THE DEPARTMENT:

THE ROLE AND PROJECTS:
Reporting to the Economic Development Program Manager, the Intern will be engaged in project-based work to advance key economic development strategic initiatives.  Examples of the work include, but are not limited to the following:

• Implement tasks outlined in the San Rafael Economic Development Strategic Plan.
• Develop a business support communications plan in collaboration with business support partners.
• Support Division Manager to activate outreach to businesses.
• Learn and assist with contract management.
• Evaluate resources available to various business groups through an equity lens.  Research strategies for business support for underserved sectors in San Rafael.
• Support activation of the Downtown San Rafael Arts District Strategic Plan.
• Administrative tasks as assigned.

HOURS, COMPENSATION & BENEFITS:
This position will work approximately 12-20 hours per week.  The candidate will have hands-on learning and work experience at San Rafael City Hall and outreach in the community.

This is a temporary position and hours worked may not exceed 1,000 hours in a fiscal year (July 1 thru June 30).

In accordance with the salary resolution, this position receives no benefits with the exception of Paid Sick Leave and a retirement plan.  

• Temporary employees are entitled to receive sick leave in accordance with California's Paid Sick Leave Law (AB 1522).
• Participation in a retirement plan is mandated by Federal Law and you will be enrolled in the Public Agency Retirement System (PARS):
  • Employee contributes 3.75% of salary

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships; engaging with and building the capacity of the community to do its own problem- solving; and leveraging financial and volunteer resources. 

The Aging and Family Services Division (AFS) of HSD specifically supports older residents and their caregivers to live active, healthy lives in the Tri-City community. With input from local, older adults (age 55 years+) as our guide, the AFS team provides a continuum of supportive services, from health promotion activities to home-based end of life care. AFS has a Senior InfoLine that is answered in 4 languages (Farsi, English, Spanish and Chinese) that is often an entry point.

DefinitionUnder administrative direction from the Human Services Director, plans, organizes and directs a Division of the Human Services Department which provides specialized family services; and serves as a member of the department's management team.

Class Characteristics
This professional management classification in the Human Services Department may be assigned as Youth and Family Services Administrator, Aging and Family Services Administrator or Family Resource Center Administrator. Incumbent follows general guidelines or professional and administrative standards in accomplishing assignments; it is characterized by the responsibility to develop and implement mental and physical health and other social services that support self-sufficiency, strengthen families, help children achieve their optimal development, and help older adults remain independent and engaged in the community for as long as possible. Supervision for the Family Resource Center Administrator is jointly provided by the Human Services Director and leadership team of the Family Resource Center. Review of work is occasional or on a problem basis with incumbents presenting alternative courses for policy decisions. Routine and unusual problems are handled within the context of general plans, broad policies, budgetary limitations and professional standards. Successful performance is measured by total results. This classification is distinguished from Human Services Director by the latter's responsibility to plan, organize and direct the work of the Human Services Department, and from Clinical Supervisor by the latter's responsibility to supervise counseling or social work staff, to monitor the implementation of professional standards, and to provide training and direction to professional staff and interns. Assigned duties and responsibilities of this position are performed primarily in an office environment, requiring the ability to read and understand complex written documents including laws, rules, and regulations; to use computers and computer software, and telephones; and to develop effective working relationships with individuals from a variety of ethnic and socio-economic backgrounds.

 

Essential Functions

All Assignments:

• Leads the work of a Division charged with the responsibility to develop and implement programs to support families and individuals of all ages.
• Assesses program needs and existing/projected capabilities and develops resources to meet their needs.
• Establishes policies, priorities and standards of practice for service team programs, including training, project monitoring, evaluation and cost effectiveness.
• Develops procedures for collaborative/service integration projects.
• Conducts/participates in multi-agency case consultations and staff orientation and training.
• Supervises multi disciplinary staff such as Clinical Supervisor, Counselor, and Administrative Assistant.
• Provides technical assistance to increase capacity of the community to problem solve, and assists in organizing services to meet the community's needs.
• Develops and integrates new programs into agency administrative structure and service delivery system.

• Ensures compliance with laws, regulations and professional standards.
• Prepares or directs the preparation of a variety of narrative and statistical reports.

Aging & Family Services Assignment:

• Plans, organizes, and manages social work and counseling services.
• Designs and directs implementation of programs such as Pathways to Positive Aging to meet program and community needs.
• Serves as an advocate on behalf of families of all kinds such as families with dependent older adults and grandparents raising grandchildren.
• Establishes and maintains a continuum of programs and services for older adults:
o Services for Well Elderly including: Oversees operations at the Multi-Service Senior Center(s); develops and implements operational policies and procedures; identifies program needs and develops and oversees implementation of a variety of programs and services targeted to the needs of older adults; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.
o Services for Frail Elderly including: Develops and implements operational policies and procedures for service coordination among the Friendly Visitor, Companion for Life, Senior Peer Counseling, Para transit, and other City programs; monitors and evaluates program performance; reviews existing programs for immediacy and applicability, directing revision as appropriate; coordinates programs with other agencies; provides effective problem assessment and client complaint response.

The mission of the Parks, Recreation and Neighborhood Services Department (PRNS ) is to cultivate healthy communities through quality programs and dynamic public spaces. PBCE internship program is designed to offer professional learning opportunities to undergraduate and graduate students who are interested in the urban planning field. Interns may be assigned to specific projects in the sub-disciplines of urban village planning, development review, zoning, urban design, transportation, economic development, housing, sustainability, historic preservation, Geographic Information Systems, and data analytics. Finance Department - The Finance Department has over 100 employees who are dedicated to serve the needs of our customers throughout the City of San Jose. Our mission is to manage, protect, and report on the City of San Jose's financial resources to enhance the City's financial condition for our residents, businesses, and investors. Our services are provided to the organization and community through four separate divisions which include Treasury, Revenue Management, Accounting, and Purchasing. The range of services includes debt management, investments/cash management, payment processing, billing, accounts receivable, delinquent tax/revenue collections, payroll, accounts payable, financial reporting, risk management, and procurement services.

The Housing Department's mission is to strengthen and revitalize our community through housing and neighborhood investment. Since the Housing Department was established in 1987, the City has been a leader in affordable housing , creating more than 21,000 new housing opportunities for San José residents.
A major function of the Housing Department is its work as a funder. The Department utilizes numerous financing vehicles to bring new affordable housing to fruition and rehabilitate older affordable housing. THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The Clinical Therapist I/II will appeal to individuals who are inspired by challenges and opportunities presented in working with an engaged and active community with moderate to severe behavioral health clients. The Clinical Therapist will report to a Clinical Supervisor.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment.

Under the direction of the Director of Public Works or their designee, the Management Analyst I performs a variety of journey-level, professional and technical administrative duties in support of Public Works. Work assigned may be in a specific program area and/or to perform administrative duties in support of a division of Public Works or the department as a whole, including research and analysis. The incumbent plans, manages, implements, and evaluates assigned programs, systems, procedures and operations; and coordinates assignments with other departments and outside agencies. The Management Analyst I plays a vital role in supporting the efficient operation of the Public Works department and will be responsible for:

• Asset Management and Tracking: Facilitating the acceptance of new streets and utilities into the City’s inventory and maintaining meticulous records of maintenance activities through ArcGIS. 

• Optimizing Fleet Operations: Ensuring adherence to regulatory standards and requirements such as annual use reporting, emissions, registration, vehicle/fuel procurement and inventory systems. 

• Public Communications, Marketing, and Stakeholder Outreach: Assisting in the development and execution of public communication strategies, marketing campaigns, and stakeholder outreach initiatives to enhance community engagement and awareness of Public Works programs and projects.

• Department and Division Budgeting: Collaborating with departmental stakeholders to assist in budget preparation, tracking, forecasting, and contributing to the development and publication of the Capital Improvement Program (CIP) bi-annually.

• Sanitary Sewer System Program Management: Supporting the management and implementation of the Sanitary Sewer System program by overseeing tasks such as managing and updating sewer lateral ordinances, updating sewer rates, calculating and tracking Equivalent Dwelling Units (EDUs), and updating the Sanitary System Management Plan and annual reporting Plan in compliance with regulatory requirements.

• Personnel Functions: Acting as a liaison to Human Resources and assisting in various personnel functions including recruiting, onboarding, training coordination, tracking, and calendar updates as necessary to ensure timely personnel management. 

• Contractor and Consultant Procurement: Supporting the procurement process for contractors and consultants, including contract administration and tracking of services rendered.

• Street, Tree and Neighborhood Assessment Districts: Managing Special District programs, including but not limited to, development of assessments, regular rate review and updates, stakeholder outreach, coordination and recommending required council action.

This vacancy is specifically for the Property/Evidence CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. After a conditional job offer, applicants must also complete a psychological examination and pre-employment medical examination.

This position will be a part of a 3 year - federally funded MHSSA Grant Team that is scheduled to end in December 2026. • Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

• Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients.

• Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances.

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field.

• Performs routine and emergency intake evaluations according to Authority procedure;
  completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Foster relationships and partnerships with the local school districts, County Office of Education; local charter schools, the youth and their families;

• Ensure that documentation is updated in Electronic Health Record (EHR) regularly.

Assignments may include field services, jail facilities, property control, community services, crime scene, or traffic control.

Community Service Officers are essential non-sworn members of BPD. By maintaining positive working relationships with City staff and the public, CSOs help build trust in our community. With their ability to work with people of all backgrounds and stay calm under pressure, CSOs provide invaluable contributions to the Department in their everyday work.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from high school and three (3) years of progressively responsible work experience, such as in-person, telephone, and written contacts indicating effective communication and customer service skills.

Previous volunteer or paid experience in law enforcement, emergency medical services, military service, probation, counseling or similar work requiring extensive public contact is highly desirable.

Other requirements include:

• Must successfully complete a psychiatric evaluation and a Police Department background investigation and medical evaluation.
• Must possess a valid California driver's license and have a satisfactory driving record.
• Must be willing to work evening, graveyard, weekend, and holiday shifts for the 24 hour/day operational schedule.
• Must be able to obtain required Police Officer Standards and Training (POST) certification such as the Community Service Officer Academy, Jail Correction Course, which are conducted or recognized by the Berkeley Police Department, and accept and apply the principles learned in training.
• Must be physically able to perform the work including lifting heavy objects and controlling violent individuals, and possess the knowledge, skills and abilities for the successful completion of duties assigned to the position.

• Receives & screens visitors, provides general information to clients, visitors, vendors, & staff, in-person and on the telephone; assists clients by referring them to sources of information, hands out standard forms & explains how to complete them.

• Receives and responds to enquiries; provides information and answers questions; addresses requestor’s issues or concerns and/or directs them to appropriate information sources; makes appointments and maintains calendars.

• Maintains records, logs, files, & other forms of information, including various demographic reports, and room schedules specific to the assigned division or department. 

• Organizes and maintains departmental policy manuals; recommends updates to policy manuals.

• Coordinates training requests from outside agencies, including community provider and business partners; maintains training schedules and collaborates session evaluations.
