About the Position 

The City of Fremont's Finance Department is seeking a full-time Accounting Specialist I/II that will support the Revenue function. The incumbent will provide a variety of customer service, financial and accounting duties in the preparation, maintenance and processing of accounting records and financial transactions. This position is responsible for performing duties to support the central cashiering function for citywide services.

Examples of Job Duties

• Provide excellent customer service to residents and businesses in the City of Fremont.
• Perform routine fiscal and clerical support with cash handling, issuing receipts, and balancing cash bags, cash drawer and accounts on a daily basis.
• Provides a variety of financial, accounting and auditing office support duties in the preparation, maintenance and processing of accounting records and financial transactions within an assigned operating department.
• Perform difficult or specialized financial, accounting, or statistical office support duties in a centralized accounting setting, including accounts receivable, central processing and collection of City revenue and billings.
• Build and maintain positive working relationships with co-workers, other City employees and the public, applying principles of excellent customer service.
• Receive business tax, development fees and charges.
• Ensure proper authorization and compliance with City policies and procedures.
• Receive checks by mail and process and balance accordingly.
• Receive payments via internet and reconcile as needed.
• Record and post information, data or figures.
• Update electronic records and perform filing and research of numeric and alpha records.
• Assist with projects to maximize collection of City revenue, including researching returned mail.
• Perform a variety of general administrative duties such as typing, proofreading, and filing.
• Perform mathematical calculations thoroughly and accurately.
• Maintain a variety of manual and automated records.
• Provide information to the public or to City staff that may require the use of judgment and interpretations of City policies, procedures, ordinances, and regulations.

The Department

The Finance Department functions include budgeting, revenue collection, debt management, purchasing, cash management and investment, disbursements, accounting, and financial reporting. Budget activities include coordinating and producing the annual budget document, monitoring revenue and expenditure performance, preparing mid-year and year-end budget presentations to the City Council, evaluating the effects of budget changes on service levels, assisting departments with business planning, and supporting citywide economic development projects. Treasury activities include maintaining the City’s banking relationships, ensuring sufficient liquidity to meet projected cash flow needs, supervising the City’s investment portfolio, preparing monthly cash and investments reports to the City Council, issuing debt, and administering the City’s debt portfolio.

The Ideal Candidate

Professional experience in public sector budget preparation, treasury operations (e.g., cash handling, banking, securities transactions, cash flow forecasting), and/or debt administration are highly desirable, as well as the following:

• Strong written and verbal communication skills
• Proficient skills in Microsoft applications (Excel, PowerPoint, Word, etc.)
• Strong research and analytical skills
• Ability to work independently and as part of a team, establish priorities, and develop action plans
• Project management skills and the ability to manage multiple projects concurrently

Necessary Special Qualifications:

Free of any felony convictions.

Effective January 1, 2023, peace officers must be legally authorized to work in the United States under federal law. There are no specific citizenship requirements per Senate Bill 2. California Government Code Section 1031(h) limits employment authorization documents to those consistent with Section 274a.2 of Title 8 of the Code of Federal Regulations. Specific documentation requirements can be found on the I-9, Employment Eligibility Verification form issued by the U.S. Citizenship and Immigration Services. Government Code section 1031(g) permits departments to adopt additional and/or higher standards.

Age not less than 21-years-old at time of appointment to the rank of police officer.

Vision in each eye, correctable to at least 20/30.

Must pass a background investigation.

Must meet all Department medical, physical and psychological standards.

The Position:

This is a non-sworn classification structured for incumbents hired for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this civilian position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  Police Officer Trainee benefits are limited to those of a civilian employee.

Enforces Federal, State and Municipal laws and ordinances; performs patrol duties in cars, on motorcycles or bicycles, and on foot as required; enforces State and local traffic laws to regulate traffic, and investigates accidents; answers calls for service and the protection of life and property; makes arrests as required and testifies in court; performs crime prevention duties and community relations activities; interfaces with all City departments to insure the utmost service to the citizens of Campbell; prepares reports; services and maintains departmental equipment; may relieve or assist Records or Communications personnel.

Typical Duties:

MINIMUM REQUIREMENTS

Education/Experience: 

• Completion of 60 semester units or 90 quarter units from an accredited college or university. (college units must be completed at time of application)
• Completion of a POST approved basic academy. 

Possession of: 

• Valid California Driver's License
• POST Academy Graduation Certificate
• First Aid Card & CPR Certificate 

Additional Requirements:

• Must be a U.S. citizen or a permanent resident alien who is eligible for, and who has applied for, citizenship at least one year prior to application for employment. Application for citizenship shall not have been denied.
• Pre-employment: ability to pass drug and alcohol test; candidates must not have been convicted by any state or by the federal government of a crime, the punishment for which could have been imprisonment in a federal penitentiary or a state prison.

BACKGROUND INVESTIGATION AND POLYGRAPH TEST
An intensive background investigation will be conducted on each final candidate in accordance with the Peace Officer Standards and Training Commission Peace Officer Background Investigations Guidelines. Candidates will also be required to successfully pass a polygraph test administered by a licensed polygrapher, a psychological exam given by a City-selected psychologist and a medical exam by a City physician (to include a stress test EKG and general physical examination). The results of the psychological exam are valid for one year. Suitability for employment will also be based on the following POST job dimensions: problem-solving ability, learning ability, observation skills, willingness to confront problems, interest in people, interpersonal sensitivity, desire for self-improvement, dependability, integrity, credibility as a witness in a court of law, communication skills, judgment under pressure and physical ability.

b) National Testing Network (NTN) Corrections REACT Exam: Passing scores accepted for this exam are Video Judgement Test 65% or higher; Reading 75% or higher; and Count 70% or higher. This examination is administered directly by the National Testing Network, and it may be taken virtually or in person at testing sites nationwide. PELLETB: Applicants can complete the PELLETB exam at the South Bay Regional Public Safety Training Consortium. The areas covered by the test include spelling, vocabulary, clarity, reading and CLOZE (use contextual clues to complete a passage that contains missing words). Applicants are responsible for contacting South Bay Regional Public Safety Training Consortium and self-enrolling in the required written exam. You must take the examination first before applying. Candidates who have already completed the National Testing Network (NTN) examination may submit their results through NTN to our agency. Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.

Education: 
A high school graduate or passing the General Education Development (GED) test or other high school equivalency test approved by CDE, or completion of at least 30 college units from an accredited or approved institution to apply.

After placement on the eligible list, qualified candidates will be invited to participate in the following departmental process with The San Mateo County Sheriff’s Office:
 

Oral Interview: Qualified candidates will be invited to participate in a panel interview with the Sheriff’s Office Professional Standards Bureau.

 

Physical Agility Exam: Qualified candidates will be invited to participate in a physical agility test which may include, but is not limited to, the following events: weight drag, obstacle course, fence/wall climb and 1.5 mile run completed in 15 minutes or less.
