The City of San José’s Information Technology Department is seeking a Lead SharePoint Administrator responsible for design and implementation of Microsoft's collaboration platform within the organization. The total salary range for the Senior Wastewater Facility Engineer is $144,362.40 - $182,735.28 Annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. While final salary will be determined based on a selected candidate's qualifications, due to the specialized nature of these positions, salary offers will likely be in the top third of the Senior Wastewater Facility Engineer salary range.

ESD is seeking to fill multiple Senior Wastewater Facility Engineer positions in support of the RWF CIP division. The Senior Wastewater Facility Engineer position is a management classification, reporting to a Principal Wastewater Facility Engineer.

This position will work closely with the Program Management Consultant (PMC) and Operations and Maintenance (O&M) staff in an integrated Program Management Office (PMO) to deliver a wide variety of capital improvement projects at the RWF.

The Senior Wastewater Facility Engineer will serve as a Project Manager through all phases of capital project delivery from project initiation to feasibility development, design, bid and award, construction, testing, start-up and commissioning and post construction for his/her assigned project(s).

Responsibilities may include preparing consultant procurement documents (RFQs/RFPs); conducting contract negotiations and administration; directing the preparation and approval of project deliverables prepared by Consultants (i.e. condition assessment reports, alternative analysis reports, conceptual design reports, preliminary design reports, detail design drawings, specifications, permit documents, and construction estimates); preparing Council memos and presentations for contract award.

The Senior Wastewater Facility Engineer will also participate in resource planning, staff recruitment and development.  They will be responsible for hiring, training, developing, managing, and supervising professional engineering and technical support staff. 

Projects planned in the coming years include potentially  Primary Clarifier Rehabilitation, Secondary Clarifiers Rehabilitation, Aeration Basin Modifications, New Disinfection Facilities, Final Effluent Pump Station, Additional Anaerobic Digester Upgrades, and Yard Piping Improvements.

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services.

The Departments

Health, Housing & Community Services

• In Affordable Housing Programs, the CDPC provides project leadership and implements a variety of programs related to affordable housing development, rehabilitation, program administration, and policy development and implementation. Candidates will have significant interaction with housing developers, owners, managers, tenants and applicants. Ideal candidates will have a solid understanding of affordable housing financing and/or housing policies and programs, resourcefulness in responding to challenges, and proficiency in drafting, negotiating and executing the mechanisms for ensuring the community's interests. 

• In Labor Standards and Employment Programs, the CDPC works to ensure the City is in compliance with relevant local and federal ordinances/regulations. The Berkeley Municipal Code (BMC) contains several locally adopted labor and employment programs. The City is also an entitlement jurisdiction, and receives an annual funding awards from the federal Department of Housing and Urban Development (HUD). 

Public Works

• In Real Property Services, the CDPC provides lead direction to staff, advises City Management on program implications of operational or financial activity, and makes recommendations regarding areas such as project restructuring, funding alternatives, and cost analysis. Incumbents have considerable latitude to exercise independent judgment, particularly when representing the City Manager or department in meetings with other agencies, boards and commissions and community groups.

• In Electric Mobility, the CDPC leads the City's efforts to fulfill the Berkeley Electric Mobility Roadmap. This plan aims to create a fossil-free transportation system that integrates with and supports the City’s ongoing efforts to increase walking, biking, and public transportation use in the City, and ensures equitable and affordable access to the benefits of clean transportation. Incumbents will organize the Electric Mobility Implementation Working Group, manage the development of City-owned electric vehicle charging infrastructure, track and develop programs utilizing emerging mobility options, and catalyze actions such as pilot projects and new best practices.

City Manager 

• In the ​​​Office of Economic Development, the CDPC provides assistance to new and growing businesses in Berkeley and the business district organizations that represent them. They will perform a range of economic data analysis, prepare reports and presentations for the City Manager, City Council, and various boards and commissions, manage Berkeley's Revolving Loan Fund, and manage contracts with one or more Berkeley Business Improvement Districts (BIDs). Incumbents will also act as liaison with various district-based business organizations to help them promote and develop their districts, build local capacity and promote positive neighborhood economic development outcomes. They will advise businesses seeking to grow in or relocate to Berkeley and link them with property owners, brokers and other sources of business assistance. 

Required Qualifications

Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field.

AND

Four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you will function as a project leader for Capital Projects with an emphasis on engineering design.

Located in the Public Works Department and the Parks, Recreation & Waterfront Department, capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The City practices agile and waterfall methodologies, reporting through an executive scrum of scrums to align appropriate methods to initiatives. Work is managed through an overarching IT Strategic Plan, Annual IT Work Plan, and a system of Objectives and Key Results (OKRs) that keep priorities aligned.

The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs. 
• Partnering with customer, technical, and vendor leadership to achieve objectives and resolve challenges.
• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.
