Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

The City of Belmont is currently recruiting for a Building Inspector I/II (level appointed will depend on qualifications) in the Community Development Department - Permit Center. THE POSITION

• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

ABOUT THE POSITION: Office Assistant I will receive immediate direction from the Senior Administrative Assistant, with additional direction given by the Business Services Supervisor. The Assistant Director, Operational Accounting will report directly to the Section Director, Financial Reporting and Operational Accounting, and will have management and oversight of operational areas of accounting including indirect cost allocation plan, single audit, accounts payable, accounts receivable, and payroll. The Assistant Director will prepare reports pertaining to operational accounting and will be a major contributor and advocate for operational accounting in the agency-wide ERP project.  The Assistant Director will provide oversight in the development and/or review of policies and procedures in operational accounting.

In coordination with internal stakeholders, this position will assist in development and/or review of policies and procedures and developing and evaluating the internal controls in AP, AR, and payroll.

This position will perform a variety of complex analytical, compliance, and administrative work in support of reporting functions; management of the operational accounting team and overall relationship with agency sections and program staff; coordinate with various outside agencies; analyze financial information and data; and communicate important financial information clearly to all entities. Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications

• 10+ years relevant experience preferred
• Participation in ERP System upgrades
• Experience in the assessment of internal controls pertaining to areas in operational accounting (AP, AR, Payroll)
• Experience with Indirect Cost Allocations Plans (ICAP/overhead plan)
• CPA or other related professional license preferred.

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Specific duties and responsibilities include, but are not limited to, the following:    

• Provide leadership and manage the day-to-day operations in accounts receivable, accounts payable, and payroll.
• Work with Section Director in onboarding the Indirect Cost Allocation Plan (“ICAP”/Overhead) consultant; manage the annual preparation of the overhead plans.

• Assist in the management and production of Single Audit Reports and other external financial and governmental/grant audits including participation in the Annual Comprehensive Financial Reports.
