BHRS Adult and Older Adult Outpatient Services is committed to serving residents of San Mateo County aged 18 years and older who are grappling with severe functional impairments due to serious mental illness and/or multiple co-occurring disorders. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a responsible, innovative leader and skilled clinician for the position of Supervising Mental Health Clinician - East Palo Alto Services. This Supervising Mental Health Clinician will supervise and coordinate the work of mental health professionals and interns in the East Palo Alto and East Menlo Park geographic area in San Mateo County. This position works closely with community members and community providers to develop and sustain programming that is culturally and community responsive.

This position will participate in program administration, planning and evaluation. The Supervising Mental Health Clinician supervises and guides the clinical team who provides services to seriously emotionally disturbed youth and their families, and seriously mentally ill adults. Services provided include: medication assessment and management; individual, group and family therapy; psychological assessment; case management; rehabilitation services; and crisis intervention.

The current vacancy is in the East Palo Alto Community Counseling Center, located in East Palo Alto but will travel throughout San Mateo County for client visits, trainings and meetings.

The East Palo Alto Community Counseling Center offers a unique setting to provide services to a diverse population in a community-oriented clinic.

This position supervises a multidisciplinary team that provides clinical outpatient services to adults and children and their families. The team may include psychiatrists, psychologists, psychiatric nurses and social workers and marriage and family therapists. The clinical teams also include master and doctoral level interns and psychiatric residents. In providing clinical services team members also relate to peer counselors and parent partners.

The ideal candidate will possess:

• Knowledge of system of care principles and general services.
• Knowledge of program management techniques and practices.
• Demonstrated expertise and skill in clinical work with adults with serious mental illnesses and youth with serious emotional disturbances; and clients with co-occurring disorders.
• Experience working with clients of diverse cultures and backgrounds and with underserved and/or isolated communities.
• Knowledge of evidence-based clinical practice modalities, e.g. Trauma Informed Cognitive Behavior Therapy, Motivational Interviewing and Solution Focused Brief Treatment.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong clinical assessment, diagnostic and evaluation skills.
• Strong supervisory/leadership skills which demonstrate an ability to direct and motivate a multi-disciplinary team.
• Experience guiding or supervising others during a systemic or programmatic change process.
• Collaborative skills and the ability to establish and maintain productive working relationships with consumers, families, professionals and the public; including collaborative community engagement to plan and implement needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information.
• Fluency in Spanish and English is preferred.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Education: A Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling.

Experience: Two years of professional post-graduate experience in a mental health setting.

Licensure/Certification:

• Possession of a California license in at least one of the following: Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage and Family Therapist.

The Essentials 

• Three years increasingly responsible building inspection experience supplemented by journey level construction trade experience.

What You'll Do

The Public Authority for In-Home Supportive Services (IHSS) is seeking well-qualified individuals for the position of Public Authority Registry Social Worker II/III with fluency in Mandarin or Cantonese. There is one vacancy in the Public Authority. The current vacancy would be responsible for supporting IHSS consumers who do not have caregiver resources, in hiring a homecare provider from the Public Authority Registry and helping the client and provider establish a successful working relationship. The position is located in San Mateo, CA, but will require travel throughout the County to perform duties of the positions.

NOTE: The Public Authority Registry Social Worker II/III is not a County position; the Public Authority unit reports to the San Mateo County Director of Aging and Adult Services.

PUBLIC AUTHORITY

The Public Authority serves as the employer of record for IHSS homecare workers, with the IHSS consumer retaining the right to hire, fire and train their worker. The Public Authority's responsibilities include operating a Registry that recruits, screens and refers potential homecare providers to IHSS consumers needing personal assistance in their home; screening the backgrounds of IHSS providers in accordance with IHSS policies and regulations; providing training opportunities to IHSS providers to enhance their skills in serving IHSS consumers; and offering support and assistance to Registry consumers and providers to ensure the employer-employee relationship between the Registry consumer and provider are functioning well. The IHSS consumer is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive. Consumers who do not have caregiver resources, may choose to hire a caregiver from the Public Authority Registry. The Public Authority Social Worker will assist those recipients with the hiring of a Public Authority Registry worker and help them to manage their role as the employer.

• Conduct home visits to support consumers' hiring needs.

These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

The Behavioral Health and Recovery Services Division uses evidence-based treatment approaches in our system of care services, while seeking continuing improvement and development in the areas of cultural competence, integrated services for individuals with co-occurring mental health and substance use problems, and supportive housing. Our achievements reflect the work of dedicated staff as well as the valuable input of behavioral health system partners--criminal justice and human services agencies, private providers and contract agencies, Mental Health and Substance Abuse Commission members, families, and consumers.
 
The ideal candidate is Board Certified in Adult Psychiatry and has at least three years of experience supervising psychiatrists and/or psychiatry residents, as well as a keen interest in and knowledge of policy and planning on behavioral health issues and organizational and clinical performance measurements. Knowledge of substance abuse treatment and MAT, including board certification in Addiction Medicine/Psychiatry is strongly preferred.

Examples Of Duties

Duties may include, but are not limited to, the following:

• Leadership in fostering integrated care for clients with serious mental illness and primary care conditions;
• Psychiatric services for an adult behavioral health clinic including substance use services;
• Program planning for and teaching, mentoring, and supervision of adult psychiatric residents;
• Quality Improvement activities including reviews of hospital admissions and review of research proposals;
• Provide consultation, review and guidance to other physicians in the evaluation and treatment of adults;
• Member of the BHRS Pharmacy and Therapeutics Committee and support the Pharmacy Services;
• Member of the BHRS Medical Chiefs Leadership Group;
• Member of the Residency Training Committee and its selection and evaluation process;
• Regular meetings with the BHRS Medical Director;
• Help review grievances that come to BHRS regarding the Interface Primary Care Team;
• Review and approve timecards for supervisees;
• Organize and coordinate clinical coverage;
• Organize and facilitate monthly meetings and individual supervision, performance evaluation, and appraisals;
• Review and approve educational and professional expenses prior to submission to BHRS Medical Director; and

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Completion of a residency program and three years of experience in Adult Psychiatry.

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

Knowledge of:

• Health care management practices and principles including revenue retrieval.
• Current developments, trends and research in a medical specialty.
• Principles and practices of supervision.
• Development of medical policies, procedures and protocols.
• Preparation of comprehensive reports and other correspondence.
• Pharmacology and psychopharmacology including laws regarding informed consent, dosage ranges, drug incompatibilities, and side effects.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. In this exciting opportunity you will play a crucial role in designing, implementing, and optimizing water treatment processes and help develop sustainable practices that ensure clean, safe water for our community. Your expertise will help us enhance our wastewater systems, improve potable water quality, and expand our recycled water initiatives. 

The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. The SCRWA plant has won multiple awards at both the regional and state levels, and is undergoing expansion from 8.5 MGD to 11 MGD capacity. Tasks include permitting, reporting, planning, coordinating, and directing the design, investigation, development, operation, and construction of a wide variety of civil and environmental engineering wastewater projects. Assignments may also relate to wastewater collection, recycled water, and potable water. The Incumbent will need to work effectively with the Senior Environmental Engineer, staff from the cities of Gilroy and Morgan Hill, Santa Clara Valley Water District, the Regional Water Quality Control Board, SCRWA legal counsel, and the general public.
