DEFINITION
Under the direction of the Director of Engineering, this position provides engineering support to NCPA’s Power Generation Service department.  The Power Generation Service Department includes the “State of the Art” Lodi Energy Center (LEC) Combined Cycle Power Plant, our green Geothermal Power Plant, our Hydroelectric Power Plant, and includes our hydrogen fuel source with a mission to provide green and renewable energy to our 16-member agencies in Northern California.

ESSENTIAL DUTIES
Manage and assist with power plant improvement projects, performance monitoring, and other initiatives. Conduct feasibility analysis, and justification, and prepare plans, and budgets.
Lead or assist with Root Cause Analysis (RCA) to investigate incidents that cause “forced outages”, equipment malfunctions, failures, or performance degradation at plants.
Provide administrative and end-user support for NCPA’s Computerized Maintenance Management System (CMMS) and Plant Information (PI Historian). Ensure that users are properly trained and the application is used in an optimal fashion. 
Support compliance with NERC/WECC reliability standards.  Assist in the preparation, review, collection, and organization of compliance evidence and associated procedures.

MINIMUM QUALIFICATIONS
Education 
For all levels, the qualified candidate will have a Bachelor’s degree from an ABET-accredited college or university with a focus on Mechanical or Electrical Engineering.

- Advising professional engineers, architects and others concerning code requirements, engineering and planning problems arising in the preliminary design of buildings and structures.

- Examining plans, calculations and specifications for residential, multi-family, commercial and industrial buildings, including complex major structures for structural adequacy, zoning and general compliance with governing laws, codes, ordinances and regulations.

- Issuing permits after review of plans.

- Advising building inspectors on structural, fire and life-safety challenges arising in the field during the construction of a building project.

- Instructing inspectors and technicians in the review of simple building plans.

- Conducting safety assessments of older buildings and assisting in enforcing compliance with the City's Disaster Response Plan.

- Performing observational review of critical structural elements of the projects under construction.

The City of Hayward is seeking a Senior Utilities Engineer with a water and/or wastewater background to supervise, direct, plan, and coordinate the activities of the Utilities Division. DISTINGUISHING CHARACTERISTICS

Position Summary

 

Under direction, perform varied professional and electrical engineering work at an advanced level of difficulty in the field and office. Perform assessments of and prepare written reports documenting the existing electrical systems and loads at existing facilities. Work with other engineers and technicians on design of new facilities and rehabilitation/retrofit of existing facilities. May supervise subordinate engineering personnel engaged in design and construction work. May act as resident engineer on major capital improvement projects and as oversight engineer on in-house maintenance and repair projects. Interpret, explain and carry out electrical engineering design, inspection and construction methods and procedures. The Senior Educational Facilities Planner (Sr. Planner) provides professional planning services that guide the physical development of the campus and assists in strategic development and improvement of buildings and space to support UCSC's mission of research, teaching, and public service. As a senior member of the unit, the Sr. Planner is the resident expert on campus and UC policy regarding capital matters, and provides assistance and support in all areas of planning for CPSM staff, campus leadership. They also act as liaison to the Office of Capital Planning at the UC Office of the President.

The Sr. Planner uses skills as a seasoned, experienced planning professional with a full understanding of industry practices and procedures to resolve a wide range of planning issues; uses advanced planning concepts and objectives to resolve highly complex issues; develops short and long range capital plans, demonstrates good judgment in selecting methods and techniques for analyzing alternatives and recommending solutions; exhibits high levels of organization; recommends revisions to proceedures and policies to improve efficiency, and is able to operate with considerable independence.

Capital Planning and Space Management (CPSM) is a unit within the Division of Business Administration (BAS.) As a member of BAS, CPSM supports the Office of the Chancellor and Campus Provost/Executive Vice Chancellor in the areas of capital financial planning and policy analysis.
