The City of San José Information Technology Department seeks an exceptional executive to serve as Deputy Chief Information Officer (DCIO) to lead the Business Solutions Division.

The DCIO’s current portfolio includes directing teams for productivity and collaboration, business process automation, data administration, enterprise resource planning, and utilities systems. Focus areas for the DCIO in the 12-month horizon include setting a team culture defined by trust and delivering the critical outcomes City departments require; driving the delivery of strong and integrated technology platforms; infusing IT’s product-project management practices into the division’s work; and readying the teams for new technologies and investments, including continued growth of San Jose’s Smart Cities and Internet-of-Things portfolios.  

Success in the City culture requires modeling values of collaboration, responsiveness, employee development, effective relationship management, and producing great outcomes. Significant hiring requirements over the coming years due to retirements also requires DCIOs who are expert at fostering teams that are engaged, embrace innovation and change, and that exemplify both exceptional customer service and mission alignment 

Responsibilities:

Leaders in IT all play a key role in working across organization boundaries to deliver superior IT services while shaping to emerging demands. Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
4. In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments. 
5. Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; recommend IT spending and participate in collaborative resource planning processes to ensure high-quality services at the lowest cost to the organization.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. • Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.

• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.

The Enterprise Strategic Support Engineer will be providing hybrid meetings and Council systems strategic support under the Productivity and Collaboration Application Program. The City of San José is recruiting for an IT Support Manager in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City’s Emergency Operation Center (EOC).

The IT Support Manager supports the essential technologies needed to operate the City’s EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management, Motorola Computer Dispatch workstations, and video and audio systems. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC’s technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.  

The ideal candidate must be able to take full ownership of managing the IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, and Zoom. City applications include GIS, desktop applications, etc. This position demands a proven ability to resolve complex technical issues with limited resources.  A strong leadership mindset, the ability to deliver team productivity, and a strong civil servant mentality are essential to this position. 

The IT Support Manager is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the IT Support Manager will need to be available onsite to support the emergency event. Work hours during an emergency event could be after City’s business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City’s enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitor, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services. 
• Performing hands-on system configuration and advanced troubleshooting infrastructure issues to ensure service availability to meet service level expectations.

Watershed Protection Division’s Stormwater Management Group – Trash Load Reduction Team
 
The Trash Load Reduction Team is responsible for coordinating, supporting, reporting, and implementing the Trash Load Reduction C.10 provision of the City’s National Pollutant Discharge Elimination System Stormwater Permit (Permit). This position coordinates the implementation of projects in collaboration with other City departments and external partners. Key projects of the Trash Team include trash capture projects, the Direct Discharge Trash Control Program, creek assessments, cleanup coordination, grant and contract management, and reporting. 
 
Watershed Protection Division’s Stormwater Management Group – Monitoring and Pollutants of Concern Team
 
The Monitoring and Pollutants of Concern (MPC) Team focuses on reducing pollutants to storm drains from routine municipal operations; implementing control methods for pollutants of concern, such as polychlorinated biphenyls (PCBs), mercury, trash, pesticides, etc.; and assessing exempted and conditionally exempted non-stormwater discharges. The MPC Team works collaboratively with internal and external partners to address these regulatory requirements, and team members frequently support one another in various stormwater management activities to ensure compliance with the City’s National Pollutant Discharge Elimination System Stormwater Permit.
 
Integrated Waste Management Division’s Residential Services Team
 
Residential Services oversees San José’s Residential Garbage and Recycling Program, which provides curbside garbage and recycling, yard trimmings, garbage processing, household hazardous waste drop offs, and junk pick up to approximately 331,000 households and over 140 City facilities through four contracted service providers with an annual budget in excess of $150 million. This ESS helps co-manage contractor agreements, perform data management and analysis for reports and presentations, and implement Senate Bill 1383 requirements and other state and local solid waste regulations.
 
Responsibilities include:
• Monitoring and evaluating contractor operations and performance to continuously improve service delivery and provide excellent customer service
• Providing public education and environmental advocacy

Sustainability and Compliance Division’s Sustainability & Policy Team 
The Sustainability and Policy team implements initiatives that support vital utilities for the community. This position assists the Energy and Water Building Performance Ordinance (BPO), which requires owners of large buildings in San José to benchmark energy and water use and make improvements if standards are not met. BPO staff annually assists more than 2,000 local building’ owners with compliance. The Municipal Environmental Compliance group provides technical support in the assessment, investigation, and cleanup of environmentally impaired or potentially impaired City properties/projects. Projects include fuel leak investigations, closed landfill compliance, and property acquisition investigations.
 
Responsibilities include:
• Performing Phase I Environmental site assessments and technical report writing
• Soil and groundwater sampling and field inspections.
