The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

Examples of Duties

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to: 

• High School Diploma or equivalent
• Six (6) years of related progressive full-time experience as an automotive/truck diagnostic technician, repair technician, or instructor.
• Experience assessing and training others in a classroom or shop environment is required.
• Experience with powertrain electronic controls, on-board Hi-Voltage systems, on-board Hi-pressure systems, ABS, HVAC, and PLC systems is required. 
• Strong oral and written communications skills.  Knowledge of word processing and spreadsheet programs.
• Demonstrated journey level mechanic experience showing knowledge, expertise and ability to troubleshoot advanced systems and make repairs.

Preferred Qualifications

• Zero emission technology including battery electric and hydrogen fuel cell experience highly desired.
• Experience in conducting skills and needs assessment surveys desired.

THE POSITION:  The City of San Mateo’s Human Resources Department has an opportunity for an intern to work on a number of projects. The Department is responsible for programs in recruitment and selection, classification and position control, labor and employee relations, employee training and development, workforce planning, salary and benefit administration, and employment related policies.  The HR Analyst Intern will receive supervision from the Sr. HR Analyst primarily responsible for each specific project. DUTIES: The primary projects will most likely include the following:

• Employee Development and Workforce Planning: help with internal documentation, systems and tracking for training participation; assist with the transition to a new LMS system, assist in the design, coordination, and evaluation of learning and development programs to enhance employee skills and career growth.
• Classification and Position Control: Assist in updating and maintaining the position control database, track position vacancies and changes, assist in reviewing and organizing job descriptions, assist in compiling data for reclassification requests, assist in compiling data for compensation analysis, support in the preparation of classification related documents.
• Recruitment: Assist in sourcing candidates through various job boards, assist in updating and maintaining recruitment log, assist in the preparation of oral board materials and logistics for in-person oral board interviews, maintain recruitment files – close out interview materials once a recruitment has been completed
• Employee and Labor Relations: Review applicable MOUs, side letters, policies & procedures to determine and identify applicable provisions which may apply to specific departmental inquiries.  Provide recommendations based on research and data analysis, assist in tracking MOU compliance items, help organize trainings related to employee relations.
• Employee Services and Benefits: Assist in processing of benefit enrollments and changes, respond to basic employee inquiries about benefit offerings, assist with benefit offerings communication to City employees, assist with gathering documentation or follow-up as needed, assist with internal tracking and reporting.

Summary

• Understands and complies with provisions of the Brown Act; drafts and arranges for the legal publication of notices, postings, ordinances and public hearings; ensures compliance with legal requirements governing the conduct of closed sessions.
• Attends meetings and records proceedings; maintains the official records of all Board and Commission meetings and disseminates all actions including minutes, ordinances, resolutions, leases, agreements and deeds; ensures compliance with other local, state and federal laws pertaining to public records, and statements of economic interest, and advises the Board and General Manager regarding the requirements of such legislation.
• Receives, reviews and prepares responses to Public Records Act requests in compliance with all legal requirements and mandated deadlines; consults with District management and legal counsel as necessary in collecting and redacting data in accordance with legal provisions.
• Coordinates District Board election and Committee appointments and assists interested candi­dates with respect to filing procedures, campaign disclosure forms, regulations and applicable laws; notifies affected parties of Fair Political Practices Commission (FPPC) requirements and deadlines.
• Maintains or oversees the maintenance of the General Manager’s and Board’s calendars; handles or refers matters as directed; prepares and processes General Manager and Board member expense reports and reimbursement requests; makes travel arrangements for General Manager, Board of Directors, and other department managers.
• Assists administrative staff in the preparation, compilation, typing, duplication and distribution of the preliminary and final budgets, and prepares mailing of correspondence pertaining to the annual District audit.

Other Duties and Responsibilities

• May be required to drive District or personal vehicle.
• Acts as Notary Public for District matters.
• Participates in and provides work guidance in the work of other District administrative support staff; participates in prioritizing workload and monitoring work of other employees for complete­ness, accuracy and conformance with departmental standards; provides infor­mation, instruction and training on work processes, proper uses of equipment and safe work practices.
• Participates during disasters or when emergency response is needed.

Qualifications

Education/Experience: A typical way to obtain the knowledge and abilities would be: graduation from an associate degree program supplemented by position-related specialized courses and five years of increasingly responsible administrative and/or secretarial experience with two years of qualifying local government experience; or an equivalent combination of education and experience.

Language Ability: Ability to read, analyze and interpret general business periodicals, professional journals, or governmental regulations. Ability to respond to inquiries or complaints from the public or regulatory agencies orally and in writing. Ability to write minutes for publication that conform to prescribed style and format. Ability to present information to top management and the Board of Directors.

The Organization 

Incorporated in 1927, Menlo Park is a general Law city operating under a Council-Manager form of government. The Department

TYPICAL DUTIES: (may include but are not limited to the following):

• Performs a variety of service desk functions, including patron account management, checking in/out materials, assisting with self-check equipment, processing payments and reserves, and responding to patron inquiries.
• Assists patrons in locating and using library materials and equipment; explains library services, policies, and procedures; answers basic reference questions using online catalogs, indexes, and other bibliographic tools.
• Orders, receives, and processes library materials in all formats; maintains accurate acquisition and inventory records.

The Library department is comprised of three service areas: The Main Library, Grand Avenue Branch, and Literacy Services at Project Read and Community Learning Center. POSITION
Library Clerks operate out of the Main Library and may also include shifts at the Grand Avenue Branch Library. The Library Clerk will assist patrons in the library while working on a busy customer service desk.

The ideal candidate possesses excellent communication and interpersonal skills; can be a team leader and accept guidance from supervising staff; is highly organized; can integrate technology as a learning tool; possesses knowledge of strategies for motivating children in a creative learning process; and has experience integrating and supervising volunteers.

• Lifting and carrying materials (up to 35lbs.) such as books, boxes or related equipment and pushing/pulling carts for shelving returned and in-house used library materials. 
• Shelves returned and in-house used library materials.
• Troubleshoots basic issues with public computers, MakerSpace equipment, and related technology.
• Supports library staff with leading programs.
• Performs other related duties as required.

QUALIFICATIONS

Experience: One year of experience involving customer service.

Training: High School Diploma or the equivalent

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

• Completion of an Associate of Arts degree in Business Administration, Public Administration or a related field;

Minimum Experience Requirements: 

• Three (3) years of progressively responsible investigation, coordination or technical report writing experience; 
 • Computer proficiency in Microsoft Word and Excel.

Acceptable Substitution: 

• Additional qualifying experience may be substituted on the basis of one year of experience equals 30 semester units of required education for a maximum of one year of required education.

License/Certifications: 

Possession of a valid California Class C driver’s license is required at time of appointment and for duration of employment.

Desirable Qualifications: 

• Computer proficiency in Microsoft Access and Power Point.

Other Requirements:  

• May be required to work shifts, weekends, and odd and unusual hours in the performance of duties and emergency situations.
