The Finance Department has an opportunity to staff a Senior Info Technology Technician.  We seek a skilled individual with the competence and experience to address IT challenges confidently and professionally. Primary Responsibilities

• Responds to inquiries regarding PC systems and programs at user sites throughout the City
• Troubleshoots hardware and software problems and recommends hardware, software, and configuration changes for City-wide implementation
• Installs desktop/laptop equipment and software; customizes installed software to specific requirements of the user department; reconfigures software to correct problems or conflicts between applications and hardware
• Provide desktop support and troubleshooting to City staff
• Serves as local area network (LAN) administrator; ensures LAN performance, maintains security, creates new users, and installs related hardware
• Installs virus signature files on servers and workstations for use with an anti-virus system; responds to and troubleshoots virus invasions of the City network

Under the administrative direction of the Ports Finance and Administration Division, the Information Systems (IS) Director plans, directs, and coordinates information system operations and activities for the Port of San Francisco. This includes overseeing system design, development, and implementation, as well as coordinating data and information systems across departments. The IS Director is responsible for the operation and maintenance of these systems.

The Port is in the process of replacing several business-critical systems in the next five years, including real estate and work order management systems.  The IS Director will lead these efforts, requiring the creation of a systems strategic plan that aligns different systems with the Port’s primary business needs while integrating with citywide financial and payroll systems.  This plan will involve collaborating with business divisions to identify and prioritize system requirements, such as vacancy, profit and loss, and common area expense allocation reports for the real estate portfolio, as well as berthing management systems for various visiting ships and boats.

The IS Director will also identify necessary business division process changes and establish short- and long-term deliverables. This position oversees two distinct functions: an applications group responsible for implementing and maintaining technology applications tailored to the Port’s needs, and an infrastructure group that ensures a stable and secure environment for desktop and mobile devices.

The essential duties of IS Director include the following:

• Develops and implements the strategic systems plan for the Port.
• Leads the IS division, building capacity and supporting the infrastructure and business applications teams.
• Plans and directs the day-to-day information systems activities for the Port, including application and infrastructure support, desktop administration and IS Help Desk support services.
• Performs continuous evaluation and assessment of all activities, providing timely reports to upper management. 
• Develops and manages the IS budget, including project management and hardware/software procurement.
• Develops and manages the Port’s technology policies, standards, and strategy, ensuring alignment with citywide technology goals and standards.
• Oversees devices and information management, security and compliance, risk management and response, and technology governance.
• Supervises, evaluates, trains, and coach staff and consultants in the performance of their assigned duties, adhering to departmental and city and county standards, policies, and procedures.
• Serves as liaison and representative of the Port with various City and County staff, policy-making officials, and officials of external agencies.

THE DEPARTMENT

The Finance Department provides critical financial services citywide, setting the policy controls over the use of City funds. It leads the fiscal accountability efforts and ensures the responsible and legal use of City funds through thoughtful appropriations and implementation and management of policies and procedures. It is responsible for numerous vital City services, including maintaining the City’s accounting system, managing payroll and purchasing procedures, issuing business licenses, managing parking districts, and collecting occupancy taxes and other City fees. Other services include financial planning and analysis, risk mitigation, strategic consulting, and leading the City’s budget process.

Central County Fire Department (CCFD) serves the Cities of Burlingame and Millbrae and the Town of Hillsborough. The Department serves a population of 66,045 from six fire stations across a service area of approximately 15 square miles. CCFD is supported by 91 FTEs and a FY2023-24 operating budget of $33.14 million. 

CCFD seeks a hands-on human resources professional with a solid foundation in public sector personnel management. This knowledgeable individual will have a well-rounded background and understanding of the various human resources disciplines, with particular strength in labor relations. As the sole service provider in Human Resources, they will enjoy multi-tasking and working on a variety of projects and priorities in a supportive and collaborative organization.

The HR Manager will oversee recruitment and selection, labor and employee relations, employee training and development, performance management, classification and compensation, benefits, leave management, and Workers’ Compensation administration.

THE POSITION

Reporting to the Director of Administrative Services, the Management Analyst (Risk Management) provides professional support to risk management programs including: workers' compensation, safety compliance, review and approval of contracts and Certificates of Insurance, risk transfer, and leave and disability administration. 

In addition, you will have the opportunity to coordinate and oversee workers' compensation claims administration including monitoring accepted claims and providing information to claimants, attorneys, and the workers' compensation carrier. You will also serve as a consultant to City departments and employees on Risk Management (workers' compensation, safety, contract insurance) problems and communicate regularly with internal and external parties to maximize the effectiveness and efficiency of assigned programs and activities, minimize risk, and advise of claim developments. General

The Procurement Administrator II reports to a Procurement Administrator III in Contracts and Procurement and is responsible for preparing and processing Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Quotations (RFQs), and Purchase Orders (PO’s) for the procurement of goods, materials, equipment, professional services, and public works.

Essential Functions & Duties

 

• Manage all phases of the procurement process in compliance with applicable local, state and federal laws, rules, regulations, and policies governing public agency purchasing (e.g. California Labor Code, Prevailing Wage, and California Contract Code).
• Review solicitation requirements for reasonableness, recommend contract type, determine appropriate procurement strategy, and method of compensation.
• Develop terms and conditions and solicitation provisions.
• Lead contract negotiations to achieve best overall value for the agency. 
• Perform contract administration (e.g., administer contract amendments, prepare in-house memoranda, and correspond with vendors and legal staff).  

 
EXAMPLES OF DUTIES: 

• Authorize award of contracts and approve purchases, contract amendments, and work directives consistent with District policy and procedures.
• Prepare and issue professional service agreement work directives. Negotiate and maintain rate agreements and any adjustments in mark-ups or indirect rates with consultants in coordination with project managers. 
• Maintain contract records that includes print and website advertising, leading pre-bid/proposal meetings, lead site walk-throughs, respond to requests for approved equals, address questions and requests for clarification, conduct public bid openings, analyze bids received, determine responsiveness and responsibility of apparent low bidders, check references and perform cost/price analyses. 
• Manage and perform contract activities using PeopleSoft. 
• Develop contract language by collaborating with subject matter experts from such areas as Risk Management, Disadvantaged Business Enterprise (DBE), Labor Compliance, Project Management, Finance, Capital Grants, and Legal Counsel.
• Research and evaluate sole source procurement requests.
• Provide guidance to Project Managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
• Prepare written reports and contract award recommendations. 
• Provide guidance and administration on a wide variety of contracts. 
• Interface with government, and transit agencies.
• Perform all job duties and responsibilities in a safe manner to protect one’s self, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.

 

Minimum Qualifications

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Bachelor’s degree in Business Administration, Economics, or related field.
• Three (3) years relevant full-time professional-level experience with procurement and administration of equipment, material, maintenance, public works, and professional or other services-type contracts. 

PREFERRED QUALIFICATIONS:

• Experience in public agency purchasing is highly desired. 
• One or more of the following Professional procurement certifications is desired: 
• Certified Professional Public Buyer (CPPB), 
• Certified Public Procurement Officer (CPPO), 
• Certified Purchasing Manager (CPM), or 
• Certified Professional Supply Management (CPSM).
• Construction Experience preferred
• Working knowledge of an Enterprise Resource Program (ERP) such as PeopleSoft, SAP, JD Edwards, and Oracle. 
• Proficient in Microsoft Word and Excel
• Effective verbal and written communication skills.

Role Description

This is a full-time, on-site role for a Director of Finance located in Boulder Creek, CA. The Director of Finance supervises, oversees and manages the activities and operations of the Finance Department including financial reporting, general accounting, purchasing, warehousing and inventory control; budget preparation, accounts receivable, accounts payable, payroll, debt administration, revenue management, administration of invested funds and performs other related duties as required.

Qualifications – Demonstrated Knowledge and Performance in the Following Areas

• Principles and practices of financial analysis.
• Principles and practices of public agency finance, including general and governmental accounting, auditing, and reporting functions.
• Fundamentals of investment management, monitoring of assets, and required reporting.
• Cash flow management and financial projections for planning and decision-making.
• Advanced accounting and financial reporting systems.
• Advanced principles and practices of public agency budget development and administration and sound financial management policies and procedures;
• Principles and practices of effective management and supervision including planning, organizing, reviewing work, and training and evaluating staff.
• Computer applications related to accounting, budgeting, and fiscal management.
• Principles, practices, and trends of public and business administration.
• Applicable Federal, State, local, and district laws rules, regulatory codes, ordinances, and procedures relevant to the assigned area of responsibility;

• Experience in the water utility industry is a plus
