DEPARTMENT:

The Library department is comprised of three service areas: The Main Library, Grand Avenue Branch, and Literacy Services at Project Read and Community Learning Center. POSITION:
Under general supervision, performs a variety of clerical, technical, and paraprofessional duties in acquisitions, cataloging, classification, circulation, patron services, reference, and literacy services; assignments may entail substantial amounts of data entry and retrieval, technical assistance to patrons with printing, use of the public computers and MakerSpace equipment; incumbents may direct the work of part-time and volunteer staff; leading and supporting programs.

TYPICAL DUTIES: (may include but are not limited to the following):

• Performs a variety of service desk functions, including patron account management, checking in/out materials, assisting with self-check equipment, processing payments and reserves, and responding to patron inquiries.
• Assists patrons in locating and using library materials and equipment; explains library services, policies, and procedures; answers basic reference questions using online catalogs, indexes, and other bibliographic tools.
• Orders, receives, and processes library materials in all formats; maintains accurate acquisition and inventory records.
• Develops, presents, and/or supports library programs, community outreach activities, and informational displays.
• Performs general clerical tasks such as monitoring supplies, processing mail, handling payments, maintaining records, and managing files.
• Opens and/or closes the library facility following established procedures.
• May train, schedule, and oversee the work of part-time and volunteer staff.
• Supports the delivery of educational programs for adults and/or children, including tutoring, homework help, story time, and instructional programming.
• Assists in conducting assessments to track participant progress and program effectiveness.
• Acts as a liaison with program participants, community groups, and educational agencies to support service coordination.
• Performs other related duties as required.

QUALIFICATIONS

Experience: One year of clerical or paraprofessional experience, preferably in a library, literacy, or educational setting.

Training: Equivalent to graduation from high school.

This is a journey-level class in the Police Records Specialist classification series responsible for maintaining information in specialized departmental databases, preparing and assembling reports, processing payments, and preparing and processing subpoenas, requests for information, and other documents. • Lifting and carrying materials (up to 35lbs.) such as books, boxes or related equipment and pushing/pulling carts for shelving returned and in-house used library materials. 
• Shelves returned and in-house used library materials.
• Troubleshoots basic issues with public computers, MakerSpace equipment, and related technology.
• Supports library staff with leading programs.
• Performs other related duties as required.

QUALIFICATIONS

Experience: One year of experience involving customer service.

Training: High School Diploma or the equivalent

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Completion of an Associate of Arts degree in Business Administration, Public Administration or a related field;

Minimum Experience Requirements: 

• Three (3) years of progressively responsible investigation, coordination or technical report writing experience; 
 • Computer proficiency in Microsoft Word and Excel.

Acceptable Substitution: 

• Additional qualifying experience may be substituted on the basis of one year of experience equals 30 semester units of required education for a maximum of one year of required education.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

• Computer proficiency in Microsoft Access and Power Point.

Other Requirements:  

• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.

The Position:

The Assistant City Manager works directly for the City Manager in the Office of the City Manager. The Office is responsible for the general management and oversight of Daly City’s municipal operations, including the North County Fire Authority and North San Mateo County Sanitation District. This involves service and coordination to multiple agencies and municipalities.  Additionally, the general management of the operating and capital budgets;
financial planning for the municipal corporation; continued improvement, expansion, or redirection of programs and activities within the organization to meet community needs; recommendation of senior management personnel; participation in labor relations activities; generating public information, facilitating conversation and information exchange with citizens, encouraging community participation; and representing the organization in  
inter-jurisdictional matters with other agencies as designated by the City Manager.

These duties are carried out under the direction of the City Manager through the implementation of City Council policies and legislative actions. The Office of the City Manager is responsible for implementation of the City Council and community’s vision and priorities.

TEMPORARY LIBRARY SPECIALIST III, PART TIME

Note: Casual non-benefited employees are limited to working no more than twenty-five (25) hours per week and no more than 900 hours in a fiscal year (July 1-June 30). *Seasonal non-benefited employees are limited to working no more than six (6) consecutive months and no more than 900 hours in a fiscal year (July 1-June 30). 
 
 The City of Sunnyvale is seeking to fill the positions of Temporary Library Specialist III. An energetic and highly motivated individual who possesses excellent customer service, technical and interpersonal skills is needed. 
 
 This classification provides clerical support for Library operations and programs by receiving and responding to patron questions, performing circulation duties, and performing duties related to the opening and closing of the Library. This classification differs from the lower-level classification of Library Specialist II in that the Library Specialist II performs the more routine duties.

Essential Job Functions:

(May include, but are not limited to, the following):

• Conducts transactions with the public and employees including the acceptance of payments or fees, registration of new library cards, checking library materials in and out using either manual or automated circulation systems, updating patron records, preparation of requisitions, and receiving reports, distribution of documents, data, or information.
• Provides information about library services, policies, and procedures to the public.
• Performs simple operations for updating or blocking certain fields in a patron's record and performs related work on the online system.
• Assists and trains patrons on the use of the Technology Center; troubleshoots public access computer issues; and responds to patron questions regarding computer usage.
• Uses the online system to search for library materials and patron information.
• Assists in receiving and resolving patron complaints and questions.
• Deletes and discards outdated and damaged library materials from circulation system.
• Processes and shelves holds and other library materials.
• Types documents and routine correspondence.
• Mends books, media and audiovisual library materials.
• Performs simple maintenance on library equipment and machines.

In addition to the duties above, employees may be assigned to one or more workgroups.
 
 If assigned to the Circulation work group, additional duties include:

• Provides first point of contact customer service to patrons in person and on the phone.
• Performs daily start-up and closing operations for the computerized circulation system including setting up and taking down self check-out machines, logging on and off computers and restocking the circulation desk.
• Delivers library materials to homebound residents and offsite locations.

If assigned to the Technical Services work group, additional duties include:

• Processes new library materials; applies labels and creates packaging; programs RFID tag, enters information into circulation system and organizes onto carts for processing.
• Corrects call number labels and barcodes; reviews and resolves issues related to media playability.
• Receives and processes receiving slips and invoices for payments.
• Maintains work group's processing manual.
• Develops, maintains, and archives a variety of files, fling systems, and records.
• Collects information from various sources and compiles data for reports.

WORKING CONDITIONS
 Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard. Additionally, the position requires near and far vision in reading reports and work related documents and using a computer. Acute hearing is required when providing phone and personal customer service. The need to lift, drag and push files, paper, books, carts and documents weighing up to 50 pounds is also required. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodation.

The Program Services Specialist position primarily consists of fieldwork to perform site inspections of commercial and multifamily properties and office-based program support for implementation of a county-wide ordinance designed to reduce the amount of recyclable and compostable materials going to the landfill. On occasion, the position will also include site visits to monitor the use of compliant carry-out bags, field sampling for scientific studies, and program support for the Agency’s Facility Fee project. The position will receive direction from staff working on these projects. StopWaste offices are located at 1537 Webster Street in downtown Oakland, and the Program Services Specialist will also be performing fieldwork throughout Alameda County.
