The Youth and Family Services Bureau (YFSB) is a unique part of the Hayward Police Department where police officers and professional counselors work side by side offering a variety of services to the residents of Hayward. For more than 40 years, YFSB has focused on helping families succeed at home, school and in the community. THE POSITION:

The City of Hayward is excited to announce its recruitment for the position of Family Counselor in a limited term and permanent full-time vacancy.  Under general direction, the Family Counselor provides crisis intervention, counseling, and referral services to youth, families, and individuals and performs other related duties as required, such as school based, case management, and gang prevention/intervention services. 

The current vacancies are for a limited term position as well as a permanent full-time opportunity.  Future vacancies can also be filled by the resulting eligible list. Candidates will be afforded the opportunity to indicate their preferred position term during the application process of this recruitment. 

The limited term position is dependent on ongoing funding for the program.  Funding has already been secured through FY2025 (June 30, 2025) and there is potential for the position to become permanent in FY2026. 

 
You are: 
The ideal candidate has experience providing short-term family counseling and case management services to youth and their families who are involved in the juvenile justice system or at elevated risk for involvement.  They are skilled at completing safety assessments and intervening with people experiencing mental health crisis.  They have the ability to work well across disciplines, particularly with law enforcement and other emergency response teams and in schools.  They are knowledgeable about local community resources and skilled at forming relationships quickly.

 

What you will do:  

Duties may include but are not limited to the following:

Provides crisis intervention services to youth, families, individuals, and couples including but not limited to crises involving incorrigible youth, dependent children under the court's custody, domestic violence, first time offenders, and the hospitalization of individuals dangerous to self and others.
 
Provides counseling to youth, families, couples, individuals and groups.
 
Maintains crisis intake log, case files and service statistics.
 
Provides referral information to the public, and other agencies.

Participates in division, department, community and school meetings.

Provides support service, consultation and training to patrol officers on juvenile and mental health topics.
 
Provides case management services to youth and their families.
 
Provides school based services to students and their families, including consultation and training for school administrators and teachers, implementation of school climate initiatives, and coordination of site-based student support services.
 
Provides gang prevention and intervention services to at risk and gang involved youth and their families.
 
Maintains formal and informal liaison with mental health professionals and service providers including courts, schools, private therapists, hospitals, probation and other agencies.
 
Provides emergency psychological evaluation and recommendations.
 
Responds to critical incidents and other in-field emergency situations.
 
Performs related work as necessary.

JOB RELATED AND ESSENTIAL QUALIFICATIONS  

 

You have:  

Any combination of experience and education equivalent to that which would likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge, skills and abilities would be:

Experience:    One (1) year providing counseling or psychotherapy to youth, families, groups and individuals.  Experience with probation involved or at-risk youth and experience with school based mental health services are highly desirable; experience working in school settings is highly desirable.
 
OR
 
One (1) academic year of graduate level internship experience. One (1) relevant clinical internship placement is desirable.

Education:  Equivalent to a Master's Degree from an accredited college or university in Counseling, Clinical Psychology, Clinical Social Work or a closely related field or a Doctorate in Clinical or Counseling Psychology. (Note: Applicants with a related Master's Degree in progress are also encouraged to apply. Selected candidate will need to provide proof of graduate degree completion by the start date of employment.)

Position Overview

Stationary Engineer II is a journey-level classification, and incumbents are expected to have proficiency, perform independently, and solve complex problems in all of the areas listed above.

• Proficiency in a wide variety of installations and repairs on plumbing, gas system piping, chiller/boiler piping, and wastewater systems, including the ability to operate a large sewer snake.
• Certification as a Backflow Prevention Tester.
• Experience in energy management and computer-controlled systems.
• The ability to troubleshoot, repair, and maintain a variety of equipment, including air conditioning, electric motors, heating units, heat pumps, light commercial furnaces, burners, fresh air and exhaust fans, economizers, and humidifiers.

The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II,  in an effort to fill current vacancies and establish an eligibility list. These positions are located on the Tri-County Youth Rehabilitation Campus which falls under the Juvenile Institutions Division of the Yuba County Probation Department. The primary responsibilities of this flexibly staffed position are to: provide care, custody, supervision, and control of youth housed in the secured detention facilities while they are pending legal action or serving a post adjudication commitment; ensure and sustain a safe and secure environment for youth; and coordinate counseling and behavior modification activities associated with the operation of the facilities.

 

About Detention Services & Yuba County:

Our Department believes people can change and we can be instrumental in supporting that change.  We are  a small workplace family that supports one another to accomplish our mission and allow our team members to live full lives outside the workplace. Our Campus provides youth detention services to the communities of Yuba, Sutter, and Colusa Counties as well as several contract counties through our Camp Singer program.  We operate 24 hours a day, 365 days per year, and includes the Tri-County Juvenile Hall, Secure Housing Unit, and Maxine Singer Youth Guidance Center (Camp Singer), under a Joint Powers Agreement between the three counties. Our Department is the administrative agency responsible for the management and daily operation of the facility. The database administrator collaborates closely with IS development and Agency operations personnel to provide backend database solutions for custom applications, including real-time, scheduling, and settlement programs. Level III
This classification supports and maintains the Agency’s database infrastructure and related applications. Administers all database objects, including but not limited to schemas, tables, clusters, indexes, and views. Performs database re-organizations as needed to improve performance. Performs impact analysis of changes to be made to database objects before implementing significant schema changes. Ensures security for all databases by creating roles and associated privileges. Level IV
Architects and designs the Agency’s database infrastructure and ensures the highest levels of availability. Leads database projects to establish new database architectures. May direct the work of lower classifications.     

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:
Design, create and maintain all Oracle databases required for development, testing, and production usage. 

Install, configure, upgrade, and troubleshoot Database server software for both stand-alone instances and Real Application Clusters (RAC). Includes patching both Oracle and Windows. 

Administer all database objects, including schemas, tables, clusters, indexes, views, sequences, constraints, packages, and procedures. This includes creating primary database storage structures (tablespaces) and primary objects (tables, views, indexes). Manage the sharing of resources between applications. 

Troubleshoot problems regarding the databases, servers, applications and development tools. Open technical support cases with support as needed and serve as primary support contact for NCPA. 

Perform capacity planning for all databases. Work closely with IS storage and system administration staff to plan and allocate database system storage. 

Experienced with creating, managing, and maintaining data warehouse technologies.

Perform ongoing monitoring and tuning of all database instances and Windows servers to optimize database performance and reliability. 

Plan and implement backup and recovery of Agency databases. Maintain remote standby databases using archive logs.

Implement and enforce security for all of the Databases through creating and maintaining users and roles, and assigning privileges. Control and monitor user access to the database. 

Perform database re-organizations as required to improve performance and ensure maximum uptime of the database. Modify the database structure from information given by application developers. Gather statistics, create indexes, create or expand tablespaces as needed. 

Perform SQL and PL/SQL tuning and performance monitoring. 

Set up and maintain documentation and standards for database practices and procedures. 

Provide technical support to application developers and database users. 

Perform impact analysis of changes to be made to database objects. Approve and implement/oversee significant schema changes and changes to database design. 

Provide support during non-standard hours (on an as-needed basis, on-call 24x7x365). 

Provide a strategic database direction for the organization.

Under general supervision, the Senior Land Surveyor supervises and coordinates the activities of field and office surveying functions and assists the Survey and Mapping Manager with supervisory and administrative functions of the Survey Services Unit.

Distinguishing Characteristics
This is a single position classification responsible for assisting the Survey and Mapping Manager in supervising the efforts of subordinate personnel including surveyors, engineering technicians, and consultants. The Senior Land Surveyor can be assigned to any of the following areas: supervision of survey activities in the field for design and construction projects, supervision of office surveying functions such as mapping, writing legal descriptions, and production of accurate calculations used for engineering, real estate and construction activities.

This classification requires that the incumbent be licensed as a Professional Land Surveyor in the State of California or equivalent and possess specialized knowledge of land surveying techniques and construction surveying, with emphasis on technology such as GPS (Global Positioning System) methodology and instrumentation. Essential Job Functions

Typical Tasks

• Selects, supervises, trains, motivates, assigns, evaluates, counsels and disciplines subordinate personnel;
• Supervises office and field survey activities;
• Advises survey staff regarding methods and techniques of surveying;
• Provides direction to the Survey Department's Record Drawing Group as needed;
• Coordinates surveying activities with real estate agents, engineers, inspectors, contractors, etc.;
• Attends pre-construction meetings or assigns survey staff to attend and keeps informed on projects and related activities;
• May recommend design changes to conform with field conditions;
• May administer consultant contracts;

Minimum Qualifications

Employment Standards
Sufficient training, education, and experience to demonstrate possession of the required knowledge, skills and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major work in surveying science, engineering or a related field and a minimum of eight (8) years of technical surveying experience, at least three (3) years of which must have been in a position comparable to that of a field surveying Chief of Party and/or office surveying "Lead" Land Surveyor. Directly related experience may be substituted for the education requirement on a year for year basis.

Registration as a Professional Land Surveyor in the State of California or equivalent is required at the time of appointment.

Definition

Under direction, the Senior Business Systems Analyst leads and participates in the work of staff in performing applications support in designing, implementing, and maintaining VTA applications and systems including VTA's Enterprise Resource Planning system, Electronic Documents Management System, and other business systems.

 

Distinguishing Characteristics

This is the advanced journey-level in the Business Systems Analyst series. Positions at this level are distinguished from other classes in this series by the level of responsibility assumed, in-depth knowledge about the business area, and complexity of the duties assigned. The Senior Business Systems Analyst performs project lead functions including assigning work, delegating assignments, and reviewing the work of others.

Incumbents at this level perform the most difficult and responsible types of duties assigned to classes in this series including serving as project lead over staff responsible for designing, installing, configuring, maintaining, and supporting computer applications, or modules of the application, and systems. (Additional applicable experience with applications and systems support, design, and maintenance substitutes for college on a year for year basis.) Incumbents must demonstrate substantial experience in an SAP environment, and/or Electronic Documents Management System, and/or Operations system (such as Trapeze, BDT, ACS) or Construction and CMP solutions.

A VTA employee designated as a "Business Process Owner" and/or "Super User" with four (4) years of experience in that capacity, in addition to performing and leading others in system upgrades and demonstrated technical coursework in SAP or systems used at VTA, meets the minimum qualifications for this classification. Experience with transit/transportation-related applications is desirable.

Definition
Under general supervision, performs professional human resources work involving a wide variety of human resources functions.

Distinguishing Characteristics
This is the journey level in the Human Resources Analyst series. This level is characterized by assignments that are complex and sensitive in nature and require a high level of competence and understanding of a functional area(s). Incumbents in this class carry out work assignments with independence. This position may be required to provide lead functional or technical direction of paraprofessional or clerical employees.

An incumbent has responsibility for independent action, planning the work, using experienced judgment, solving problems, and the results of the work. Assigned duties require the exercise of judgment or choice among possible actions, sometimes without clear precedents, yet with concern for the consequences of the action. This classification differs from the next lower level of Associate Human Resources Analyst in that incumbents receive less supervision and are expected to perform more responsible assignments with a great deal of independence. This class differs from the higher level Senior Human Resources Analyst class in that the latter has full responsibility for one or more program areas and supervises and/or trains other professional-level employees.

• Administers various human resources programs;
• Reviews and analyzes existing or proposed policies, procedures systems, management and personnel activities, advises on their impact and makes recommendations for change;
• Provides consultation and analyses/recommendations concerning human resources functions and issues;
• Analyzes, investigates and responds to issues in assigned functional area;
• Researches, resolves, facilitates resolution of and/or makes recommendations concerning human resources issues;
• Conducts analytical studies;
• Prepares and presents written and oral reports and statistical analyses, as well as letters, memorandum, training materials, and other written documents;
• Plans, develops, organizes, implements, and evaluates a variety of difficult and complex management and employee training programs and organizational development applications;
• Conducts needs assessments regarding employee, management, and organizational training needs;
• Previews and evaluates vendor instructional materials; negotiates project contract and pricing with vendor;
• Conducts analysis of employee work force in compliance with FTA affirmative action guidelines;

• Works with benefits carriers to ensure proper administration of benefits contracts, correct payment of premiums and resolution of any service delivery issues;
• Investigates and assists in the resolution of grievances, discrimination and other types of complaints; Performs wellness related activities;
• Attends and participates in professional group meetings; stays abreast of new trends and innovations in human resources;
• May manage multiple projects with short targeted completion dates;
• May act as a "technical analyst" for specialized computer applications;

Minimum Qualifications

Employment Standards
Sufficient education and increasingly responsible experience to demonstrate possession of the required knowledge, skills, and abilities.

Development of the required knowledge, skills, and abilities is typically obtained through a combination of training and experience equivalent to graduation from an accredited college or university with a four-year degree; and two (2) years of increasingly responsible experience performing human resources management and analysis and/or training for a public or private sector organization.

Attainment of experience in a large public agency is preferred.
