The Senior Plan Check Engineer is responsible for reviewing complex construction projects including life safety, building code, and structural perspective, ensuring compliance with city, state, and federal regulations under the general supervision of the Assistant Chief Building Official (ACBO). DEFINITION

Performs activities related to the review of building construction plans of commercial, industrial and residential structures for compliance with governing codes and ordinances; aids staff and the public with respect to permit process, plans review and code application; and performs other duties as required.

DISTINGUISHING CHARACTERISTICS

Plans Examiner I:

The Plans Examiner I is the entry-level class in the Plans Examiner series. This classification is distinguished from the level II by the assignment and performance of the more routine and elementary plan review duties, and level of supervision received.

Plans Examiner II:

The Plans Examiner II is the journey-level class in the Plans Examiner series. The classification is distinguished from the Senior Building Plans Examiner by the assignment and performance of a broad range of plan review duties, the level of independence to operate and level of supervision received.

Senior Plans Examiner:

The Senior Plans Examiner is the advanced, journey-level class in the Plans Examiner series. This classification is distinguished from the level II by the ability to perform the full range of plan review duties, the level of independence to operate and make sound decisions with minimal supervision, and the authority to oversee plan review activities and approve compliant building plans.

SUPERVISION RECEIVED

Plans Examiner I:

Receives immediate supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Plans Examiner II:

Receives general supervision from the Building Official and may receive technical and functional supervision from the Senior Plans Examiner.

Senior Plans Examiner:

Receives minimal supervision from the Building Official. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Examines construction plans and related documents for proposed commercial, industrial and residential structures for compliance with codes and ordinances including structural, mechanical, plumbing, electrical and energy calculations, safety and health features, use of material, placements in the property, and setbacks.

• Identifies and makes recommendations for corrections to inadequate plans in order to meet required codes.

• Responds to routine building plan issues and complaints to determine compliance with codes and standards.

• Determine plan examination, permit and other fees and valuation on submitted plans.

• Assists with the resolution of routine problems of proposed projects.

• Coordinates with other departments on project requirements.

• May perform field investigations of structural problems, covering failures, instability, proper installation of unusual designs, materials or equipment, and other unsafe conditions; prepares reports and make recommendations on solutions.

• Responds to questions from the public and other departments, and assists with researching and finding requested construction documents.

• Explains disapprovals or modification recommendations to applicants for permits.

• Assists building permit applicants in completing applications.

• Assists with developing informational literature related to plan check requirements and processing for public distribution.

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management, City staff and the public.

• Performs related or other duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold. The position entails working in situations that may expose the employee to fumes or airborne particles, electrical shock or mechanical hazards. The nature of the work requires the incumbent to drive motorized vehicles, operate in heavy vehicle traffic conditions, climb ladders and often work with constant interruptions.

Foster City is looking for a fast learner with some planning or building experience to fill the position of Building Permit Technician. This is an entry-level position that can serve as the first step in establishing a career in Planning or Building services. Foster City offers a unique experience to utilize customer service and people skills while deepening your technical knowledge in the building permit process. 

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: High school diploma or equivalent is required. An associate degree or completion of technical courses in building codes or inspection principles or techniques is desirable. ICBO Permit Technician Certification is highly desirable.

Experience: Two (2) years experience working in a building or planning department, with six (6) months to one (1) year of experience in computerized building permit applications processing. 

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• ICBO Permit Technician Certification is required within the first full year of employment with the City in this position

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner.

POSITION

To perform office and field work involving the inspection, investigation, and compliance of City codes, ordinances and abatement regulations.  The purpose of this recruitment is to fill a current vacancy in the Community Development Department, as well as establish an eligibility list for future vacancies.

ESSENTIAL JOB FUNCTIONS

Receives and responds to complaints regarding substandard dwellings or structures, zoning violations, debris, unsanitary conditions, abandoned or inoperative vehicles, overgrown vegetation, and other zoning and municipal code violations. Investigate possible violations; photograph evidence; contact responsible persons and compose letters; issues notices of violation, infraction, and/or misdemeanor citations for non-compliance; perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files. Reads, interprets and applies state laws, municipal codes and ordinances, and other pertinent regulations. Drive vehicles as required. Work cooperatively with others.

OTHER JOB FUNCTIONS

Prepares necessary violation and other notices which outline proper repair and correction methods, time limits, permits and all necessary remedial work required. Contacts property owners; schedules and conducts on-site inspections; interprets codes and regulations and explains inspection procedures and regulations to involved parties. Prepare code violation cases for public hearings and court proceedings; appear at public hearing as necessary for case prosecution. Performs abatement of hazardous items on vacant lots and other premises. Builds and maintains positive working relationships with co-workers, other City employees, and the public, using principles of good customer service. May issue and process building permits. Explain and interpret requirements and restrictions. Maintain records and prepare reports of inspections and related code enforcement files. Perform related duties as assigned.

Code Compliance Officer I:

License or Certificate:  Possession of, or ability to obtain, an Arrest Course 832 Penal Code certificate within one (1) year of hire.  Possession of valid California Driver’s license required upon hire.

Code Compliance Officer II:

Education:  Equivalent to completion of the twelfth grade with advanced coursework or specialized training in planning, building inspection, technology or a related field desirable.

Experience:  Two (2) years of experience performing duties involving code enforcement, including office and field investigation of a variety of code, ordinance and regulation violations.

THE POSITION:

The City of San Rafael is recruiting for a Code Enforcement Officer in our Community Development Department.  Under immediate supervision, this position assists with the enforcement of all provisions of the San Rafael Municipal Code, performs code inspections, and enforces the zoning code.

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.

While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Occasionally work in outdoor weather conditions and move between multiple work sites. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

MINIMUM QUALIFICATIONS

Education and Experience

• B.A. or B.S. degree or higher in preferably environmental studies, education, project management, landscape architecture, or related field. Experience may substituted for academic degree.
• Two (2) years of highly relevant experience performing project management and administration duties that include: creative problem solving, working on an interdisciplinary team, coordinating consultants, technical writing, scheduling, and budgeting.
   

Knowledge of:

• Windows-based programs including word processing and spreadsheets, Office 365, iCompass.
• Office practices and procedures.

Ability To:

• Ability to establish and maintain cooperative relations with those contacted in the course of work.
• Work independently, or as part of a team.
• Possess excellent oral and written English language skills. Not required to be a native English speaker, but fluency in English will be required.

This position will perform the following essential duties, including, but not limited to:

• Primarily will work within our electronic health record and call clients or take incoming calls to schedule appointments and reschedule missed appointments. 

• Complete daily reminder appointment calls. 

• Performs a variety of office support duties related to the assigned work unit; gathers information from a variety of sources, including data systems and clients for the completion and processing of forms, records, and other documents; contacts individuals, other departments, or agencies to obtain additional information.

• Inputs, updates, tracks, and extracts information into appropriate databases, billing systems and files; searches records and files for pertinent data.

• Proofreads and checks files including charts and other documentation for accuracy, completeness, and compliance with departmental policies; makes copies, schedules appointments, and types correspondences and memos.

Reporting to the Building Official, this specialized classification performs the full range of duties related to building inspection and code compliance activities required to ensure compliance with the City’s Municipal Code as well as the full range of routine to complex inspections of residential, commercial, and industrial buildings; investigates citizen complaints of public nuisances and quality of life issues and seeks voluntary compliance or issues citations and initiates abatement procedures; performs inspections at various stages of construction, alteration, and repair of residential, commercial, and industrial building sites to enforce building, plumbing, mechanical, electrical, and environmental codes, and other governing laws and ordinances, including basic zoning, grading, fire, and safety regulations; reviews applications and conducts inspections on a wide range of business licenses and special events permits such as those for massage establishments, special events, and noise exemptions; and performs related work as required.

City offices operate on a 9/80 schedule: Monday-Thursday for 9 hours, 8-hours one Friday, off/closed the other Friday. This position is located at City Hall, 13777 Fruitvale Avenue; operational hours are 7:30 am-5:00 pm.

THE POSITION:

The City of San Rafael, Child Care Division is accepting applications for Child Care Aide to work in our School-Age Program.  We are looking for people who are available Monday thru Friday from 2:00 – 6:00 pm.  This is a great part-time position for someone who attends school in the morning.  No weekend work required!

This position performs the following essential job duties (including but not limited to):

• Assist Director and Instructors in planning and implementing activities.
• Assist in the supervision of children at the child care center or on outings/trips.
