The Superior Court of California, County of Alameda is accepting applications for the position of Legal Processing Assistant - Probationary. Under general supervision, the Legal Processing Assistant Probationary receives, examines, prepares, files, processes and maintains a variety of legal documents; assists the public in person and over the telephone; verifies, enters, and retrieves information from automated and manual record keeping systems; and performs other related duties as assigned.

This is the entry-level class in the Legal Processing Assistant series. Assignments are rotated and employees must demonstrate proficiency in more than one activity (files, data input, public counter, new filings, etc.) of the court prior to progression to the next level of Legal Processing Assistant. Legal Processing Assistants are distinguished from courtroom clerks in that the latter perform clerical activities exclusively within a courtroom setting.

A new eligibility list will be established to fill Legal Processing Assistant – Probationary vacancies at various court locations. Legal Processing Assistants may be assigned or reassigned to various locations within the County and work between the hours of 8:00 a.m. to 6:00 p.m., as determined by the business needs of the Court.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.

The City of San Rafael Sanitation District's mission is to protect the public health and the environment through proactively planning and operating a fiscally responsible and safe wastewater collection system.  Our crew of eight maintains 32 pump stations, 13 miles of force main, and clean 132 miles of sewer pipelines.  This collection and transportation system then delivers wastewater for treatment to the Central Marin Sanitation Agency.  

THE POSITION:

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects. 

EXAMPLES OF DUTIES

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
• Attend Development Review Committee meetings on designated entitlement projects and present and coordinate Engineering issues with other City departments.

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.
•  Answer calls for the protection of life and property, and the enforcement of city, county, and state laws.
• Conduct both preliminary and follow-up investigations of disturbances, prowlers, burglaries, thefts, hold-ups, vehicle accidents, death, and other criminal incidents.
• Patrol the City and respond to calls related to traffic incidents and any other required emergencies.
• Observe, monitor, and control routine and unusual traffic conditions.
• Assist and advise motorists and enforce traffic safety laws.
• Make arrests as necessary.
• Interview victims, complainants, and witnesses.
• Interrogate suspects; gather and preserve evidence.

• Provide customer service and respond to general inquiries regarding Human Resources operations from the community, employees, and job applicants.
• Process employment transactions, enter data into the human resources database, and prepare documents for the bi-monthly payroll.
• Establish, update, and maintain departmental records, files, and databases, while preserving confidentiality.
• Maintain personnel files, contract and vendor files, and assist with records management and retention.
• Assist with the coordination of recruitments.
• Maintain the Human Resources general voicemail, inboxes, and Outlook calendars. 
• Update Employee website and general HR webpage.
• Assist with the coordination of Human Resources events.

• Will play a key role in the implementation and roll-out of a new Human Resources Information System (HRIS) to digitize and streamline full employment life cycle processes.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: 

• Two Years of general office experience involving extensive customer service. 
• Equivalent to the completion of the twelfth grade.
• Completion of some college level coursework or certification is desired.

Desirable qualifications:

• Prior experience in a local government agency.
• Prior human resources experience in the areas of employment transaction processing, recruiting, or benefits administration.
