THE DEPARTMENT

The Public Works department consists of approximately 72 full time employees and is responsible for maintaining and improving the city’s streets, parks, water and stormwater systems, traffic signals, trees, fleet and public buildings.  The Engineering Division is responsible for managing the City’s capital improvement program and for the review of development projects for compliance with city standards, ordinances, permits, regulations, and statutes.  Public Works is responsible for building and maintaining the City’s infrastructure and facilities, and for providing many of the basic services affecting the daily lives of everyone living, working, visiting, and commuting within the City, including: 

• 26 City-owned buildings/facilities and their grounds
• A fleet of over 250 vehicles and pieces of equipment
• 97 miles of streets
• Drinking water delivery for 16,000 customers
• Flood protection and stormwater management programs particularly along the San Francisco Bay, San Francisquito Creek and Atherton Channel
• 14 parks, 2 open spaces, 14 playgrounds, 2 dog parks, 9 sports fields, and 14 tennis/pickleball courts
• Efforts to preserve and expand the urban canopy, including 20,000 public trees
• Multimodal transportation services including 42 traffic signals, safe routes to schools and citywide shuttle programs. 

The department has 72 full-time equivalent staff members and a nearly $40 million operating budget supported by over 25 different special/dedicated funding sources for the varied programs and services provided to the community. In addition, the City has an approximately $100 million capital program, in part due to a successful track record in pursuing grants from a variety of local, state and federal sources. Some of the exciting efforts on the horizon include efforts to protect the San Francisco Bay shoreline and adjacent community from sea level rise; efforts to eliminate the City’s reliance on fossil fuels through building and fleet electrification; making investments in transportation safety through strategic quick-build projects and large infrastructure changes like a pedestrian/bicycle undercrossing at Caltrain; and ensuring the equitable delivery of services throughout the entire city in alignment with the goals and programs developed as part of the city’s first environmental justice element underway.

THE POSITION

The Assistant Public Works Director – Engineering is one of three Assistant Director classifications in the Public Works Department and reports directly to the Public Works Director.  This position has oversight of the Engineering Division, which includes overseeing the division’s staff and operations. This role will direct and participate in major activities and programs of the Division’s functions including but not limited to civil engineering, capital improvement projects, land development engineering, as well as manage related management-level classifications that may also oversee these functional areas such as the City Engineer/Engineering Services Manager.

In managing and coordinating division service for large and complex capital projects, the incumbent will provide oversight and input into conceptual design while meeting with stakeholders to interpret and explain plan review as well as permitting and inspection processes. The person in this role will review plans and documents, providing comments for development projects associated with permits and environmental review requirements. They will also interpret municipal code related to right-of-way permitting and federal, state, and local regulations for utilities including storm water and water quality.

The City of Thousand Oaks is seeking a Purchasing Supervisor to join our team!

We are seeking a collaborative and results-oriented Purchasing Supervisor with excellent communication, strong technical experience, and effective leadership skills to join our Finance Department team. The Purchasing Supervisor manages the Purchasing and Municipal Services Center (MSC) warehouse functions for the City. The Purchasing Supervisor provides technical support, information, and assistance for purchasing materials, supplies, and services to all City Departments. The successful candidate will interpret, explain, and diplomatically enforce compliance with City procurement policies and procedures and all Federal and State rules and regulations. This position works closely with the Public Works Department and the Finance Department’s Accounting and Information Technology Divisions. These cross-functional teams work collaboratively to improve processes and procedures for efficient vendor management and payments, ensuring effective internal controls are implemented, monitored, and audited.

Primary Responsibilities:

• Provides leadership and works with staff to ensure a high-performance, customer service-oriented work environment that supports achieving the department’s and the City’s mission, objectives, and values.
• Supervises and participates in developing, implementing, and evaluating plans, work processes, systems, and procedures to achieve annual goals, objectives, and work standards.
• Participates in the selection of Purchasing and warehouse staff; provides or coordinates staff training; works with employees to correct deficiencies; conducts staff meetings as necessary.
• Establishes schedules and methods for providing Purchasing and warehouse services; identifies resource needs; reviews needs with appropriate management staff; allocates resources accordingly.
• Plans, organizes, and supervises the City’s purchasing operations; reviews, monitors, and approves City purchases; approves purchase requisitions, purchase orders, and related documents for completeness, accuracy, and compliance with purchasing and budgetary policies and procedures; ensures effective inventory control and issuance of equipment and supplies.
• Trains other departmental staff on purchasing rules and regulations, meeting with division managers, and one-on-one meetings; conducts procedural research when new issues arise and need to be researched, evaluated, and implemented.
• Administers formal and informal bidding and Request for Proposal (RFP) processes; assists departments with preparation and review of RFP and bid documents; ensures development of a competitive product specification; ensures all federal, state, and local laws are met; evaluates bids against specifications and per City code, laws, and established policy.
• Oversees and administers the City’s Cal Card Program; opens and closes accounts; conducts training sessions for new cardholders; monitors payments of invoices and types of purchases; audits cardholder statements; reviews vendor activity reports quarterly to determine if better pricing could be obtained through competitive bidding; prepares reports for Finance Director regarding card use.
• Oversees, monitors, and utilizes the purchasing website to solicit bids and review vendor activity; evaluates the vendor list to ensure integrity and accuracy of list; ensures all active vendors are registered; maintains solicitation to keep all data current.
• Oversees and manages vendor information and payment system entry including W9 processes and procedures.
• Oversees the activities for the MSC warehouse including the effective management of inventory and annual inventory count process.
• Maintains and updates a variety of manuals including purchasing manual and Cal Card administrative manual.
• Maintains current knowledge of new trends and innovations in the fields of purchasing and inventory management; attends and participates in professional group meetings; participates in professional development activities.

CLASS CHARACTERISTICS:

The Sustainability Analyst I is the entry-level class in the Sustainability Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of solid waste, recycling, organics and related sustainability programs.

The Sustainability Analyst II is the journey-level class in the Sustainability Analyst series. Incumbents are expected to be fully competent in all major solid waste and recycling program functions and able to independently perform assignments.

Incumbents at both levels are required to have an in-depth and comprehensive knowledge of the policies and procedures necessary to achieve program results.

Positions in the Sustainability Analyst series are flexibly staffed. Incumbents may advance to the higher level after gaining the knowledge, skill, experience, licenses, and certifications which meet the qualifications for and demonstrating the ability to perform the work of the higher-level class.

EXAMPLES OF DUTIES (illustrative only): 

• Perform research, field investigations and statistical analyses related to integrated solid waste management including waste reduction, reuse, recycling, and composting; compile and analyze data; identify and evaluate discrepancies, and proactively find solutions; formulate recommendations and viable alternatives; prepare, deliver, and/or present a variety of oral and/or written reports.

The position will receive a 2.5% base salary increase in July 2024.

THE POSITION

The City Attorney's Office seeks a well-qualified, motivated attorney for the position of Assistant City Attorney. This is an at-will position that serves as part of the City's executive management team. 

The Assistant City Attorney will provide legal advice, counsel, and representation to the City in areas including, but not limited to, land use, real estate, housing, and environmental law. Duties include drafting and reviewing contracts, ordinances, resolutions, deeds, permits, licenses, and other legal documents, conducting research, interpreting and updating the City Municipal Code, and providing advice to City staff. 

The Assistant City Attorney will provide counsel to the Planning Commission, the Community Development Department, other City departments, and assist with the enforcement of City Municipal Code. The Assistant City Attorney receives general direction and supervision from the City Attorney and may provide oversight and supervision to support staff. THE IDEAL CANDIDATE

The ideal candidate will have a broad base of knowledge and experience in a variety of areas of municipal law such as the Brown Act, Political Reform Act, Public Records Act, contracts, personnel matters, public safety, public works, and advisory and litigation services. THE DEPARTMENT

Graduation from a law school accredited by the American Bar Association with a Juris Doctorate degree;

We are seeking an innovative and proactive Building Official with a positive, forward-thinking perspective. To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of water lines, sewers, storm drains, and pump stations.  The purpose of this recruitment is to fill multiple vacancies in the Sanitary Sewer/Storm Drainage Systems Division, as well as establish an eligibility list for future vacancies.  Initial position and salary of the selected candidate will be based on previous work experience and valid licenses/certificates. 

IDEAL CANDIDATE

The City of Woodland is looking to fill multiple Utilities Maintenance Worker I/II positions in the Public Works Sanitary Sewer/Storm Drainage Systems Division.  The Ideal Candidate for the current vacancy is someone who has a good understanding of all aspects of underground sewer/storm drain maintenance and repairs, and is familiar with the operation of light and heavy equipment.  This position requires a “team player” with good interpersonal, time management, and communication skills.  Candidate must be able to follow direction and display good judgment, as well as be organized, flexible, approachable, resourceful, and a positive team contributor.  Current and valid distribution certifications and Class A/B commercial driver’s license are highly desirable.

Utilities Maintenance Worker I:

This is the entry level class in the Utilities Maintenance Worker series.  The Utilities Maintenance Worker I may often perform many of the duties required of Utilities Maintenance Workers II but is not expected to have the depth of experience, skill level and certifications of the Utilities Maintenance Worker II. As a result, the Utilities Maintenance Worker I will have fewer opportunities to exercise independent discretion and judgment on matters related to work procedures and methods.

Utilities Maintenance Worker II:

This is the Journey level in the Utilities Maintenance Worker series. This class differs from Utilities Maintenance Worker I in that incumbent perform more complex maintenance duties including working independently, exercising judgment, and operating the full range of tools and mechanical equipment related to a specific assignment.  The Utilities Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the I level, or by candidates with prior work experience elsewhere.

ESSENTIAL JOB FUNCTIONS 

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, steel rollers, High Velocity Vacuum Cleaner, mole trencher, and rubber-tired tractor with all attachments in order to perform a variety of routine construction and maintenance operations.  Operate fork lift as assigned and trained.  Perform general maintenance and repair on water distribution and/or storm and wastewater collection facilities including installation, testing, and backfill of service laterals.  Within the sewer and stormwater collections division, employees will be expected to use the Closed-Circuit Television Truck, sewer cable machine, flush sewer laterals and mains, assist in sewer tap installations, clean storm drain lines and catch basins. Within the water distribution division, employees will be expected to assist in water tap installations, install, remove, and repair water meters, hydrants, service valves, and mainline valves; take water meter and gauge readings; accurately maintain records and reports.  All Utilities Maintenance Worker I/II will operate equipment and vehicles with possession of all necessary licenses and certificates, utilize proper safety precautions related to all performed work and comply with the policies and procedures in the department Injury & Illness Prevention Program (IIPP). Regular, predictable, consistent and timely attendance is an essential function of the position, in that employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS 

Respond to inquiries from the general public. Prepare as built sketches, when required to convey information to engineering for graphic documentation. Check water meters for proper operation; troubleshoot registers and repair. Initiate and discontinue water service to customer accounts as directed. Operate telemetering and flow monitoring equipment. Work cooperatively with others. Perform related duties as assigned. Both Assignments will require employees to be “On Call” as needed.

QUALIFICATIONS

Utilities Maintenance Worker I

Education: High School Diploma or equivalent.  Courses in, or graduation from, the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience in construction or related field.

License and Certificate:  Requires possession of a California State Drinking Water Operator Certification Program (DWOCP) Grade I Water Distribution Operator (D1) and a Grade I Wastewater Collections System Maintenance certificate issued by California Water Environment Association prior to permanent appointment. 

A Pipeline Assessment and Certification Program certificate issued by the National Association of Sewer System Companies (NASSCO) is desirable.

Requires possession of a valid California Driver's License.  A Class B Driver’s permit and DMV Medical Certification are required within three (3) months of hire.  Employee must obtain a valid Class B Driver's License, a Work Zone Safety certification issued by the International Municipal Signal Association, First Aid and CPR certifications, Competent Person certification, and Confined Space certification prior to permanent appointment.

Utilities Maintenance Worker II

Education:  High School Diploma or equivalent.  Courses in or graduation from the American Public Works Association’s Public Works Institute is desirable

Experience:  One (1) year of experience performing duties comparable to those of a Utilities Maintenance Worker I.

License and Certificate:  Requires possession of a California State (DWOCP) Grade I Water Distribution Operator (D1) and a Grade II Wastewater Collections System Maintenance certificate issued by California Water Environment Association upon hire.

Requires all of the certifications necessary for a Utilities Maintenance Worker I and possession of a valid Class B California Driver's License with Tank and Air Brake Endorsement upon hire.

$1,775.43 - $2,265.94 /bi-weekly

Utilities Maintenance Worker II
$4,352.25 - $5,554.69 /month
$2,008.73 - $2,563.70 /bi-weekly

Future Salary COLAs:         
4% increase (eff July 2024), 1% increase (eff January 2025), 4% increase (eff July 2025) and 1% increase (eff January 2026)

Retirement:                            
CalPERS Retirement System (2 % @ 60 formula for Classic CalPERS members and 2% @ 62 formula for new CalPERS members).  The City does not participate in social security

Deferred Compensation:                    
Choice of deferred compensation plans (Traditional and Roth) with 1% City-match effective July 2024.  After successful completion of probation, new hires are also eligible for a 2% City contribution.

Medical:                                 
CalPERS Medical Insurance Plans, including HMOs and PPOs.  City gives an allowance toward the cost of insurance.  Maximum Family Medical Allowance (2024): $2,463.99 per month

Dental/Vision:                         
City paid Delta Dental and VSP Vision Benefits

City paid wage protection for long/short term disabilities
