In this role, you will be responsible for performing a variety of fiscal and accounting support tasks within complex accounting systems and utilizing automated accounting systems and spreadsheet applications.

Departments and divisions that may hire an Accounting Office Specialist II include: Finance, Accounting, Revenue Collections, Planning, Transportation, Parks, Public Works, and Health, Housing & Community Services.

This recruitment will create an eligible list that will be used by hiring departments to fill future temporary and/or career positions in the next 12 months.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is: 
Equivalent to graduation from high school and two (2) years of accounting clerical support experience. College-level accounting coursework may substitute for the required experience, on the basis of twelve (12) semester or sixteen (16) quarter units equaling one year of experience.

Successful completion of college-level courses in accounting and budgeting and internal certificates of competencies in accounting, labor distribution and accounting software are highly desirable.

Must be able to travel to various locations within and outside of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The City of Fremont's Police Department is hiring for the position of Senior Office Specialist. There are two vacancies: one vacancy resides in the Animal Services Division and the second vacancy resides in the Business Services Division.

This recruitment is for our Economic & Community Development department.

Under direction, provides clerical and administrative support to a department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments. On occasion, work may involve confidential issues and thus needs to be handled accordingly. May also perform related work as assigned.  Incumbents in this classification perform administrative, technical and analytical duties within assigned program or functional area(s) of a City department.

CLASS CHARACTERISITICS:

This is the lead-level class in the Administrative Assistant series. Under general supervision, may provide lead direction and training to a small group of Administrative Assistants and Office Specialists; provides difficult and/or specialized office support to a designated department head, division head, section supervisor and/or supervisory and professional staff within a variety of City departments; and performs related work as assigned. This position is distinguished from the Administrative Assistant II class by the high degree of independence, level of responsibility, the greater complexity of assignments received, and its possible supervisory nature. Incumbents exercise a high degree of responsibility for administrative research and analysis and provide recommendations to department heads, section supervisors and/or supervisory and professional staff within a variety of City departments.

EXAMPLES OF DUTIES (illustrative only):

• May provide lead direction, training and review of work of those in the Office Specialist and Administrative Assistant series.
• Coordinates purchasing and supply ordering activities; contacts vendors; obtains the best terms and prices; arranges for delivery; and processes paperwork for payment.
• Arranges for the maintenance and repair of facilities and equipment; follows up to ensure that repairs have been completed.
• Prepares policies and procedures for department use; disseminates such procedures and instructs others in their use.
• Coordinates the issuance of permits for use of various City facilities; may arrange for staff coverage for specified events.
• Interprets departmental and/or program rules, policies, and procedures for others; recommends improvements to policies and procedures.
• Prepares a variety of written reports and correspondence regarding department or program activities, policies, procedures and/or services; maintains records and files.
• May assist in the development and administration of the annual program and/or departmental budget; analyzes requests and prepares cost figures; determines the reason for variances.
• May provide general administrative support to departmental and/or program staff in such areas as payroll, contract administration, and production and distributions of written and promotional materials.
• May attend a variety of meetings with City staff, contractors, vendors, representatives of other governmental and/or regulatory agencies and the public, to identify, discuss and/or resolve problems.
• May attend and participate in professional group meetings to maintain knowledge of developing trends and/or innovations in assigned program area.
• Participates in various studies by collecting, monitoring, and analyzing data; performs analysis of issues affecting program; assists in developing recommendations, improvements, and/or modifications to policies and procedures to enhance program and administrative effectiveness.
• Assists in preparing requests for proposals and contractual agreements.
• Perform related duties as assigned.

The Department

The Human Services Department (HSD) delivers and supports services by forging long-term community partnerships, engaging with and building the capacity of the community to do its own problem-solving, and leveraging financial and volunteer resources. The department’s nationally and internationally recognized programs support residents throughout their life course, from infants to elders. The department offers a hybrid working environment which is friendly, supportive, collegial and, where staff of many disciplines come together to problem solve, compassionately assist those in need, learn together and share successes.

Human Services billing sections supports multiple programs that provide community services to residents. The billing staff work with a variety of HSD staff, including clinicians and administrators, as well as program vendors and state and county agencies.

The Position

The City of Fremont, Human Services Department - Billing Unit is looking looking for candidates who are eager and interested to learn and grow their finance and billing skills and be part of a dynamic customer service oriented team. Under direct supervision of the Management Analyst II, the Human Services Billing Unit Accounting Specialist I will work as part of a billing team and also across the various department divisions. This position is responsible for assisting in the billing process of our Medi-Cal programs through the use of our new electronic health record system and other county, state and

funder based billing systems. Our department provides an array of counseling and case management services to children, youth, seniors and families across the Tri-City area. The Billing Unit is tasked with ensuring that our services are billed to the appropriate sources. The Billing Unit is committed to providing an engaging and supportive work environment, where staff are cross trained, have opportunities to work independently, and learn specialized skills.

Advancement to level II requires gaining the knowledge, skills, and experience that meet the qualifications and demonstrating the ability to consistently perform the work of the level II classification.

Examples of Job Duties

• Perform financial, accounting or statistical office support duties including producing invoices and billing of services, accounts payable, accounts receivable and purchasing functions.
• Reconcile service billing to actual service provision. Billing can be done electronically or manually.
• Provide a variety of financial, accounting and auditing office support duties in the preparation, maintenance and processing of accounting and financial records.
• Issue receipts and balance accounts on a regular basis.
• Record or post information, data or figures.
• Maintain a variety of manual and automated records.
• Receive reports and other requests for payment with purchase order or contract documents.
• Reconcile and prepare payment requests for service and non-purchase order expenditures.
• Receive and process bids, quotes, requisitions, purchase orders, agreements, contracts, and other documents.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports, invoices and/or cost reports.
• Review and reconcile reports, computer output and related data.
• Provide information to the public or to City staff that may require the use of judgment and interpretations of City policies and ordinances, rules or procedures.
• Make mathematical calculations.
• Provide information to vendors regarding invoices and purchase orders.
• Operate standard and specialized office equipment including computer equipment.
• Enter and retrieve data from an on-line or personal computer system and uses such technology to produce reports, tables and graphs.
• Prepare client statistical reports from database used for Clinical and Family Support Service programs.
• Attend County Medi-Cal Administrative Activities (CMAA) and Targeted Case Management (TCM)provider meetings and trainings.
• Perform a variety of general administrative office support duties such as typing, proofreading, filing, and answering the telephone.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Enter or transfer data to multiple data systems used by the County and State where deadlines may be prescribed.
• Prepare data reports which will assist department administrators to track contract compliance requirements.

The Department: 
The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The department is comprised of five divisions, Administrative Services, Budget and Treasury, Accounting, Municipal Services, and Purchasing. Together these divisions carry out the mission of the Finance Department to ensure that the financial/fiscal activities of the City are performed, recorded, and presented in compliance with professional and ethical standards.  
 
The Position: 
Positions in this class are flexibly staffed, and are frequently filled by advancement from the Accounting Technician I class, or when filled through recruitment, require additional experience.  The appointing authority will approve appointment or promotion based on the employee's demonstrated ability to perform the full range of duties for the class and meet the qualification standards for the class.  Incumbents within this class are distinguished from the Accounting Technician I by exhibiting a higher level of judgment and independence in performing the full range of duties as assigned.
 
As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

 •  Processes the City's financial transactions in a timely manner in compliance with laws, regulations, and City policy working closely with staff in all City departments and outside City contacts; Performs reconciliation of various accounting and banking activity;
 • Reviews the documentation submitted by operating departments for compliance and correct general ledger  account coding and recommends corrective action, up to and including journal entry preparation;
 • Reviews documentation for Miscellaneous Accounts Receivable in order to generate invoices using on-line billing system;
 • Generates billing statements, demand letters and collection agency information;
 • Works with payers to develop payment plans;
 • Issues tags to departments for fixed asset purchases;
 • Uses computer applications, including electronic spreadsheets and word processing software, prepares reports, memos, and supporting documentation;
 • Maintains accurate paper and electronic documentation, including files;
 • Sorts, indexes, and files materials, using a variety of standard filing methods;
 • May represent the City of Santa Clara in Small Claim actions;
 • Performs other related duties as assigned.

 

Accounts Payable:
 Under supervision
 • Reviews payment requests from departments for compliance with City internal control policies including contract management requirements;
 • Reviews invoices to determine appropriate coding for sales & use tax;
 • Enters accounts payable  vouchers online and verify input against source documents;
 • Enters and loads spreadsheet vouchers;
 • Works with City staff to accurately process Purchase Card transactions;
 • Provides assistance to staff in using the Insurance certificate tracking system;
 • Works closely with vendors, payers, employees, and other agencies;
 • Reviews the documentation submitted by operating departments for compliance and correct GL account coding and recommends corrective action;
 • Uses computer applications, including electronic spreadsheets and word processing software, prepares reports, memos, and supporting documentation;
 • Maintains accurate paper and electronic documentation, including files;
 • Sorts, indexes, and files materials, using a variety of standard filing methods ;and
 • Performs other related duties as assigned.

 

Payroll:
 Under supervision
 • Enters payroll transactions online and verifies input against the source documents;
 • Accurately follows established business process documentation;
 • Using queries and reports, reviews transactions for compliance with City policies, procedures and Memoranda of Understanding;
 • Works with City employees and departments, as well as other outside City contacts;
 • Analyze original documents and determine system entries needed;
 • Reconciles employee deductions to the GL;
 • Processes levies and judgments in accordance with laws and regulations;
 • Uses queries and computer applications to maintain control totals of base salaries City wide and balance salaries to payroll on a biweekly basis;
 • Using computer applications, including electronic spreadsheets and word processing software, reconciles biweekly or monthly benefits and deductions and prepares reports, memos, supporting documentation and payment requests;
 • Maintains accurate paper and electronic documentation, including files;
 • Sorts, indexes, and files materials, using a variety of standard filing methods; and
 • Performs other related duties as assigned.

 

Minimum Qualifications

Education and Experience: 
• Graduation from high school or possession of a GED; and
 • Completion of thirty (30) semester units or forty-five (45) quarter units from an accredited college or university including at least six (6) semester or nine (9) quarter units, which must be in Accounting or Bookkeeping; and
 • Two (2) years of work experience in Finance/Accounting (accounts receivable, accounts payable, payroll, or general accounting); and
 • Experience with  electronic spreadsheet and word processing programs; and
 • Experience with on-line financial and/or payroll systems; and
 • Ten-key by touch.

Desirable Qualifications:
 • Experience with PeopleSoft Financial or Human Resources/Payroll Systems.

Possible Substitutions:
 • Additional qualifying experience may be substituted for the required education on the basis of one (1) year of experience for fifteen (15) semester units.   (There is no substitution allowed for the requirement for six (6) semester or nine (9) quarter units in Accounting and Bookkeeping.)

Licenses:
 Possession of a valid California Class C driver's license is desirable.
