The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.

On behalf of the Express Lanes Joint Powers Authority, the City/County Association of Governments of San Mateo County (C/CAG) is seeking qualified applicants for the position of Program Director. While this individual will be hired through the City/County Association of Governments of San Mateo County (C/CAG), the individual will work exclusively on behalf of the Express Lanes Joint Powers Authority.  The City/County Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA) are both members of the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA). The Program Director will play a critical leadership role in overseeing operations, advancing priorities, and representing the SMCEL-JPA locally, regionally, and statewide. 
 
The Program Director oversees and manages the operations of the San Mateo County Express Lanes. The Express Lane Program Director will help to ensure alignment of the SMCEL-JPA’s mission and goals under the direction of the TA and C/CAG Executive Management Staff. The Program Director will coordinate with staff from both agencies as they deliver tasks and carry out functions related to SMCEL-JPA operations and management.  The Program Director will also serve as the representative and advocate of the express lanes locally and regionally. The Program Director is expected to maintain positive working relationships with partner agencies and external parties.   Furthermore, the Program Director will liaise, communicate, and keep an outstanding relationship with the TA and C/CAG Executive Management Staff.
 

This management position will:

• Provide technical and program management support to the San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) on any and all express lane related issues.
• Coordinate with internal partners and external stakeholders on all issues and topics related to the SMCEL-JPA.
• Manage and monitor budgets related to the Express Lane program.
• Work with legal and policy teams to draft tolling policies, agreements, and contracts.
• Exercise leadership of diverse professional, technical, and clerical staff through subordinate management and/or supervisory personnel.

The San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA) is a collaborative effort between C/CAG and the TA), both of which serve as founding member agencies. This partnership was established to jointly oversee the development, implementation, and operations of express lanes on U.S. Highway 101 in San Mateo County.

C/CAG
The City/County Association of Governments of San Mateo County (C/CAG) is a joint powers agency whose members include the County of San Mateo and the twenty (20) incorporated cities and towns within San Mateo County. C/CAG is governed by a 21-member Board of Directors and is advised by nine standing committees. C/CAG is the designated Congestion Management Agency (CMA) in San Mateo County, also known as the County Transportation Agency (CTA), the Airport Land Use Commission, and the Countywide Stormwater Pollution Prevention Program Manager. C/CAG provides a collaborative forum for all jurisdictions in San Mateo County to pursue our goals for a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate resilient future. San Mateo County Transportation Authority (TA)

The TA plans, funds and delivers transportation programs and projects throughout San Mateo County and was formed to administer the proceeds from Transportation sales tax measures (Measure A and Measure W) to fund a broad spectrum of transportation-related projects and programs. San Mateo County Express Lanes Joint Powers Authority (SMCEL-JPA)

The San Mateo County Express Lane is a dual-agency project constructed with the goal to reduce traffic congestion, and to promote carpooling and transit use on US Highway 101 (US 101) in San Mateo County. The project was initiated in 2018 between the city/county Association of Governments of San Mateo County (C/CAG) and the San Mateo County Transportation Authority (TA). 

In June 2019, C/CAG and TA approved a Joint Exercise of Powers Agreement (JEPA), allowing both entities equitable involvement in the SMCEL program. The agreement designated a JPA to manage the express lanes, which would be governed by a Board containing equal representation from each agency. Additionally, the JEPA established an Executive Council, which is formed by the Executive Directors of both agencies, and hired consultant support to develop and implement policies.

Since the JPA was established in 2019, two segments of the Express Lanes have been constructed. The south segment opened in 2022, and the north segment opened in 2023. The JPA manages 22 miles of express lanes on US 101 from Interstate 380 in South San Francisco to the San Mateo County/Santa Clara County border.   More information on the JPA can be found at https://101expresslanes.org/.

Duties may include, but are not limited to, the following:

• Oversee contractors’ operations and management of the San Mateo US 101 express lanes, including but not limited to toll operations, enforcement activities, toll system/roadway maintenance, and incident response.
• Provide direction and develop a collaborative relationship with the consultant support team.
• Establish relationships and direct coordination and collaboration with relevant regional and state agencies as well as other express lanes operators.

• Review and approve program related invoices.
• Stay current with emerging technologies, industry standards, and trends in tolling systems and transportation infrastructure.
• Serve as the primary liaison for SMCEL-JPA-related topics at Regional Toll Operators meetings and the California Toll Operations Committee (in close coordination with TA and C/CAG leadership).
• Coordinate with the TA’s Government and Community Affairs staff on legislative issues at the state and federal level.
• Coordinate timely responses to media inquiries in coordination with JPA Executive Management and the TA’s Communications Division.
• Engage and collaborate with community-based organizations related to the Community Transportation Benefits Program (CTBP).
• Coordinate with the TA’s Communications Division to communicate program goals, benefits, and updates through press releases and marketing campaigns.
• Monitor local, state, and federal regulations related to tolling and express lanes operations and recommend updates to relevant policies to JPA Executive Management to ensure compliance with current standards.
• Work with the SMCEL-JPA general counsel and JPA Executive Management to draft and enforce tolling policies, agreements, and contracts.
• Support SMCEL-JPA representation at regional, statewide and national transportation and tolling organizations.  
• Complete initiatives and activities under the direction of the TA and C/CAG Executive Management.
• Ensure compliance with all applicable policies.

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.

The San Mateo County Attorney's Office is seeking candidates for the 2026 Michael P. Murphy Public Law Fellowship.

In 2014, the County of San Mateo established a Fellowship position in honor of former San Mateo County Counsel Michael P. Murphy. Mr. Murphy served in the County Counsel’s office from 1982 to 2011, the last four years as County Counsel. Vacancies in Bay Area county counsel offices typically attract many qualified applicants and new attorneys are generally not considered for these positions. This Fellowship provides an opportunity for new attorneys to receive training and experience in advising and litigating on behalf of government agencies as they begin their legal careers.

Attorneys in the San Mateo County Attorney’s Office (previously known as the County Counsel’s Office) are generalists. We provide legal advice to County departments, school districts, and special districts; litigate civil cases in State and Federal courts and before administrative agencies; and manage calendar assignments in Dependency, Probate, Lanterman Petris Short Act, and other specialized areas of law. Fellows are given the opportunity to experience a wide range of public sector work, in litigation, public policy, and advice roles. The goal is to provide each Fellow a year in the life of a Deputy County Attorney.

The Housing Authority of the County of San Mateo is pleased to announce its recruitment for the position of Housing Programs Specialist I/II.

The Housing Programs Specialist will perform the variety of tasks required to maintain eligible households in the rental subsidy programs, while observing regulatory and quality assurance requirements and offering an elevated level of customer service.  The person selected for this position will work as part of the Voucher Other team– and will be responsible for determining initial and ongoing eligibility for the various housing programs.

Both levels are characterized by the presence of HUD and HACSM regulations and guidelines from which to make decisions, although the frequent use of tact, discretion, initiative, and independent judgment are required.  The salary range at the Housing Programs Specialist II level is $78,280 - $97,760.

The Housing Authority of the County of San Mateo

With an annual budget of more than $150 million, the Housing Authority of the County of San Mateo (HACSM) is federally funded through the Department of Housing and Urban Development (HUD) and provides housing assistance to low-income families throughout San Mateo County.  In San Mateo County, HACSM is a component unit of the Housing Department of the County of San Mateo but is a separate entity that utilizes different case management and financial reporting systems.  In addition, HACSM has separate payroll and benefits from the County of San Mateo and HACSM employees are not County employees.  

The Housing Authority serves over 4,700 low-income households by providing rental subsidies so that they may rent in privately owned properties in San Mateo County's expensive housing market. Currently, approximately 1,700 property owners participate in the HACSM's programs. By leveraging its Moving-To-Work (MTW) status and collaborating with Housing and Community Development division of the Housing Department, the Housing Authority also provides funding and support in preserving existing and developing new, affordable housing units.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism. 
• Track jail conditions, behavioral health service integration, and reentry programs.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Engage with academic researchers, environmental advocates, housing developers, and regional planning agencies.

Under general supervision, provides a full range of moderately complex technical support to department information systems in two or more of the following general areas: desktop support, production or server support, and/or applications support.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Maintain inventory of addresses, laptops, workstations, servers, and peripheral equipment; prepare decommissioned workstations for surplus pickup and/or storage; order equipment and supplies as required.
• Write user operating instructions for departmental applications and equipment; present training, documentation, and other materials to user groups and individuals.
• Participate in departmental systems planning activities.
• Perform related duties as assigned.

User Support

• Serve as technical resource and primary point of contact for departmental system users; provide desktop and end-user support by remote session, telephone, email or in person, including visits to remote sites.
• Troubleshoot and assist users in solving operational hardware and software application problems; evaluate problem severity and resolve or escalate to appropriate personnel or vendor for resolution.
• Execute tests of new hardware and software, and support beta testing of new fields and screens in the system.
• Set up employee workstations; perform ergonomic evaluations and make equipment adjustments as needed.
• Support the department’s use of audiovisual equipment, including laptops, televisions, and projectors; set up and provide technical support for presentations.
• Assist with the production and editing of multi-media, including recordings, presentations, and videos; set up webcast and video conference meetings; duties include media conversion, editing backup, and storage of analog and digital data.

Desktop Support

• Install, configure, maintain, troubleshoot, and upgrade department computers and peripheral equipment.
• Install shrink-wrapped software on user workstations and provide instructions and training in their use.
• Install and replace internal computer components such as memory, hard drives, sound devices, optical drives, CD-ROM drives, and communications cards.
• Maintains and establishes user profiles for PC deployment.

Production/Server Support

• Assist with the routine installation, configuration, maintenance, troubleshooting, and upgrading of servers, mid-range computers, and related equipment at local and remote sites.
• Perform routine system administration functions according to desktop security policies, which include monitoring and adding applications, users, and devices, modifying user profiles, resetting passwords, and performing file maintenance.
• Monitor departmental equipment and systems; review daily problem reports and determine system technical problems.

Application Support

• Perform routine data entry and database maintenance, which includes entering or uploading data to databases, maintaining tables, and developing queries.
• Produce and distribute standard, recurring reports for others to use.
• Execute transfer of large, confidential files between systems.
• Assist with routine web development functions, entering or uploading internet content, updating routine or standard content, applying graphic features, and/or revising vignettes/HTML pages.
