How You Will Make an Impact:

The Santa Clara County Housing Authority (SCCHA) is seeking a Project Coordinator to support the agency's affordable housing initiatives and asset management goals. The Coordinator handles a mix of technical and administrative tasks, including responding to inquiries, researching and compiling information, and managing specialized reporting projects. Additionally, the role involves tracking and reconciling financial, operational, and statistical records. The Coordinator also provides confidential support to management, staff, and various boards. This position assists with onboarding new hires and manages office arrangements for team members. We are looking for a dynamic individual who will be a part of the real estate department and help us develop a pipeline of over 20 projects and =1500 units of affordable housing. We are looking for creative problem-solving team players, who enjoy the challenge of a variety of projects ranging from new construction multi-family housing to the renovation and rehabilitation of existing structures to the repurposing of commercial properties and master planning for affordable housing.

Best qualified candidates, depending on level (Assistant, Staff, Senior), will have a Bachelors Degree and between at least one (1) to three (3) years of previous experience developing affordable housing using Federal and State funding sources, pro formas and financial model analysis, and reviewing and negotiating real estate development transactional documents. Strong problem-solving and effective communication skills to work with all cross-functional partners through the project.

Summary

Under direction, leads, oversees, and participates in the more complex and difficult work of staff responsible for performing a wide variety of responsible clerical and technical accounting work involved in performing financial record keeping and reporting duties in support of assigned accounting system, function, or program area including in the areas of utility billing, accounts receivable, accounts payable, payroll, business licenses, and revenue collection and cash management; provides information and assistance to the general public and City departments; maintains file and records; and performs a variety of technical tasks relative to assigned areas of responsibility.

Distinguishing Characteristics

This is the advanced journey level class in the Account Clerk series. Positions at this level are distinguished from the other classes within the series by the level of responsibility assumed and the complexity of duties assigned. Employees perform the most difficult and responsible types of duties assigned to classes within this series including responsibility for leading and performing the full range of accounting clerical duties related to payroll, business licenses, accounts payable and accounts receivable. Employees at this level are required to be fully trained in all procedures and able to perform the full scope of duties of the Account Clerk II and have a more in-depth knowledge specific to assigned area.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The Position:

The City of Santa Clara is seeking an experienced, energetic, and collaborative leader to serve as its next Senior Inspector supporting the daily operations of the Building Division. This critical role provides both technical expertise and supervisory leadership to ensure the City’s high standards for safety, service, and professionalism are consistently met.

The Senior Inspector is a supervisory-level classification responsible for performing the most complex building, electrical, plumbing, and mechanical inspections, while also providing guidance, coordination, and training for less experienced inspectors and support staff. MINIMUM QUALIFICATIONS:

Minimum Education Requirements: 

Graduation from high school or possession of a GED.

Minimum Experience Requirements:

Five (5) years of increasingly responsible experience in building inspection with a city and/or county agency.

Desirable Qualifications

• Depending on position assignment, the required experience and certification may be required in a particular specialty such as building inspection, electrical inspection, or plumbing and mechanical inspection.
• MEP plan review experience.  
• Certified Access Specialist (CASp) certification.

About the Data Operations & Project Support Team
The Housing Department’s former Data Support Division has transitioned into the Data Operations and Project Support Team, reflecting an expanded scope and growing role within the City. The team provides technical, analytical, and project management support across a wide range of housing and homelessness initiatives. This includes data integration with County partners, coordination for CalAIM, and administration of Salesforce systems such as Encampment Response Coordination System, the Rent Registry, and the Rent Stabilization Program. The team also develops and maintains the data feeds that inform the City Manager’s Office Focus Area Scorecards, which track progress on reducing unsheltered homelessness.

Future Direction of the Team
The Data Operations & Project Support Team is actively building capacity to meet the City’s increasing demand for high-quality data and systems support. Looking forward, the team will expand its role in integrating systems, strengthening data quality, and developing analytics and forecasting tools that inform both policy and operational decision-making. Position Duties

The Housing Department is currently seeking to fill one (1) full-time Information Systems Analyst vacancy in the Data Operations and Project Support Team.

Salary range for this classification is $141,894.48 - $172,885.44. This salary range includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

Currently this position is primarily on-site with limited telework. In accordance with City policy, employees are required to work on-site a minimum of four (4) days per week (at least 32 hours) at the assigned work location in San José. Up to one (1) day per week may be worked remotely, subject to operational needs and supervisor approval. Remote work from outside of the United States is not permitted.

The Information Systems Analyst (ISA) will support the Department’s technology ecosystem that powers affordable housing production, asset management, compliance, homelessness response, and public-facing services. The ISA will perform systems and business analysis, administer critical applications, develop integrations and reports, and provide responsive customer support to staff while following City standards for security and data management. Representative duties include:

• Application Development & Customization: Gather and document business requirements; translate program needs into functional and technical specifications. Design and develop highly usable, accessible solutions by customizing platforms and leveraging modern programming languages. Contribute to the full software development lifecycle, including design, development, testing, implementation, upgrades, and ongoing improvements. Build custom applications, features, and integrations within the Salesforce platform to meet evolving business needs. 

• System Administration & Operations: Configure, administer, and support departmental applications (e.g., case management, grants/loans, document management, reporting tools). Provide ongoing support and maintenance for the Salesforce CRM and other core systems, including troubleshooting, resolving issues, and ensuring optimal performance. Stay current with platform updates, best practices, and industry trends to proactively identify opportunities for improvement. 

• Data & Integrations: Design and maintain integrations and data pipelines; develop SQL queries, datasets, and dashboards; perform data quality checks and controls. Plan and execute system changes and enhancements, coordinating testing, migration, and release documentation.

• Quality Assurance & Documentation: Execute structured testing and validation processes; ensure compliance with City standards for security and data management. Prepare and maintain technical documentation, SOPs, architecture diagrams, and user guides to support consistency and knowledge transfer.

• End-User Support & Training: Provide responsive user support, including ticket triage, troubleshooting, and service-level communication. Prepare job aids and training materials; conduct training sessions to build staff proficiency in using applications and data tools.

• Security & Compliance: Maintain role-based access controls, audit trails, backup/recovery processes, and incident response procedures to safeguard systems and data.

• Evaluation & Procurement: Evaluate software and hardware options; prepare recommendations considering cost, security, and fit; assist with procurement processes and vendor deliverables.

Desired Qualifications
Desired qualifications for the ISA position are listed below:

• Experience administering or integrating enterprise/business applications (customer relationship management, grants/loans, permitting, document management, data warehouse/BI).
• Proficiency with Structured Query Language (SQL), APIs, ETL, integration tools, and report/dashboard development.
• Familiarity with security best practices (authentication, role-based access control, encryption, logging).
• Experience writing technical documentation, user guides, and training materials.
• Ability to coordinate small workgroups, vendors, and stakeholders to meet deadlines.
• Knowledge of Agile/iterative project practices helpful.
• Experience in administration, configuration, development, implementation, and support of the Salesforce (SFDC) platform.
• Experience with Salesforce low-code/no-code solutions such as Flows.
• Experience developing Salesforce custom coded solutions using APEX, Lightning Web Components, and JavaScript.
• Experience with data integration tools such as MuleSoft.
• Experience with GIS integration using Esri’s JavaScript and REST APIs.
• Salesforce Certified Administrator and Platform Developer.

This is a hands-on technical role, where the ideal candidate must demonstrate substantial experience in four core areas:

1. Salesforce administration and development;
2. Integrating disparate applications and systems using Application Programming Interfaces (API) or Extract, Transform, Load (ETL);
3. Retrieving, transforming, and presenting data in dashboards and reports; and,

Minimum Qualifications

Position Duties

The Environmental Services Department is currently seeking to fill multiple full-time Wastewater Operator I/II/III vacancies at the San José - Santa Clara Regional Wastewater Facility (RWF).

Job Classification Overview - Wastewater Operator I/II/III

Under general supervision, performs a variety of work of routine difficulty involved in operation of the San José/Santa Clara Regional Wastewater Facility. 

Typical duties include but are not limited to:

• Inspects, operates, adjusts and maintains equipment in one or more areas of the wastewater treatment plant sections.
• Operates pumps, valves, motors, blowers, internal combustion engines, vehicles, and other related wastewater treatment process equipment.
• Reads and interprets SCADA (supervisory control and data acquisition) system, gauges, dials and other process instruments; recognizes and diagnoses alarms and other warning indicators and makes necessary process and equipment adjustments to maintain process integrity.
• Maintains records of instrument readings and performs process computations and graphing as required.
• Performs routine laboratory tests used in sewage treatment process; takes samples and performs various simple tests for process control.
• Removes solids, pollutants, and harmful bacteria from wastewater to make it less objectionable and more stable.
• Reviews and provides improvements to wastewater facility SOP and processes.
• Accurately completes work orders for use in the Computerized Maintenance Management System (CMMS).
• Other duties as assigned.

Assignments may be made to any shift in an around-the-clock operation, and incumbents must also be available for work on Saturday, Sunday, and holidays.

The Director of Public Works is a regular, full-time, administrative, at-will, exempt position. Under general administrative direction, plans, directs, manages, and oversees the activities and operations of the Public Works Services Department including street maintenance, facility maintenance, landscape maintenance, equipment maintenance, wastewater collection and treatment, and water production and distribution; coordinates assigned activity with to other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

SUMMARY DESCRIPTION

Assume full management responsibility for all Public Works Department services and activities; manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures. 2. Establish, within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly. 3. Keep informed of the status and availability of necessary tools, equipment, and material to ensure availability in advance of need; ensure that material and equipment are properly stored, protected, and maintained; initiate purchases of equipment and supplies required for the Department; coordinate and approve purchasing, bidding, and project cost estimation. 9. Provide staff assistance to the City Manager; prepare and present staff reports and other necessary correspondence. 10. Research and prepare technical and administrative reports and studies; prepare written correspondence as necessary; provide periodic reports on department activities. 11. Represent the Public Works Department to other departments, elected officials, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations. 12. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues. 13. Participate on a variety of boards, commissions, and committees including City Council meetings. 14. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the fields related to the operation and maintenance of the City’s infrastructure; incorporate new developments as appropriate. 15. Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
