The Deputy Chief of Watershed Planning (Class: 470) helps oversee the MRCA’s long range planning efforts to ensure that new projects and regulations in the Los Angeles area reflect the agency’s mission to protect open space, wildlife habitat, and parkland that is easily accessible to the public. In particular, the Deputy Chief is responsible for keeping the natural resources of the Los Angeles River and its tributaries, and other urban waterways, as an important criterion to consider at all stages of regional planning processes. All development and planning framework that affects these areas should also increase the region’s resiliency to the impacts of climate change, benefit all communities, and contribute toward equity. Planning for the region’s waterway corridors should also aim to connect with the wildlife and trail corridors that exist in the surrounding mountains.

The Deputy Chief of Watershed Planning coordinates with other MRCA employees and project partners, providing guidance to ensure that park development projects are implemented in ways that reflect these values. Projects may include acquisition of land, conversion of brownfields to parkland, ecological habitat restoration, creation of parkland in urban neighborhoods, and planning in a watershed context. The Deputy Chief must also build community and political support, seek funding opportunities, and actively cooperate with other government agencies and community-based non-profit organizations. 

This is highly technical and professional work for a person at a senior staff/management level. The work performed will support MRCA’s land acquisition and capital improvement Workprograms and other efforts related to public access, open space conservation, habitat restoration, and urban park development.

Supervision

This position reports to the Watershed Planning Division Chief, or the Deputy Executive Officer if the Division Chief position is vacant. Assorted tasks may be supervised by Executive Staff and may include participation in multi-division teams. The position may supervise other staff.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Implement Watershed Planning Workprograms, including lead project management for multiple projects at once.
• Supervise the development and implementation of projects benefiting disadvantaged communities and along the Los Angeles River and tributaries, ensuring that projects meet legislative mandates, and work to secure future additional funding and political support for ongoing implementation.
• Work with organizations and consultants to build capacity to carry out existing Workprograms, develop community and engagement plans for projects from existing Plans, and promote new project development to be carried out by partner entities.
• Prepare and give public presentations on a variety of topics related to the Watershed Planning Workprograms and projects benefitting disadvantaged communities and along the Los Angeles River and tributaries.
• Make reports to Executive Staff, Governing Board, funders, and the general public. Keep Deputy Executive Officer apprised of progress regularly. Liaison between project managers and executive staff.
• Analyze various planning documents and processes for consistency and impacts on MRCA's watershed planning priorities. Write formal comment letters and informal memoranda.
• Participate in planning processes related to the Los Angeles River and other local watersheds, at both regional and individual project scales.
• Maintain ongoing relationships with representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large as related to urban land use, the Los Angeles River, water politics, park development projects, and park operations.
• Liaison with elected officials, and public agencies related to the Watershed Planning Workprograms to expand access to the region’s natural resources, while ensuring that the MRCA’s programs and services promote and achieve equitable outcomes.
• Cultivate working relationships with allies and potential allies for acquisition, development and funding support of the Workprogram; Support the MRCA effort to build a network of community-based supporters to help further MRCA’s mission.
• Develop cohesive working relationships with community leaders and build alliances with individuals and constituencies to broaden the base of general support for park issues.
• Write and coordinate grant proposals and research new funding opportunities for land acquisition, park development, and related planning efforts.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Cooperate with other team members to accomplish project goals.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Maintain files, including documentation and authorization for expenses, project progress, contracts and grant agreements, project budgets, contacts, board actions and all other items related to a project’s development.
• Provide support to coworkers on other projects.
• Maintain good habits of answering and responding to incoming telephone calls, correspondence, and when communicating and providing customer service to citizens who seek assistance.
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner’s associations, and the public at large.

NON-ESSENTIAL FUNCTIONS

• Lead and participate in group hikes, project site tours, and kayak trips with project stakeholders.

JOB SPECIFICATIONS

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. The employee must occasionally move items weighing up to 20 pounds inside the office.

Required Hours and Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors. Remote working or a hybrid schedule may be allowed, subject to supervisor approval.

Education and Experience

• Three (3) years of highly relevant experience that include: park planning, community outreach and engagement, legislative and policy analysis, working with interdisciplinary teams, coordinating consultants, public speaking, technical writing, scheduling, and budgeting.
• Experience in state or local government or community organizing.
• Working knowledge of state and local budgets, policy and the legislative process.
• Ability to speak Spanish is required.

Training and Certification

• Must have a valid California driver’s license in good standing with a satisfactory driving record at the time of hire.

The Infrastructure Maintenance Division is responsible for maintaining the City’s 2,500 miles of streets and related infrastructure, including paved street surfaces, bridges, traffic signals, streetlights, signs, markings and striping, trees, sidewalks, and landscaping, as well as the public sanitary and storm sewer collection systems. Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Principal Construction Inspector position in the Pavement Maintenance Division. The Pavement Maintenance Division plays a critical role in the maintenance and rehabilitation of approximately 2,500 (30-ft equivalent) miles of pavement, overseeing the maintenance of approximately 250 bridges, and over 29,000 ADA curb ramps citywide. 

 

In the DOT Pavement Maintenance Division, the Principal Construction Inspector performs  the following duties:

• Assist in project scoping, planning, and delivery services through close collaboration with the Pavement Engineering team

• Supervise the pavement maintenance inspection team that consists of Senior and Associate Construction Inspectors

• Plan, coordinate, and allocate inspection resources across multiple projects to ensure adequate coverage, balanced workloads, and timely completion of assignments, while effectively managing competing deadlines and priorities

• Coordinate work of the inspection staff with the Senior Engineers

• Conduct spot check inspections on the pavement maintenance and ADA curb ramp projects, review, and interpret construction plans and specifications ensuring that contractor work meets City Standards Specifications, and signs final inspection notices

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Provides administration and oversight of project management system by assisting users, reviewing project daily logs, ensuring continuity across projects, reviewing and approving pay letters, and troubleshooting software issues

 

In the DOT Sidewalks team, the Principal Construction Inspector performs the following duties:

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Verify inspectors assigning maintenance work are within the allocated budget 

• Knowledge of contract specifications as it pertains to sidewalk, curb/gutter, etc. repair criteria

• Knowledge of ADA requirements as applicable to contract requirements

• Knowledge of concrete mixture specifications, limitations, and requirements as it relates to contract specifications

• Utilize computer-based inventory, spreadsheets, and documents, such as MS Excel, MSWord, MS Outlook, and One Drive

• Completion of performance appraisals

• Review and approve contractor invoices

• Coordinate contractor meetings

• Trains and evaluates work of subordinates; reviews completed work and prepares required records and reports

• Supervises and trains front desk administrative staff

• Perform and coordinate field training of inspection staff

• Manage contractor purchase orders capacities

• Assigns and track progress of contractors

• Act as intermediary between public and contractors

• Use tools as necessary to identify slope and ponding issues and recommend corrective action/s as needed

• Responds to resident emails within 48 Hours

 

The DOT Landscape Inspection and Contract Management Construction Inspector’s key responsibilities include but are not limited to:

• Provide oversight to 23 Special District areas, General Fund parcels (Beautify SJ and GF contractual), Green Stormwater Infrastructure, Weed Abatement parcels, Unique Item Inventory (Pedestrian Overcrossings) and Residential Street Sweeping

• Supervise a team of Senior and Associate Construction Inspectors in the field inspection and documentation

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Provide monthly Residential Street Sweeping reports

• Verify inspectors assigning maintenance work are within the allocated budget for each assigned maintenance district/s

• Coordinate with budget analyst on special district source and use funding

• Completion of performance appraisals

• Review and approve contractor invoices

• Coordinate contractor meetings

• Trains and evaluates work of subordinates; reviews completed work and prepares required records and reports; participate and support department-wide safety programs

• Perform and coordinate field training of inspection staff

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Oversight of purchase order and contracts management

• Manage contractor purchase orders capacities

• Collaborate with Landscape Designer on potential renovations within Special District areas

• Assist Ops. Manager with new purchase order bids

Minimum Qualifications

Education: Any combination of training and experience equivalent to successful completion of high school

 

Experience: 

• Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent 

• (Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience)

Certifications/Licenses: Possession of a valid driver's license in the State of California

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination preparing permits using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents. Acute hearing is required when providing phone and personal service. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.
• Implement and manage marketing initiatives for vacant properties, including the use of data-driven digital advertising campaigns that target prospective tenants including the cost-effective use of available third-party property leasing applications.
• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.
• Maintains and updates Port’s leasing website to ensure accurate and up to date content.
• Regularly reviews and provides written and oral recommendations for updates to leasing policies governing the use of Port property to reflect current market trends, best practices and regulatory requirements.
• Manages and oversees staff responsible for parks, open space and special events.
• Manages and coordinates staff efforts to lease properties and deliver customer service to tenants and stakeholders such as advisory groups and other City departments.
• Supervises the leasing and licensing of Port land and buildings for retail, office, commercial and industrial uses, subject to Port policies and City regulations and other regulatory agencies.
• Negotiates and actualizes complex leases and other tenancy agreements.
• Problem solves by analyzing situations, making recommendations and taking appropriate actions.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

 

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Supervisor I for the ALL DEPARTMENTS. • Consult with Clinical Program Manager regarding program goals, activities, policies, and procedures; make recommendations on programmatic, clinical and administrative policies; regularly update program policies and procedures; and implement and enforce policies and procedures.

 

• Supervise, train, evaluate, and participate in the selection of student interns, subordinate clinical staff, Behavioral Health Specialists and Clinical Therapists I/II; and initiate and participate in personnel actions in accordance with the Agency’s human resources practices and procedures.

 

• Make or review decisions on difficult client assessment and casework matters; supervise the timely and accurate submission of activity logs of assigned staff; and review caseload and task/needs reports for accuracy and timely changes & other duties as assigned.
