The Santa Clara County Housing Authority (SCCHA) is the county’s largest provider of affordable housing, helping make rental housing safe and affordable for approximately 20,000 low-income households. 

How You Will Make an Impact: 

The Santa Clara County Housing Authority (SCCHA) is seeking a Risk Analyst to join our highly collaborative and dedicated team in advancing the Housing Authority’s risk management and insurance programs. We strive to create an environment where all team members can contribute to growth and innovation. 

The Risk Analyst will have the opportunity to expand their expertise in risk management, insurance programs, and property mitigation. They will also gain experience in policy development, analytical research, and strategic planning, providing a comprehensive approach to risk management. The Risk Analyst will evaluate, design, and coordinate SCCHA’s risk management efforts, including insurance programs, property and construction risk, and claims management programs. They will help evaluate, manage, and mitigate risks across all agency functions and departments, including physical property and residential real estate, information technology, human resources, capital improvement, and new construction projects. 

In the first year, the Risk Analyst will improve claims/incident report protocols, evaluate and enhance SCCHA’s existing risk management and insurance programs, including researching insurance options in the face of rising insurance costs, and administer SCCHA’s insurance policies and manage insurance-related claims and negotiations.

Any equivalent combination of education and/or experience likely to provide the required core competencies may be considered. A typical combination that is qualifying may include:  

• A bachelor’s degree from an accredited four-year college or university in a related field with a major coursework in risk management, business or public administration or a closely related field; and 

• Three (3) years of increasingly responsible professional experience analyzing, administering, and managing property and casualty liability, risk, and loss control, or closely related insurance activities. 

• Certification as an Associate of Risk Management (ARM) or proof of working towards such certification is highly desirable.

The Policy Advisor for Health and Human Services Agency (HHSA) leads on all matters related to the County’s social services, public health, behavioral health, and child and senior welfare programs. This individual tracks policies, advocates for equitable investments in District 1, and helps design board actions that enhance public health, general welfare, and access to medical care and social support systems. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze HHSA initiatives and county programs related to the safety net, public health, behavioral health, homeless service, housing development, child welfare, and services for seniors and people with disabilities.
• Draft policy memos, board letters, and recommendations to address systemic inequities.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Serve as a liaison to County departments, community-based organizations, and health justice advocates.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Coordinate with the Director of Community Engagement to elevate on-the-ground feedback.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Track state and federal funding streams relevant to HHSA priorities.

The Policy Advisor for Public Safety is responsible for tracking and shaping policies related to law enforcement, emergency response services, probation, juvenile justice, and criminal justice reform. The Advisor works to ensure that public safety systems in District 1 are rehabilitative, transparent, equitable, and aligned with community needs. This position reports to the Director of Policy. 

Key Responsibilities:

• Monitor board items and legislative actions related to the Sheriff’s Department, Probation, District Attorney, and emergency response.
• Draft board letters, amendments, talking points, and constituent updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders
• Serve as liaison with community safety coalitions, violence prevention groups, and first responders.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Develop strategies that promote rehabilitation, accountability, de-escalation, diversion programs and reduce recidivism. 
• Track jail conditions, behavioral health service integration, and reentry programs.

The Policy Advisor for Land Use and Environment Group (LUEG) leads the Supervisor’s agenda in areas including the Tijuana River sewage crisis, environmental policy, transportation, housing, climate adaptation, agriculture, and regional planning. This person plays a key role in the Supervisor’s priorities for equitable development and environmental justice. This position reports to the Director of Policy.

Key Responsibilities:

• Analyze and advise on policies related to planning, permitting, housing sustainability, and transportation.
• Draft policy proposals, board letters, environmental reviews, and public updates.
• Draft talking points and speeches that communicate the elected’s policies, priorities, and vision to constituents, stakeholders, and community leaders.
• Monitor the County’s Climate Action Plan, general plan amendments, and mobility investments.
• Conduct research and communicate policy ideas in support of the elected’s legislative agenda.
• Provide support to the elected at community events coordinating scheduling, logistics, and constituent engagement.
• Engage with academic researchers, environmental advocates, housing developers, and regional planning agencies.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Multimedia Designer is responsible for shaping the visual identity and public-facing content of the Office of Supervisor Paloma Aguirre. This creative role includes capturing and producing photos and videos, managing graphic design, and overseeing the visual design and functionality of the Supervisor’s website and digital communications. Key Responsibilities:

• Plan, capture, and edit photography and video content for events, announcements, and social media.
• Design flyers, infographics, reports, and branded materials for public distribution.
• Maintain and update the website's visual layout, graphic assets, and visual consistency.

This position is responsible for developing and executing written content for social media, newsletters, speeches, digital platforms, press releases, and official statements. The Digital Media Manager ensures consistent voice, tone, and message alignment across all platforms and works closely with the Media Content Producer to deliver cohesive digital storytelling. This position reports to the Director of Communications. 

Key Responsibilities:

• Draft, edit, and publish content for newsletters, social media, and the official website.
• Write press releases, talking points, public statements, and speeches.
• Develop and maintain a content calendar in alignment with office goals and public engagement efforts.
• Support rapid response communications during high-profile or crisis events.
• Collaborate with the Media Content Producer to pair visual and written content effectively.
• Track analytics on digital engagement to track performance and adjust content strategies accordingly.
• Ensure all written content reflects the values and voice of the Supervisor.

The Position:

The Senior Inspector is a supervisory classification responsible for performing the more complex building, electrical, plumbing, and mechanical inspections and supervising and coordinating the work of less experienced inspectors and support staff. Depending on the area of expertise, each Senior Inspector may be assigned to one or more of the following Programs or specialties: Building, Electrical, Plumbing, Mechanical, Permit Center, and Code Enforcement. An incumbent in this classification is expected to perform as an expert and exercises considerable independent judgment in the performance of duties. This classification is distinguished from the Inspection Manager in that the latter is a management classification responsible for planning, directing, coordinating field inspections and technology projects of the Building Inspection Division in the Planning and Inspection.

Minimum Education Requirements:

Graduation from high school or possession of a G.E.D.

Five (5) years of experience as a journey person in the building construction or related trades

Three (3) years of experience as a Combination Inspector in a city or county inspection jurisdiction

OR

Possession of a State of California license as a general (B-l) or electrical (C-10) or plumbing (C-36) or heating, ventilating, air conditioning (C-20) contractor for a minimum of two (2) years

License/Certifications:

Possession of a valid California Class C driver's license is required.

POSITIONS

The City of Santa Clara is recruiting for several vacant positions Citywide.

City Manager’s Office– 2 positions

The City Manager's Office is responsible for providing strategic direction and support to all City departments for day-to-day operations and planning, as well as support to the City Council with its policy making. The City Manager’s Office also operates as the Executive Director’s Office of the Santa Clara Stadium Authority (Stadium Authority), a joint powers agency that owns Levi’s Stadium, which is leased to the San Francisco Forty Niners for NFL Events. The Stadium Authority also contracts with the Forty Niners Stadium Management Company (Stadium Manager) for management of Non-NFL Events and facility operations at Levi’s Stadium. 

The City Manager’s Office/Executive Director’s Office is seeking two (2) motivated and experienced Management Analysts who will support budget development and management, procurement, contract administration, Public Records Act requests, and grant administration. 

 

Key responsibilities may include preparing and managing the Executive Director’s Office budget for the annual Stadium Authority Operating, Debt Service, and Capital Budget; supporting with tracking and payment of Stadium Authority Capital Expenditure (CapEx) projects; processing Public Records Act requests; assisting with Stadium Authority’s Procurement Policy Ordinance updates; implementing procurement processes; reviewing procurement requests and documentation for compliance with applicable agreements, laws, and policies; drafting reports and agenda items to the City Council/Stadium Authority Board including approval of service and public work agreements and note and file compliance reports; tracking and maintaining contract records in applicable records systems/platforms in accordance with public records laws and records retention policies; assisting with records retention updates; supporting the City’s Community Grant Program; serving as a staff liaison to community organizations; and providing various administrative support such as routing agreements and invoices for approval. The Management Analysts may also provide meeting support and work on special projects as assigned.

 

Ideal candidates for the Management Analyst positions will have the following:

Community Development Department - Housing & Community Services Division (2 positions)

The Community Services Grants Management Analyst will oversee the administration of the City's federal HUD Community Development Block Grant (CDBG), HOME, and HOME ARP grant programs. Over the next five years, the City will administer over $6M in federal funds in support of housing counseling, senior services, landlord/tenant mediation, homelessness prevention, meal delivery, legal assistance, independent living assistance, and other critical services. These funds also support capital projects that renovate and repair single family homes, multifamily affordable housing, and public facilities. Santa Clara directly administers a revolving home rehabilitation loan program and oversees a Tenant Based Rental Assistance Program. The primary duties for this position include managing a small team, serving as the City’s liaison to the Regional HUD representative, staying current on applicable federal rules and regulations, preparation of the HUD Five Year Consolidated Plan, Annual Action Plans and HUD Consolidated Annual Performance and Evaluation Reports (CAPER),  preparing written and visual reports, administering competitive procurements, budgeting, managing contracts, managing funding allocations through the HUD IDIS system, monitoring and working with sub-recipients to ensure compliance, preparing funding draws, ensuring timely expenditures, conducting basic environmental reviews, and maintaining current policies and procedures. The ideal candidate is a skilled project manager who communicates clearly, collaborates with ease, is comfortable working with numbers and detailed spreadsheets, is able to adapt to changing HUD regulations, who is passionate about helping low-income communities thrive, is able to utilize resources from the County and State, and is able to complete reports, analysis and research for City Council and the Department.  The ideal candidate is able to work collaboratively with internal and external team members, be a solution-oriented team member, and able to build and grow a team. 

The Homelessness Response Management Analyst (HRMA) is a new position approved by the City Council that will support the implementation of the City’s Plan to Reduce Homelessness and Its Impacts and lead specific work items within the plan. The HRMA will help forge ongoing partnerships with local and regional nonprofit, government, faith-based, private sector, volunteer, and other groups that are working to provide innovative and effective solutions to homelessness. The HRMA will manage several programs and their related contract(s), evaluate and seek ways to improve or leverage the City’s programs, conduct research and policy analysis, prepare reports for the City Council and/or public, respond to and route inquiries, analyze data and review performance measures, identify potential funding sources, plan resource pop-up events, organize volunteers for the biennial point in time count, maintain access to the County’s Homeless Management Information System (HMIS) client database, and help develop focused solutions for chronically unhoused residents. The ideal candidate will be a compassionate and effective project manager who has experience with coordinating or managing a comprehensive work plan and is comfortable working with a wide variety of stakeholders including people experiencing homelessness. The HRMA will work in the Community Development Department reporting to the Housing & Community Services Division Manager and will work closely with the City Manager’s Office, several public facing departments, and the City’s contracted mobile case management team.

Electric Department (Silicon Valley Power)

The Electric Department is seeking a Management Analyst for its Compliance Division. This position will support the administrative activities of the Compliance Management Team (RFP management, budget preparation, contracts processing, policy and procedure development and maintenance), lead administrative projects, and help drive SVP’s NERC, Environmental, and Safety Compliance programs. 

Ideally, candidates will have prior experience working in cross-functional utility teams, utility operations or utility compliance, and will have a demonstrated aptitude for grasping, conveying, and applying technical information related to electric systems as well as interpreting regulations. Experience managing MS SharePoint is highly desirable.

Responsibilities include, but are not limited to, the following: 

•Maintains awareness of changes to regulations by reviewing regulatory updates, attending compliance conferences (local and regional), meetings, and calls, and reports back potential impacts to the organization.

•Benchmarks compliance program against other utility best practices and recommends/implements improvements

•Develops and manages internal controls

•Ensures program documents, training materials and platforms, and internal SharePoint sites are maintained and organized

•Works with Manager(s) to develop compliance program structure and build SharePoint sites for specific areas of compliance

•Manages compliance program contracts with CAISO, PG&E, or other entities; also assists with RFPs for compliance consultants

Fire Department – 2 positions

The Fire Department is currently recruiting for two Management Analyst positions to support the Fire Administrative Division and the Community Risk Reduction Division (CRRD). 

The Administrative Division provides essential administrative, fiscal, and human resources support while ensuring alignment with City-wide initiatives. The Management Analyst assigned to this division will analyze departmental procedures, policies, and data to develop recommendations that enhance performance, manage costs, and improve service delivery across the entire department.

The CRRD includes Fire Development Services, Fire Non-Development Services, the Certified Unified Program Agency (CUPA), Fire Education, and Fire Investigation. Its mission is to protect life, property, and the environment through education, engineering, enforcement, economic incentives, empowerment, and emergency response. The Management Analyst supporting CRRD will perform similar analyses focused on optimizing its unique programs and services. Both positions will collaborate closely with division leadership, staff, and other City departments to assess programs, develop and manage budgets, uphold regulatory standards and internal policies, and prepare clear, data-driven reports and recommendations.
