THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

 

Essential Functions

All Assignments:

• Leads the work of a Division charged with the responsibility to develop and implement programs to support families and individuals of all ages.
• Assesses program needs and existing/projected capabilities and develops resources to meet their needs.
• Establishes policies, priorities and standards of practice for service team programs, including training, project monitoring, evaluation and cost effectiveness.
• Develops procedures for collaborative/service integration projects.
• Conducts/participates in multi-agency case consultations and staff orientation and training.
• Supervises multi disciplinary staff such as Clinical Supervisor, Counselor, and Administrative Assistant.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

Examples Of Duties

The selected candidate will perform duties, which will include but are not limited to:

• Conduct regular inspections of airport facilities to ensure safety and proper functioning.
• Maintain overall appearance of airport grounds and facilities, including controlling weeds and trash pick-up.
• Operate a variety of motor vehicles such as utility trucks, pickup trucks, sweeping machines, boom and scissor lifts, tractors, skid steers, forklifts and other related equipment.
• Maintain aircraft hangars by inspecting, cleaning and repairing of the metal siding, floors, electrical systems and door mechanisms.
• Repair and maintain various airport electrical systems.
• Perform airfield and parking lot pavement striping to ensure that markings are vivid.

• Perform general maintenance and cleaning of airport buildings, HVAC systems, and painting as needed.
• Operate and maintain equipment or hand tools used in the cleaning and maintenance of buildings, grounds, and facilities.
• Operate light and heavy-duty vehicle to transport materials.
• Monitor and order supplies for airport maintenance and facilities.
• Complete work orders and daily reports as directed to accurately reflect activities performed.
• May be required to be on-call and/or respond to airport maintenance emergencies after hours.
• Train other maintenance staff as needed.

The Department of Transportation (DOT) is seeking to fill 16 full-time Maintenance Assistant positions.

The Maintenance Assistant total salary range is $24.74 to $31.56 hourly or $51,459.20 to $65,644.80 annually . The actual salary shall be determined by the final candidates' qualifications and experience.

The Infrastructure Maintenance Division of DOT is looking to fill 16 full-time vacant positions. These positions perform work in the maintenance and repair of concrete, pavement, sewers, landscaping, traffic signs, and traffic markings. Duties include digging holes, trenches, and ditches. They also operate a wide range of hand, mechanical, and power tools, as well as a variety of light and heavy vehicles, trucks, and equipment relevant to work performed, ensuring compliance with safe working practices. Maintenance crews provide services seven days a week. Individuals in this classification may be required to work alternate work shifts, including grave and swing, weekends, holidays, overtime, and on-call.

The Planning Division in the Department of Planning, Building and Code Enforcement (PBCE) is responsible for both long range planning--which involves guiding the City's future by stewarding Envision San Jose 2040 (the City's General Plan) and preparing Urban Village plans and other area plans--as well as current planning through the review of development proposals. The Planning Division implements policies and plans that determine where and how the City will grow and how that growth will be balanced with the availability of infrastructure and services.

PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. The Energy Department operates San José Clean Energy (SJCE), San José's Community Choice Energy program. SJCE has provided residents and businesses with cleaner electricity at lower rates than PG&E since February 2019. The position of Administrative Analyst is a fully qualified journey-level professional classification. Administrative Analyst is distinguished from Management Analyst in that the Management Analyst has a higher level of managerial, budgetary and program administration responsibility. The current vacancy is in the Information Technology Department; however, the eligibility list established from this recruitment may also be used to fill future Administrative Analyst vacancies in other Departments throughout the City.

This position is assigned in the Administration, Fiscal and Performance Management Division, reporting to the IT Admin, Fiscal and Performance Manager. The incumbent will perform professional analysis, administrative support, and conduct research including statistical analysis of the results.  They will be responsible to assist with budget development and management, track and oversee the purchasing process, and manage the department's equipment replacement schedules as well as miscellaneous other management duties as assigned.

The Division

The Community Services Department's Urban Forestry Division administers the City’s Urban Forest Management Plan, Tree Permitting, Tree Ordinance Enforcement, 50-50 Programs, Tree Mitigation, Urban Forestry Grants, Tree Maintenance crews, and Tree Contracts. The Division’s primary functions are to promote, preserve, and grow a safe and healthy Urban Forest; Provide outstanding customer service and guidance on Urban Forestry Best Practices to both internal and external customers; To maintain the City’s Tree Inventory, respond to tree emergencies that occur within the right of way, qualify and certify an Approved Tree Contractor list; And, to provide public outreach, education, and support on tree planting and care to maximize the many benefits of the City’s Urban Forest.

Definition
This is a deep class series, which includes Landscape Architect/Landscape Designer I, Landscape Architect/Landscape Designer II, and Associate Landscape Architect/Urban Forester.  (At the I and II levels, incumbents who do not have professional licensure will use the classification title of Landscape Designer, and work under the direct supervision of the Senior Landscape Architect.) 
Under supervision, performs professional-level landscape architectural work related to the design, construction and rehabilitation of landscape and irrigation facilities for parks, landscaped areas and street and urban design projects; performs related work as required.

Class Characteristics

This is a deep classification series with multiple levels that are intended to provide recognition for a range of assignment variety and complexity, increasing professional/technical knowledge and skills, attainment of professional licensure, independence of decision-making and the impact of such decisions upon the long-term and short-term development and character of the City.  Incumbents may advance from the entry level to the full working level, based on operational need and assignment by management, as they learn City and departmental practices and procedures.  As knowledge and experience are gained, the work becomes broader in scope and assignments are more varied and are performed under more general supervision.  Advancement to each higher-level class requires gaining the knowledge, skill, experience and credentials that meet the qualifications for that class and demonstrating the ability to consistently perform the work of the higher-level class.

City Urban Forester is also a full-professional level class working at the Landscape Architect/Landscape Designer I, Landscape Architect/Landscape Designer II or Associate Landscape Architect level.  However, when placed in this assignment rather than being a registered Landscape Architect the incumbent would be required to be a Certified Arborist or maintain an American Society of Consulting Arborists (ASCA) membership.  This assignment is characterized by the responsibility to serve as lead staff person for City street tree and private tree permitting and Citywide resource for urban forestry and tree related issues including but not limited to, overseeing the health and wellness of the City urban forest; tree selection; and tree evaluation for hazard, disease and proper care.   Successful performance of the work requires an extensive professional background as well as skill in coordinating with other City departments and public agencies as well as dealing with property owners, developers, contractors, and the general public.

Essential Functions

Associate Landscape Architect/Urban Forester:  
  • In addition to the duties listed above, incumbents perform professional landscape architectural work as project manager in the preparation of landscape design and layout of parks, recreational areas, roadway medians and pedestrian ways.  • Prepares master park development plans, specifications, contracts, cost estimates and working drawings for assigned projects using manual and automated design tools.  • Makes field inspections to insure compliance with drawings and specifications.  • Reviews and approves site development plans submitted for development approval for conformance with plans, specifications, and ordinances.  • Uses manual and automated design tools to design and/or administer contracts for the design of landscaping for City property, including parks, medians, and building grounds.  • Administers the tree planting program including maintenance of the street tree master plan, botanical designation, inspection of plantings, and issuance of permits for planting, removal, and pruning.  • Serves as technical adviser to customers, City staff, and officials on park, street tree, and landscape matters.  • Represent the City with agencies, groups, and individuals concerned with parks and open space.  • Responds to customer service requests regarding landscaping of City property.  • Serves on a team of City staff involved in inspecting developments to resolve problems and effect compliance with City requirements.  • Maintains records and prepares reports.   Marginal Functions

THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for a per diem laboratory analyst to perform a variety of physical, chemical, biological and bacteriological analyses of water and wastewater according to standard methods and procedures.

MINIMUM QUALIFICATIONS:

• Two years of college study with at least twenty semester units of chemistry, biology or related science. A Bachelor's degree in chemistry, biology or related science would also be qualifying.
• One (1) year of work experience in an analytical laboratory.
• Able to work independently with direction from senior laboratory analyst/ laboratory supervisor

EXAMPLES OF DUTIES:

• Duties may include, but are not limited to the following:
• Following established procedures, perform physical, chemical, and bacteriological analyses of water,
• wastewater, and related materials.
• Collect varied samples for analysis from specific locations according to a predetermined schedule; may collect special samples as conditions indicate.
