Human Services billing sections supports multiple programs that provide community services to residents. The billing staff work with a variety of HSD staff, including clinicians and administrators, as well as program vendors and state and county agencies.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Assistant Director, Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of operational areas of accounting including indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll. The Assistant Director will prepare reports pertaining to operational accounting and will be a major contributor and advocate for operational accounting in the agency-wide ERP project.  The Assistant Director will provide oversight in the development and/or review of policies and procedures in operational accounting.

In coordination with internal stakeholders, this position will assist in development and/or review of policies and procedures and developing and evaluating the internal controls in AP, AR, and payroll.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the operational accounting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial information and data; and communicate important financial information clearly to all entities. The Assistant Director will perform other job-related duties as needed or assigned by the section.

• Enterprise Resource Planning software and/or other financial management applications.

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications

• 10+ years relevant experience preferred
• Participation in ERP System upgrades
• Experience in the assessment of internal controls pertaining to areas in operational accounting (AP, AR, Payroll)
• Experience with Indirect Cost Allocations Plans (ICAP/overhead plan)
• CPA or other related professional license preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:    

• Provide leadership and manage the day-to-day operations in accounts receivable, accounts payable, and payroll.
• Work with Section Director in onboarding the Indirect Cost Allocation Plan (“ICAP”/Overhead) consultant; manage the annual preparation of the overhead plans.
• Manage internal accounting controls for Operational Accounting including billing and accounts receivable, accounts payable, payroll, and other specialized areas i.e., managing the overhead program.
• Oversee all month-end, quarterly, and annual G/L journal entries essential in operational accounting. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements.
• Plan, organize, and perform assessments to ensure administrative accounting, and internal controls exist and are properly functioning in operational accounting.
• Assist in the management and production of Single Audit Reports and other external financial and governmental/grant audits including participation in the Annual Comprehensive Financial Reports.
• Work cooperatively and collaboratively with MTC staff and external stakeholders.
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. The Administration Division of HSD specifically supports a robust grants program that administers federal and local funding that addresses the needs of lower income Fremont residents. The Department receives approximately $2.2 million in annual federal funding from the Department of Housing and Urban Development (HUD) and an additional $800,000 in local funding to administer to non-profit and community agencies that provide vital services to Fremont’s most vulnerable residents.

The Position

The Senior Accounting Specialist is responsible for a variety of advanced level fiscal clerical assignments. This position provides administrative support of federal Community Development Block Grant (CDBG) and HOME Investment Partnership Programs (HOME) programs related to affordable housing and services to low income residents.

Examples of Job Duties

• Prepare and execute contracts for CDBG, ESG, HOME, and SSG Grant Programs.
• Provide contract administration/clerical support, which includes keeping and maintaining detailed records and information required by federal grant programs.

The Position

The Street Maintenance Worker I/II will perform a wide variety of tasks in the construction, maintenance and repair of roads, sidewalks, curbing, storm drains, traffic signage, and pavement markings.

Examples of Job Duties

Street Maintenance Worker I:

Cleans work sites and equipment. Perform installation of various traffic control devices and markings. Drives truck with trailer. Performs heavy physical labor including lifting, carrying heavy objects; and shoveling, raking, and leveling asphalt. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Sets-up and removes traffic safety zones for construction. Works in all weather conditions and in all terrain conditions. Works at all times of day and night. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment, grease, lubricate, and fuel vehicles. Perform inspection and cleaning of drain inlets and storm lines.

Traffic Safety Assignment:

Replaces, maintains and repairs delineators, barricades, traffic dividers, signs, and similar traffic control devices. Assists in determining color of paint to be applied to street markings. Selects proper stencils for street markings. Assist with lane line striping and new installation of street markings. Assist in laying out various traffic control devices and markings. Street Maintenance Worker II:

Manages the work at a work site. Ensures that assigned tasks are accomplished. Keeps track of daily time, work performed and materials used. Performs inspection for street re-surfacing public works projects. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Due to variety of outdoor settings, needs to be able to work in all weather and terrain conditions. Due to 24-hour maintenance needs, needs to be able to work at all times of day and night. Operates light and heavy motorized construction and maintenance equipment including grappler, rollers, VacCon trucks, street sweepers, backhoes, compressors and pneumatic tools. Drives equipment to and from job sites. Loads and unload equipment; inspect equipment. Excavates, backfills, grades and rolls construction and repair sites. Cleans work sites and equipment. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment. Greases, lubricates and fuels vehicles. Changes backhoe buckets and teeth. Perform various Sanitation tasks including drain inlet cleaning, storm line inspection and street sweeping. Traffic Safety Assignment:

The Town of Moraga is seeking a dynamic Administrative Assistant to provide support to the Town Manager.  Under general supervision, the Administrative Assistant performs a wide variety of routine to complex office, administrative and technical support tasks requiring the ability to apply specialized functions or services in order to support an assigned department; assists the public personally or directing by providing information to requests according to established procedures; sorts, logs and maintains records and other documents; follows policies, procedures and work methods associated with assigned duties; and performs related duties as required in a manner that is responsive, cost effective, and innovative. 

DISTINGUISHING CHARACTERISTICS:

The Capital Asset Senior Accountant position will be filled at the Associate level and will be responsible for all aspects of accounting associated with the management of tangible and intangible capital assets. ESSENTIAL DUTIES AND RESPONSIBILITIES
Specific duties and responsibilities include, but are not limited to, the following:    

• Review of capital projects and operating accounts to capitalize/expense assets; disposal and timely recording of assets. 
• Review of invoices and contract to ensure the accuracy of capital assets accounting records in accordance with the Generally Accepted Accounting Principles (GAAP); Governmental Accounting Standard Board (GASB); Federal and State grant rules; and regulations including OMB super circular 2CFR Part 200.
• Manage fixed asset activity including performing system depreciation expense and capitalization of assets in the capital asset system.
• Analyze accounting data in the capital asset system, subsidiary, and general ledger to review and highlight variances, trends, exceptions and discrepancies, taking action as appropriate.
• Prepare month-end capital asset reconciliations between capital asset system and General Ledger. 
• Identify and document accounting treatment (capital or expense) for capital asset projects. •   Ensure historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
• Establish and maintain strong, collaborative relationships with project managers and other departments to ensure the accuracy of capital assets accounting treatment. 
• Assist in developing/updating the Capital Asset Management policies and procedures in coordination with other departments within the agency.
• Perform and coordinate the annual equipment inventory review.
• Support lease accounting compliance by managing lease activity records. 
• Assist in the monthly financial close activities.
• Prepare capital assets schedules for various audits (e.g. financial statements audits, federal audit, state audit, etc.) and provide documentation for auditors as necessary. 
• Perform other job-related duties as needed or assigned by the Section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location.  This position is primarily remote.  However, in-person attendance on-site will be on an as needed basis.
