Courts, and public and private organizations.
• Provide expert consultation to the Court Executive Officer and executive team on fiscal strategy, forecasting, and risk management.
• Perform related duties as assigned.

Qualifications

Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• Education: Bachelor's degree from an accredited college or university with major course work in accounting, auditing, economics, business, or public administration or a related discipline. A graduate degree in one of the above disciplines is preferred.
• Experience: Five years of increasingly responsible experience performing a wide variety of fiscal resource management in a public agency, at least two years of which were in an administrative or management capacity. Experience in a California Court setting is preferred.

Knowledge of:

• Legislation, policies, and procedures related to budgeting and financial reporting for the California Superior Courts, including public agency fund accounting and third-party reimbursement and claims payment practices.
• Fiscal resource administration, including planning, budgeting, forecasting, financial analysis, auditing, and related practices.
• Understanding of California court fiscal structures, fund accounting, and State reporting.
• Strong leadership and management capabilities, including staff development and performance management.

San Mateo County Health's Aging and Disability Services Division is seeking qualified individuals for the unclassified and limited-term positions of In-Home Supportive Services Social Worker I/II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.

 
Currently, there are three limited-term vacancies and an unclassified vacancy in the In-Home Supportive Services (IHSS) Program. The program provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position. The Social Worker will work in the San Mateo, CA Aging and Disability Services Office.
 

This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who aged, blind, and/or disabled, including minors.
• Collaborate and facilitate service with care providers and other partner agencies.

 The ideal candidate will possess the following:

• Master's degree in Social Work.
• Experience providing clinical assessment for children, youth and adults with disabilities. 
• Understanding of human development and behavior within diverse populations.
• Ability to independently develop and implement sound case plans of action.
• Experience balancing client-centered care coordination and accompanying administrative documentation.
• Familiarity in implementing program regulations.
• Superior organizational skills to manage a large caseload and related documents.
• Proficient computer skills to use several independent database systems as well as Microsoft Excel and Word.
• Ability to quickly learn and adopt new technology, policies and procedures.
• Excellent writing/documentation skills.
• Fluency in Tagalog, Arabic, Spanish, Mandarin, and Cantonese is a plus.

SALARY:
Social Worker I: $7,162.13- $8,008.00/month
Social Worker II: $7,236.67- $9,048.00/month
Social Worker III: $8,533.20- $10,665.20/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE: This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. The following are the same for classified and unclassified positions: salary, increases and other forms of compensation; accrual of sick leave, vacation, overtime, holiday and leaves of absence; health, dental, vision, long and short term disability, and retirement.

NOTE: This is a limited term, at-will position. Limited Term Employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. 

Licensure/Certification: 

• California class C driver license or equivalent.

Education:

• Social Worker I: Satisfactory completion of 24 semester units of social welfare and/or appropriate behavioral science courses.

• Social Worker II: Two years experience performing duties comparable to those of a Social Worker I or higher in San Mateo County.

• Social Worker III:  Three years experience performing duties comparable to those of a Social Worker II or higher in San Mateo County.

San Mateo County Parks (SMCP) is currently seeking a full-time extra help Bilingual Community Engagement Intern II.

This position would be based out of Flood and Friendship County Parks and primarily working with the communities surrounding these parks. 

Friendship County Park is located in North Fair Oaks, an unincorporated area of Redwood City. Through community collaboration, the small urban park was developed to provide outdoor recreation facilities and space to promote community gardening. The park is situated on San Francisco Public Utility Commission land and is managed by SMCP. Less than an acre in size, the park features 30 community garden planters, a playground, picnic tables and more. Plot use is through an agreement with SMCP and requires regular participation in meetings. 

Flood County Park is a 21-acre park located in Menlo Park. It is primarily used as a location for family and group picnicking, playground use, and walking by the local community. The park has recently opened a new multi-use sports field, tennis/pickleball court, pump track and more! 

An intern at these locations would work on improving the interpretive elements of each park and provide programming and outreach opportunities for the local communities.

The Bilingual Community Engagement intern will report to Flood Park and be able to drive to Friendship Park and other park locations as needed. The intern will be supervised by the Interpretive Division Park Staff. 

Tentative schedule for this position (subject to change):

• Tuesday – Saturday: 8 hours each day
• 1 – 2 In person workdays
• 2 Virtual workdays (work from home)
• 1 Day for Events/Programming

Examples Of Duties:

A Bilingual Community Engagement Intern would be responsible for:

1. Management of Friendship Park Community Garden, including but not limited to:
   1. Managing garden plot availability and agreements
   2. Being the primary point of contact for Community Garden participants; maintaining regular communications by County phone, text, and email
   3. Working alongside gardeners to identify and address any needs or challenges in maintaining garden beds
   4. Facilitating monthly on-site educational opportunities for gardeners with staff from San Mateo County Health, Sustainability Department, and community partners
   5. Managing on-site garden tools and supplies; identify additional supplies that may be required
2. Community Program Coordination and Outreach, including but not limited to: 
   1. Coordinating and leading programs with Community Based Organizations and Partner Organizations within the community near Friendship and Flood Parks (i.e. Libraries, Schools)
   2. Leading interpretive programs at Friendship and Flood Parks 
   3. Tabling at local community events, such as Farmer’s Markets
   4. Providing translation when needed at programs and events throughout SMCP
   5. Assisting Interpretive Division with educational outreach throughout SMCP
   6. Creating flyers and social media posts to promote SMCP

Qualifications:

The ideal candidate will: 

• Have strong interpersonal skills and possess the ability to effectively communicate in English and Spanish with diverse community members and San Mateo County staff to support gardeners. 
• Be an enthusiastic, outgoing, positive, and energetic person who can work collaboratively or independently with little to no supervision. 
• Be open to learning new skills, be flexible with various work projects, and be able to follow directions. 

Qualifications:

• Must be at least 18 years old
• Bilingual in Spanish required
• Experience in food growing and garden management desired
• Knowledge of and ability to teach gardening concepts desired
• Ability to engage with individuals of many demographics and histories – youth, seniors, immigrants, economically diverse
• Strong planning and organizational skills with ability to plan programs and events and organize participants and volunteers
• Must have a valid California Driver’s License and transportation available to commute to park sites throughout San Mateo County

This is a full-time position requiring weekend work. 

NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking an experienced and compassionate Supervising Mental Health Clinician to lead the Older Adult System of Integrated Services (OASIS) team. This is a unique opportunity to make a meaningful impact in the lives of homebound older adults living with serious mental illness. 

 

As a Supervising Mental Health Clinician, you’ll oversee a dedicated, multidisciplinary team of clinicians, nurses, psychiatrists, peer specialists, interns and vocational rehabilitation trainees who deliver field-based, recovery-oriented care throughout San Mateo County. You’ll provide clinical supervision, guide daily operations, coordinate new referrals, and ensure timely documentation and service delivery. 

In this leadership role, you’ll balance program management with direct clinical work, maintaining a small caseload and supporting staff through complex client situations and field-based crises. You’ll also play a vital part in shaping the next generation of providers by orienting resident physicians and mentoring licensed and pre-licensed staff. 

This position is ideal for a collaborative leader with at least two years of post-licensure experience providing direct mental health services, who thrives in dynamic, community-based environments and is passionate about supporting older adults with behavioral health needs and medical fragility.

• Experience working with diverse cultures, conducting community outreach, and applying trauma-informed and recovery-oriented approaches to treatment.

The position will be embedded at the Public Health, Policy and Planning Edison Clinic at the San Mateo Medical Center, and possibly one morning per week at the Fair Oaks Health Center, with clinic hours Monday through Friday. 

This position will engage individuals with a range of mental health and substance use disorders to provide a range of services and supports, including but not limited to, diagnosis of issues to be focus of clinical attention, including substance use and other behavioral health needs; screening/assessing clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions; determination of stage of change; and engaging clients by using Motivational Interviewing and Harm Reduction practices.

The provider will provide therapy for primary case load, and as a backup also provide case management services, including transportation, client advocacy, client-driven treatment planning, and care coordination with other care providers; navigation of medical and mental health services, including medication assisted treatments; assisting clients with enrolling into benefits, including health coverage for which they are eligible; participate in a multidisciplinary team; use clinical consultation care coordination meetings; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center (SMMC) Emergency Department (ED), Psychiatric Emergency Services (PES), and Primary Care and Specialty Clinics, BHRS clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.

The Ideal Candidate
The ideal candidate will have significant knowledge, skills, experience, and training in providing therapy as well as case management; assessing and evaluating adult clients with mental health and substance use issues; determining appropriate referrals and recommending treatment plans; documenting in electronic medical records; establishing appropriate clinical relationships; and demonstrating strong understanding of confidentiality and ethics.

Three years of experience in clinical social work, psychotherapy, or a related field, particularly with diverse populations affected by mental health and substance use issues is highly desirable.

• Experience working with adults with co-occurring behavioral health and medical conditions, in emergency services, the criminal justice system, or with adult populations relevant to the position is beneficial.

Qualifications

Knowledge of:

• Current philosophy, principles, and practices for services to clients with serious mental illness.
• Individual, group and family psychodynamics as they relate to adults or children.
• Psychological diagnostic methods and terminology.
• Personality development from infancy through adulthood.
• Human and health services systems in the County including private agencies and other community resources.

Skill/Ability to:

• Provide treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse.
• Set realistic treatment goals and facilitate their attainment.
• Evaluate the degree of mental disability or emotional distress of patients/clients.
• Communicate effectively orally and in writing.
• Provide consultation and technical assistance to agencies, schools and other organizations.
• Work collectively within a multi-disciplinary team.

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.   A typical way to qualify is: Master's degree in Social Work, Social Welfare or a closely related field.

Licensure/Certification:

• Psychiatric Social Worker I: Registration with the Board of Behavioral Examiners as an intern.   An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• Psychiatric Social Worker II:  Current California license as a Clinical Social Worker.

Special Requirements:  

• Individuals in this classification assigned to an on-site school program are required to meet any specialized requirements (i.e., Pupil Personnel Services credential) as stipulated by federal and state laws and regulations.
• Individuals assigned to Canyon Oaks Youth Center, must have the ability to complete 40 hours of mandated training annually.

The examination process will consist of an application screening (weight: pass/fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%) which may include a performance exam. Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification. All applicants who meet the minimum qualifications are not guaranteed advancement through any subsequent phase of the examination. All examinations will be given in County of San Mateo, California and applicants must participate at their own expense.
