DESCRIPTION:

The City of Santa Clara is seeking to fill multiple Principal Engineer positions to perform high-level civil engineering tasks to manage and support capital improvement projects. Projects can range across water, sewer, storm systems, public-right-of-way infrastructure, transportation infrastructure planning and implementation, parks and recreation facilities, and other city-owned infrastructure. Under direct supervision of the Department Director or Assistant Director, the Principal Engineer will work independently as a hands-on contributor to the engineering team’s work and will be in charge of engineering, construction, maintenance, and related activities. Principal Engineers may also have responsibility for the quality and quantity of the work of an engineering unit, as well as other supervisory duties, as distinguished from the lower level of Engineering classifications.  

 

Water and Sewer Utilities Department

The Water and Sewer Utilities Department plans, designs, constructs, maintains, and operates the City’s water distribution system, sewer collection system, and recycled water system. These three utilities operate independently and charge rates to recover the costs of providing these services to Santa Clara residents and businesses, including capital investment in City infrastructure and funding needed for adequate reserves.

In 2023, the Water Utility produced and distributed approximately six billion gallons of water to approximately 26,000 service connections, delivered through approximately 335 miles of water main. Of the total potable water supply, 62% is obtained from City wells, 18% and 20% treated surface water is provided by wholesalers Valley Water and San Francisco Public Utilities Commission respective.  Recycled water delivered through the South Bay Water Recycling system makes up 20% of the total water supply in the City. 

The Sewer Utility operates and maintains 270 miles of a sanitary sewage collection system that collects and conveys wastewater to the San Jose-Santa Clara Regional Wastewater Facility (RWF) for treatment and disposal. Santa Clara is a 20% owner in the RWF with the City of San Jose owning 80% of the facility.  The Sewer Utility maintains 7 sewer pump stations, assists the Department of Public Works in the operation and maintenance of 22 storm pump stations, and performs other critical services. The Principal Engineer will be responsible for staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications, and standards. The qualified candidate will have experience both supervising and working in a team environment on major construction projects, including working collaboratively with contractors, technicians, utility operations staff, outside agency staff, and the public.

 

 

Department of Public Works
The City of Santa Clara's Department of Public Works seeks a result-oriented and innovative principal engineer to serve out the Department's mission to provide the highest quality public works services to the residents of Santa Clara, the development community, and our customers in a responsible and efficient manner. With this major boost, the successful candidate will help deliver a comprehensive Expenditure Plan that includes notable projects in areas such as:

This position is responsible for managing and leading the Department’s role to deliver the Capital Improvement Program (CIP) projects listed within Measure I. The Principal Engineer will lead the Public Works Measure I Bond Project Delivery Team (consisting of small team of engineers and inspection staff within Public Works), and work collaboratively other City Departments, outside agencies, and consultants and contractors to design, bid/award, and construct vital public infrastructure improvements. 

The Principal Engineer will report to the Assistant Director/City Engineer and will be responsible for all aspects of CIP delivery including staff supervision, budget preparation and monitoring, project oversight, consultant and contractor management and administration, project database oversight, community outreach, project programming and reporting, presentations at the City committees, commissions, and Council, staff mentoring and training and assuring all projects are being implemented and constructed in accordance with plans, specifications and standards.

Minimum Qualifications

EDUCATION AND EXPERIENCE

If applying for the position in the Water and Sewer Utilities Department

Education and experience equivalent to graduation from an accredited college or university with a Bachelor’s Degree in engineering or closely related field, and Four (4) years of increasingly responsible experience in engineering office and field work, two years of which shall have included supervision of professional and paraprofessional staff.

License/Certifications: 

• Registration as a Civil Engineer by the California State Board of Registration for Professional Engineers is required.
• A Water Distribution Operator's Certification (Grade D-3) must be obtained within two years of appointment. 
• Pipeline Assessment and Certification Program (PACP) certification must be obtained from National Association of Sewer Service Companies (NASCO) within one year of appointment.
• Possession of a valid California Class C driver's license is required at the time of application and for the duration of employment.

Desirable Qualifications: 

• A Water Distribution Operator's Certification of Grade D-4 or higher is highly desirable.
• A Collection System Operations and Maintenance Certification (Grade 2 or higher) is highly desirable.

Education and experience equivalent to a Bachelor's Degree in Civil Engineering from a college or university that is accredited by the Accreditation Board of Engineering and Technology; and

• Possession of a license as a Professional Land Surveyor in California is desirable.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.

Position Duties

The Department of Transportation is currently seeking to fill 1 vacancy for the Principal Construction Inspector position in the Pavement Maintenance Division. The Pavement Maintenance Division plays a critical role in the maintenance and rehabilitation of approximately 2,500 (30-ft equivalent) miles of pavement, overseeing the maintenance of approximately 250 bridges, and over 29,000 ADA curb ramps citywide. 

In the DOT Pavement Maintenance Division, the Principal Construction Inspector performs  the following duties:

• Assist in project scoping, planning, and delivery services through close collaboration with the Pavement Engineering team

• Supervise the pavement maintenance inspection team that consists of Senior and Associate Construction Inspectors

• Plan, coordinate, and allocate inspection resources across multiple projects to ensure adequate coverage, balanced workloads, and timely completion of assignments, while effectively managing competing deadlines and priorities

• Coordinate work of the inspection staff with the Senior Engineers

• Conduct spot check inspections on the pavement maintenance and ADA curb ramp projects, review, and interpret construction plans and specifications ensuring that contractor work meets City Standards Specifications, and signs final inspection notices

• Cross train field inspection staff across programs to ensure proficiency in a variety of inspection areas

• Provides administration and oversight of project management system by assisting users, reviewing project daily logs, ensuring continuity across projects, reviewing and approving pay letters, and troubleshooting software issues

In the DOT Sidewalks team, the Principal Construction Inspector performs the following duties:

• Supervise and track inspection team performance

• Provide quarterly performance measures reports

• Verify inspectors assigning maintenance work are within the allocated budget 

• Knowledge of contract specifications as it pertains to sidewalk, curb/gutter, etc. repair criteria

Education: Any combination of training and experience equivalent to successful completion of high school

Experience: 

• Nine (9) years of increasingly responsible sub-professional engineering/construction inspection work, including three (3) years at the level of Senior Construction Inspector, Senior Engineering Technician, Party Chief, or equivalent 

• (Completion of a terminal curriculum in engineering technology equivalent to that given in an accredited California junior college or two (2) years of college engineering courses may be substituted for two (2) years of the required remaining experience)

Certifications/Licenses: Possession of a valid driver's license in the State of California

Job Description

Under general direction, the Port’s Senior Waterfront Property Manager is responsible for marketing, leasing and managing the Port’s retail, commercial and industrial properties within the parameters of a regulatory environment. The Senior Property Manager is also responsible for carrying out, interpreting and coordinating existing policies, methods and procedures of the Port’s Real Estate & Development Division related to management and leasing of Port real estate.

This is a management level position that requires experienced leadership and hands-on property, asset and facility management and analytic background. This position handles the more complex negotiating/leasing activities, significant property issues and direct supervision of various professional and support staff. This position requires the ability to communicate effectively orally and in writing and to make presentations to a variety of entities such as the Port Commission, Board of Supervisors, community groups and Port senior management.

• Conducts market research and applies real estate principles to ensure the maximum economic utilization of Port lands and properties.

• Develops and executes marketing strategies to support leasing goals, brand awareness, tenant retention and revenue growth across a portfolio of commercial properties, parks and open space
• Oversees design and production of marketing materials (flyers, brochures, signage, newsletters, online presence, etc.)
• Creates and maintains comprehensive property marketing materials, including clear, detailed and accurate property descriptions that include any restricted uses, physical limitations, or regulatory constraints for properties Port wide.

Qualifications

Education

Possession of bachelor's degree from an accredited college or university; AND

Experience

Five (5) years of verifiable experience in commercial and/or industrial real estate property or asset management which must have included negotiating, drafting, interpreting and administering commercial leases and other rental agreements, overseeing property maintenance, providing customer service and resolving problems between tenants and landlords, preparing original reports and correspondence and dealing directly with the public.

Please Note: Experience limited to apartments, condos, single-family homes or residential property management with retail floor space primarily serving residential tenants, does not meet the qualifications for this role.

License 

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to two (2) years (One year of work experience is equal to 30 semester units or 45 quarter units).

Experience Substitution: Possession of a master's or doctorate degree from an accredited college or university in real estate, business administration with a finance or real estate concentration, or law degree with a real estate concentration may substitute for one year of the required experience as described above.

Job Description

Under general direction, the Waterfront Property Manager implements programs for management and leasing of Port land and buildings for retail, commercial, office and industrial uses.  Responsibilities include an assignment that focuses   on a combination of property management, leasing and occasional special events coordination.

The essential functions of this position include:

• Ensures lease compliance, regularly inspecting leased areas to determine if property is maintained in accordance with the lease and inspects vacant spaces to determine maintenance and repair needs.
• Negotiates lease, lease renewals, license agreements, Memorandum of Understanding and permits with prospective and current tenants in accordance with established Port policies and practices, legal and regulatory restrictions and market conditions to maximize the potential revenue of the Port.
• Drafts leases, license agreements and other documents in accordance with established policies and practices for the review and approval of Port management and legal counsel.
• Responds to requests from tenants and members of the public for maintenance, repairs, improvements and modifications, establishing cooperative relationships with Port’s neighbors and tenants while protecting the Port’s interests.
• Initiates work requests for repairs and improvements for both leased and unleased property with the Port’s Maintenance Department. 
• Reviews the aging report and tenant ledgers with the Collections Officer to analyze and reconcile tenant accounts.  Position requires the negotiation of payment plans and settlement agreements, drafting default and 3-day notices, and preparation of forms to correct and initiate billing.
• On behalf of Port Real Estate, review and provide comments on plans submitted for building permits, acting as a liaison between tenants and Port building and fire inspectors.
• Conducts market and feasibility studies related to marketing operations of retail, commercial and industrial property to provide current information to be used in management’s evaluation and appraisal of proposed projects.
• Abstracts lease agreements to document key lease provisions.
• Documents tenant-related matters to include incidents, agreements, and understandings, to ensure accurate records and effective communication.
• Assists the Special Event Coordinator with assessing potential impacts of certain events on Port facilities and tenants.  Communicates with Port tenants and other external stakeholders on potential impacts such as street closures or restricted access to Port facilities.
• Responds to complaints regarding the facilities, noise, traffic, trash, etc. 
• Performs other related duties and responsibilities as assigned.

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.
