As a Victim Advocate working in the criminal justice system, you will have an exceptional opportunity to make a positive impact in the community.
   
The District Attorney's Office Victim Services Division assists victims of crimes and/or their families in dealing with the financial and emotional aftermath of crime. Under general supervision, the incumbent will:

• Provide all mandatory and optional services per CA PC 13835.5, including assessing and coordinating the needs of crime victim/witnesses.
• Inform, update, and support victims/witnesses throughout the criminal justice process.
• Assist victims/witnesses with requesting criminal restitution; provide public presentations to a variety of audiences on victim related topics.

Victim Advocate I ($35.74-$44.64/hr.) is the first level classification in the series. Initially under close supervision, incumbents learn the duties associated with the position and the client population served. Incumbents receive on-the-job, State-mandated, and other victim advocacy trainings. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with II-level and incumbents may advance to the higher level after meeting the qualifications of the higher-level class.
   
Victim Advocate II ($42.16-$52.72/hr.) is advanced journey-level classification and incumbents perform advanced victim/witness advocacy work. Employees in this class have completed the State-mandated course requirements for entry-level and have performed victim advocacy work for a total of three years.
   
In addition to possessing a bachelor’s degree with a major in criminal justice, social welfare, behavioral science, or a related field, the ideal candidate for this position will have the following essential experience, demonstrated knowledge, skills, and/or abilities:

• Criminal law, sentencing structure and restitution.
• Victim's rights, crisis intervention techniques and trauma informed care principles.
• Mandated reporting laws and confidentiality laws.
• Basic principles and practices of case management.
• Write clear, concise, and comprehensive case notes and reports.
• Maintain accurate statistical data records.
• Speak, read, and write fluently in Spanish. (Desired, but not required)

There are currently two vacancies in the District Attorney's Office Victim Services Division. As needed, Victim Advocates may be required to perform work offsite or in our branch offices in San Mateo and South San Francisco.

Examples Of Duties

 

Duties may include, but are not limited to, the following:

• Respond to inquiries and requests from victims and witnesses of crime.
• Conduct interviews with victims and witnesses of crime to assess needs and promptly take appropriate action.
• Provide crisis intervention, follow-up counseling, and emotional support.
• Arrange for emergency assistance.
• Refer victims to counseling resources and other support groups.
• Provide assistance to victims applying for victim compensation.
• Provide information about the criminal justice processes.
• Provide information to victims about the status or disposition of the criminal case in which they are involved.
• Establish and maintain collaborative relationships with prosecuting attorneys, law enforcement, and other community-based agencies.
• Provide court accompaniment and assist victims in the preparation of victim impact statements.
• Provide assistance with the submission of documents for restitution and provide information regarding collecting restitution.
• Maintain accurate daily statistics of activities and services.
• Prepare correspondence and other reports as required.
• Provide informational presentations to criminal justice agencies, victim services organizations, and the public on victim related topics.
• May be called to respond in the field in the event of a community crisis.
• Perform other duties as assigned.

 

Qualifications

 

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge and skills is qualifying.
   
 A typical way to qualify for:

• District Attorney Victim Advocate I – A bachelor's degree from an accredited college or university with a major in social welfare, behavioral science, or a related field and two years of experience in providing community services of an emergency, remedial, and/or educational nature to victimized and/or disadvantaged individuals.
• District Attorney Victim Advocate II – Three years of experience as a victim/witness advocate in the District Attorney's Office is required.
   

License: This position requires possession of a class C California driver license or equivalent.

This position performs a variety of paraprofessional technical and customer service functions supporting the Building Division. The Management Analyst (MA) will assist in the oversight of SMC EM program budgets, ensuring financial efficiency and policy compliance, with responsibilities including revenue projections, cash flow analyses, cost containment, grant disbursement, and managing annual and mid-cycle budgets. This role, which is primarily fiscal-related with 10-20% dedicated to grants, includes preparing budget estimates, evaluating revenue and expenditure budgets, resolving cross-departmental fiscal issues, reviewing budget submittals for accuracy, and assisting with funding challenges.

 

Working under general supervision, incumbents perform analytical and technical work within the department. At this level, the impact of decisions is moderate to significant, with work typically involving interpreting, explaining, gathering, and analyzing financial information.

 

Additionally, the MA will plan and administer SMC EM programs, conduct analytical studies, prepare reports, and ensure compliance with regulatory requirements. The selected candidate will track and monitor the adopted budget and prepare periodic budget reviews for submission to County departments, administration, and boards and commissions, such as the Emergency Services Council (ESC).

This is a limited term position.  Limited term positions are full-time, fully benefited, temporary positions. • Experience: At least five years of fiscal administrative experience.

The Office of the Assessor - County Clerk - Recorder and Chief Elections Officer is currently seeking qualified candidates for the position of GIS Analyst II/III to work in the Appraisal Services division of the Office.

 The GIS Analyst II/III will be responsible for:

• Creating and maintaining Assessor's maps and GIS parcel layers.
• Locating deeds.
• Maintaining and updating legal descriptions, situs addresses, parcel sizes, and Tax Rate Areas.
• Supporting departmental and countywide GIS related projects.
• Providing related services and support to internal staff, property owners, businesses, and other government agencies.

GIS Analyst II is the journey level class in this series and incumbents at this level are expected to perform skilled GIS and research work in the preparation, maintenance, and amendment of a variety of maps and/or engineering drawings. The GIS Analyst II applies fundamental concepts, practices, and procedures to complete assignments. Assignments at this level are subject to technical review and are of varying difficulty but incumbents are expected to demonstrate some level of independence in completing assignments and in interpreting moderately complex issues. The annual salary range is: $108,784.00-$136,094.40.
  
GIS Analyst III is the advanced level in the series performing more complex GIS assignments requiring more analysis and problem solving or the lead level in the series, providing lead direction over a team of technical, professional, and/or clerical staff while performing specialized, highly skilled GIS work. Incumbents have the highest level of expertise in geospatial analysis, application development, designing and administering spatial databases, and can resolve the most complex GIS problems. The GIS Analyst III position will also work closely with the Information Services Department. The GIS Analyst III is further distinguished from the GIS Manager for the latter's ongoing first line manager responsibilities. The annual salary range is: $126,921.60-$158,662.40

 

Examples Of Duties

 

Duties may include, but are not limited to, the following:

• Prepare Assessor's parcel maps that accurately delineate feature locations and boundaries utilizing Esri parcel fabric.
• Process standard parcel updates and deed locates; calculate distances, ties, angles, areas, station traverses, closures, acreage, and square footage of buildings; and draft a wide variety of maps, or engineering drawings.
• Compute acreage, plot land descriptions to accurate scale, and interpret and write legal descriptions of properties.

• Digitize drawings and enter them into the GIS database.

• Compile, integrate, and analyze data from a variety of sources, including aerial photography, terrain, topographic, hydrologic, and time-sequenced event data to provide a concise visual representation of a complex idea.

• Develop and implement quality assurance (QA) and quality control (QC) processes to ensure GIS data accuracy and integrity.

Qualifications

Knowledge of:

• Principles and concepts of computerized mapping systems and spatial analysis techniques and concepts.

• A background in planning, land surveying, engineering, computer science, geography or a closely related field; and
• Demonstrated experience working with GIS software, GIS automated mapping and drafting, cartography tools including project design, coordination and operation.

 At least two years of relevant experience is required at the II level, and three or more years of relevant experience is needed to qualify for the III level.

Analyst: Sarah Huynh - 02112026 – (GIS Analyst II/III – V059/V060)

 

San Mateo County Health is seeking two experienced and dynamic professionals to serve as Mental Health Program Specialists within the Behavioral Health and Recovery Services (BHRS) division, supporting implementation of the Behavioral Health Services Act (BHSA) and advancing system-wide transformation efforts.

 

These full-time, permanent positions will play key roles in strengthening behavioral health infrastructure, ensuring regulatory alignment, optimizing Medi-Cal revenue systems, and advancing integrated, evidence-based, whole-person care across BHRS.

San Mateo County Health’s Behavioral Health and Recovery Services Division (BHRS) is excited to launch a new and innovative role supporting individuals newly eligible for services under Senate Bill (SB) 43.  This position is part of a brand-new team created specifically to serve a historically underserved population, expanding access to care for individuals with severe mental illness (SMI) and/or severe substance use disordered (SUD). 

This role offers a unique opportunity to help shape how SB43 is implemented locally, from building systems and partnerships to developing policies, procedures and outcome measures that will define success for this pilot program and beyond. 

The SB43 Program Specialist will work collaboratively with the Facilities Utilization Management, Collaborative Care teams and partners across San Mateo County Health, including Aging and Disability Services, San Mateo Medical Center and regional hospitals and licensed facilities. This position requires strong clinical judgement, systems thinking and the ability to build trust across disciplines and organizations.

About SB43

Senate Bill (SB) 43 expands the definition of Grave Disability, one of the criteria used to place individuals on involuntary holds. 

Under SB43:

• Severe substance use disorder is added as a qualifying condition.
• Inability to provide for personal safety or necessary medical care is included as a criterion.

• Individuals may be considered gravely disabled when a mental health disorder and/or severe substance use disorder prevents them from meeting basic survival needs, such as maintaining housing or adequate nutrition. 

This legislation enables earlier intervention and expanded pathways to care for individuals who previously fell outside the system, requiring counties to build new processes, partnerships and clinical approaches to serve this population effectively and compassionately. 

Key Responsibilities 

The SB43 Program Specialist may be responsible for, but not limited to, the following: 

Clinical Care & Coordination

• Conduct regular visits to in-county and out-of-county (OOC) facilities to review cases and assess appropriate Level of Care (LOC)
• Meet with facility staff and clients to support engagement, transitions and treatment planning

The Position: Learning Facilitators will be responsible for leading high-quality and connected learning experiences with children and collaborating with the other staff in a classroom environment for the Big Lift Summer Program. Inspiring Summers Camps: The camps serve children reading below grade level in areas where the majority of youth qualify for free or reduced lunch. Staff working intensively with enrolled youth will have the opportunity to make our community a stronger, healthier, and more equitable place. These summer learning experiences are a critical part of San Mateo County's strategy to dramatically reduce the number of youth who cannot read on grade level, a problem that disproportionately affects youth of color and socioeconomically disadvantaged youth. Location: Big Lift Inspiring Summer Learning Facilitators will be assigned to work at one of eight camps with children who will be entering kindergarten, first, second, or third grade in the Fall. The camps are located in Daly City, Half Moon Bay, Millbrae, Pacifica, Pescadero, San Bruno, and South San Francisco.
 
Schedule: This 6 to 7-week internship will begin with 8 days of required training and will then continue with a 4 to 5-week assignment in one of our learning camps. The camp assignment will either be part-time (20-28 hours per week, 4-5 hours per day Monday-Thursday and all day on Friday) or full-time (35-40 hours per week, 7-8 hours per day Monday-Friday).

• Coordinate program activities with BHRS clinics, Family Health systems, private providers, schools, state institutions, and community agencies
• Establish and maintain program procedures consistent with federal, state, and local regulations
• Participate in program planning, policy implementation, and evaluation
• Represent the Prenatal to Three Team in collaborative meetings with Public Health Nurses, Community Workers, Psychiatrists, and other providers
• Provide consultation to community agencies regarding infant and early childhood mental health services

The current vacancy is in the Prenatal to Three Unit, located in San Mateo. This position may travel throughout the county to attend meetings or perform other duties of the position.

What You’ll Bring:

• At least two years of post-licensure experience providing direct clinical care to youth and families.
• Experience working with children ages 0-5 and pregnant or postpartum women, providing parent-child psychotherapy. 
• Experience conducting mental health assessments of infants, children under the age of five and adults. 
• Knowledge of infant and child development, attachment, and trauma-informed care.
• At least one year of home-visiting experience.
• Training or certification in one or more of the following:
  • Trauma-Focused Cognitive Behavioral Therapy (TF-CBT)
  • Child Parent Psychotherapy (CPP)
  • Parent-Child Interaction Therapy (PCIT)
  • Eye Movement Desensitization and Reprocessing (EMDR)
  • Neurosequential Model of Therapeutics (NMT)
  • Child Trauma Institute (CTI)

  • Harris Early Childhood Mental Health Program

• At least one year of supervisory or clinical coordination experience
• Bilingual proficiency in Spanish and English.

• Monitor and consult with contract providers to ensure compliance and resolve service delivery issues

Qualifications

Licensure/Certification:
 California license as one of the following: 1) Clinical Social Worker; 2) Marriage and Family Therapist; or 3) Clinical Psychologist
  
Education and Experience:  
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

• Three years of experience as a Mental Health professional.

Knowledge of:

• Principles, techniques and practices of program management and delivery.
• Principles and practices of employee supervision and training.
• Applicable federal, state and local laws and regulations and County policies and guidelines.
• Individual, group and family psychodynamics.
• Psychological diagnostic methods and terminology.
• Current principles and practices of psychiatric casework.
• Human and health services systems in the County, including private agencies and other community resources.
• Various methods used in individual and group therapies such as role playing, play, art, milieu and group.
• Methods and techniques used in mental health education.

 

 Skill/Ability to:

• Plan, assign, supervise, review and evaluate the work of interdisciplinary subordinates.
• Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
• Analyze, interpret and apply various regulations, requirements and/or clinical approaches.
• Prepare grant proposals and written reports.
• Set realistic treatment goals and facilitate their attainment.
• Evaluate patients/clients’ degree of mental disability or emotional distress.
• Communicate effectively in writing and orally and make public presentations as needed.
• Establish and maintain effective and cooperative relationships with those contacted in the course of the work.
• Exercise sound independent judgment within general policy and regulatory guidelines.
