DEFINITION
Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the Administrative Services Department, including Human Resources, Clerk of the Board and Risk Management; formulates departmental policies, goals, and directives; coordinates assigned activities with officials and outside agencies; fosters cooperative working relationships among Agency departments and with intergovernmental, regulatory agencies, and various public and private groups; provides highly responsible and complex professional assistance to the General Manager in coordinating and directing Agency-wide departmental activities and operations and in executing the long-term vision for the Agency; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the General Manager. Exercises supervision over management, supervisory, professional, technical, and administrative support staff through subordinate levels of supervision. 

CLASS CHARACTERISTICS
This is a department director classification that oversees, directs, and participates in all activities of the Administrative Services Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the General Manager in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, Agency functions and activities, including the role of the Board of Directors and the ability to develop, oversee, and implement projects and programs in a variety of areas. Responsibilities include coordinating the activities of the department with those of other departments and outside agencies and managing and overseeing the complex and varied functions of the department. The incumbent is accountable for accomplishing departmental planning and operational goals and objectives, and for furthering the Agency’s mission, goals, and objectives within general policy guidelines.

Under general supervision (Hydrologist I) to direction (Hydrologist II) performs collection and analysis of hydrologic and meteorological data in support of the Agency’s mission to provide reliable water supply for irrigation, groundwater management, flood control, and power generation; ensures minimum flow requirements to maintain water rights; and performs related duties, as assigned.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision (Hydrologist I) to direction (Hydrologist II) from the assigned supervisory or management personnel. Exercises no direct supervision over staff. 

CLASS CHARACTERISTICS

Hydrologist I: This is the entry-level classification in the Hydrologist series. Initially under close supervision, incumbents learn and perform routine hydrologic data collection, while learning Agency policies and procedures. As experience is gained, assignments become more varied, complex, and difficult; close supervision and frequent review of work lessen as an incumbent demonstrates skill to perform the work independently. Positions at this level usually perform most of the duties required of the positions at the Hydrologist II-level but are not expected to function at the same skill level and usually exercise less independent discretion and judgment in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. 

Hydrologist II: This is the journey-level classification in the Hydrologist series. Positions at this level are distinguished from the Hydrologist I-level by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the Senior Hydrologist in that the latter performs the more complex work assigned to the series and provides technical and functional direction over lower-level staff.

Positions in the Hydrologist class series are flexibly staffed; positions at the II-level are normally filled by advancement from the I-level; progression to the II-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the II-level.

This position will provide a variety of clerical duties required to assist veterans and their dependents in determining, applying for, and maintaining eligibility for benefits. The incumbent provides clerical support to the Veterans’ Services Officer. This position is full-time, and is scheduled for forty (40) hours per week.

The Firefighter-Paramedic protects life, property, and the environment by performing firefighting activities, emergency medical aid, hazardous materials response, and fire prevention duties. The position is also responsible for maintaining fire equipment, apparatus, and facilities.

• Operates light power driven, hand held and "walk behind" equipment and uses shovels, rakes, other hand tools, jackhammers, dump trucks in the performance of assigned duties.
• Performs manual and semiskilled work in flushing, clearing, maintaining sewer and storm drainage, pipelines, culverts, force mains, and pumping stations.
• Performs or assists in starts, stops, inspects, lubricates and adjusts pumps, valves, motors, drive shafts,  universal joints and flow rates at pumping stations.
• Performs or assists in taking chemical samples and adjusts rate of chemical flows.
• Performs or assists in removing and replacing pumps, motors, valves and related, and performs repairs.  May rebuild components on a limited basis.
• Performs or assists in excavation and repair or replacement of sewer gravity lines.
• Places traffic barriers and warning signs and directs traffic as necessary.
• Assists in the orientation and on-the-job-training of new employees.
• Assists in notifying residents of sewer system work which may affect their lines, and cooperates with other agencies on repairs.
• Assists in emergency Public Works repairs and maintenance including work in other sections of the Department.
• Performs related duties as required.

EDUCATION AND/OR EXPERIENCE:

A typical way of gaining the knowledge, skill, and ability outlined in the job description is:

Level I:

• Sufficient formal and/or informal education to provide the necessary reading and communication skills; AND
• Some prior experience in street maintenance work that would include mechanical and hydraulic repair of pumps, gates, valves, pipelines and related.

Level II:

• Equivalent to graduation from high school.
• Two years of increasingly responsible experience in the operations and maintenance of Public Works sewage pumping stations and gravity sewer lines, equivalent to the Sewer Maintenance Worker I classification at the City of San Rafael.

SPECIAL REQUIREMENTS:

• Within one year of hire as a Sewer Maintenance Worker I, must possess a valid California Driver's License with a tank endorsement to drive the vactor in a training capacity.
• Level II:  Must possess a valid California Class "B" license and have a satisfactory driving record
• Level I and Level II:  Must be willing to work underground, in confined places, in and near bacterially contaminated liquids, and in exposure to unpleasant and potentially hazardous conditions. 
• Level I and Level II:  Must be willing to work overtime and on call as needed for emergency repairs.

THE DEPARTMENT

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to the community as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Equivalent to graduation from an accredited four-year college or university with major course work in public administration, business administration or a related field. A master’s degree in public administration, public policy, or business administration is highly desirable.

ABOUT THE POSITION

Under general supervision, a Police Officer is responsible to perform law enforcement and crime prevention work; to control traffic flow and enforce State and local traffic regulations; to perform investigative work; to participate in and provide support and assistance to special department crime prevention and enforcement programs. This is the entry level classification in the professional police series requiring sworn peace officer status.

Examples of Essential Duties (include but are not limited to):

•  Patrol the City in radio-equipped car or on foot.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Provide customer service and respond to general inquiries regarding Human Resources operations from the community, employees, and job applicants.
• Process employment transactions, enter data into the human resources database, and prepare documents for the bi-monthly payroll.
• Establish, update, and maintain departmental records, files, and databases, while preserving confidentiality.
• Maintain personnel files, contract and vendor files, and assist with records management and retention.
• Assist with the coordination of recruitments.
• Maintain the Human Resources general voicemail, inboxes, and Outlook calendars. 
• Update Employee website and general HR webpage.
• Assist with the coordination of Human Resources events.

 

UPCOMING PROJECTS

• Will play a key role in the implementation and roll-out of a new Human Resources Information System (HRIS) to digitize and streamline full employment life cycle processes.
• City-wide website update.

EDUCATION/EXPERIENCE

Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be: 

• Two Years of general office experience involving extensive customer service. 
• Equivalent to the completion of the twelfth grade.
• Completion of some college level coursework or certification is desired.

Desirable qualifications:

• Prior experience in a local government agency.
• Prior human resources experience in the areas of employment transaction processing, recruiting, or benefits administration.
• Bilingual, especially ability to communicate effectively in Spanish.​​​​​​
