The City of Marysville is seeking qualified candidates for the position of a Human Resources Manager, Assistant to the City Manager and City Clerk; this recruitment will fill 1 vacancy and create an eligible list.  

This recruitment will encompass three (3) different positions with the City of Marysville (Human Resources Manager (HR), Assistant to the City Manager (ACM) and City Clerk (CC); due to this caveat this classification specification will list duties and responsibilities for the three (3) positions.
The Human Resource Manager will conduct, lead and direct the routine functions of the Human Resources (HR) department including hiring and interviewing staff, administering pay, benefits, and leave, and enforcing company policies and practices. ACM - To perform a variety of administrative and managerial responsibilities in the conduct and management of the activities of preparing City Council agendas, minutes, and Council packets, as well as responding to Public Records request and maintaining all official City records. CC- The City Clerk shall perform those duties set out in the City of Marysville Charter and ordinances, as well as is prescribed by State and other law. The City Clerk shall also perform other duties incident to these laws, including staff support to the City Council approximately two times per month, as well as the Oversight Board and Levee Commission on an as need basis.

SUPERVISION RECEIVED AND EXERCISED

HR - Recruits, interviews, hires, and trains new staff in the department. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Handles discipline and termination of employees in accordance with company policy. ACM - Reports to and receives general direction from the City Manager. May exercise direct supervision over clerical staff.

• Partners with the leadership team to understand and execute the organization’s human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

• Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.

• Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

• Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

• Creates learning and development programs and initiatives that provide internal development opportunities for employees.

• Oversees employee disciplinary meetings, terminations, and investigations.

• Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

• Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

ACM –

• Compile information for agenda preparation; collect background information; assemble agenda for printing; distribute packets to City Council and various agencies.

• Prepare and distribute updates and revisions of Council Policy and those of city boards, commissions, and committees.

• Respond to inquiries from the public by letter, telephone and in person regarding Council action and records; research information for public or city staff when necessary.

• Maintain administrative files including historical legal documents, resolutions, ordinances, agreements, deeds and annexations.

• Serve as custodian of the city seal and city archivist for official records.

• Process all municipal elections to County Elections Office and maintain election files for all municipal/special elections; receive initiatives and process accordingly.

• Maintain list of commissions and boards; receive applications for membership on boards and commission; publish notices for vacancies; process applications for Council selection; notify applicants of results.

• Assist City Manager in responding to various inquires related to city operations, policies, and programs.

• Serve as financial disclosure officer for Fair Political Practices Commission for campaign disclosure forms and statement of economic interest.

• Represent the department to outside agencies and organizations; participate in outside community and professional groups and committees; provide technical assistance as necessary.

• Build and maintain positive working relationships with co-workers, other city employees and the public using principles of good customer service.

• Process Worker’s Compensation Claims and coordinate other confidential HR-related activities.

• Perform related duties as assigned.

CC-

• Appointed by the City Council.

• Receives general direction from the City Manager on an as need basis.

DEFINITION:

Under the general direction from Union City’s Cybersecurity Manager and/or Director of Information Technology Services, the Cybersecurity Intern will fulfill a variety of valuable functions. These include identifying and tracking Cybersecurity issues and incidents, gathering relevant data for troubleshooting and problem solving, interacting with Union City staff, working with cybersecurity applications and tools, monitoring systems for security events and alarms, preparing assessment and reports, and other duties as assigned.

The County of Yuba is currently recruiting for a Fiscal Analyst within the Finance and Administrative Division of the Community Development & Services Agency. This vacancy is specifically for the Property/Evidence CSO position.

The City of Foster City is looking for a dedicated and responsible individual to join the Police Department as a Senior Community Services Officer. This position requires mature judgement and discretion and is given specialized training. We are seeking highly skilled individuals with excellent interpersonal and communication skills. Under general supervision, this position supplements administrative staff and provides support for sworn staff in police operations. There are four main assignment areas for the position, but currently there is only one vacancy in Property/Evidence.

Property/Evidence Assignment
Maintain and manage property and evidence of the department, including maintaining the property / evidence rooms; receive, collect, catalogue, store, handle and transport evidence; reviews files on case-by-base basis for disposition in accordance with Penal Codes and Law; assist in providing training to officers on proper packaging of evidence; prepare basic police reports, compile complex information; manage equipment inventory, provide information, telephone and front counter service, order and maintain evidence supplies and necessary equipment, perform payroll data input and payroll preparation/coordination, and other duties as assigned.

Education and Training Guidelines:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:

Education:  A high school diploma or equivalent with courses in office administration or specialized job training, with undergraduate college course work, specialized administrative or law enforcement education and/or training. An associate degree is desirable.

Experience:  Two (2) years of full-time experience using computers, telephones, radios and other modern office equipment and programs including preparing, compiling and distributing records, budgets, reports and statistical information. Prior experience in Property/Evidence is desirable.

Licenses and Certifications: Possession of a valid California Class C Driver’s License and a good driving record.

Special Requirements
Ability to provide effective service and technical support; ability to learn all assignments; ability to sit for long periods of time, stoop, squat, lift and carry small boxes, supplies and equipment up to 25 lbs.; ability to remain calm and courteous in stressful situations, possess stamina for high workload periods, high profile projects and tight deadlines; coordinate and communicate with a wide range of people, effectively disseminate information and analyze relevant data; flexibility to work irregular hours and overtime as necessary; handle multiple priorities and respond to urgent requests; provide community service in a polite and courteous manner.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. Applicants selected for a Departmental interview must complete a background investigation which includes a polygraph and fingerprinting. After a conditional job offer, applicants must also complete a psychological examination and pre-employment medical examination.

Under supervision of the Grounds Supervisor and under direction of the Maintenance II, Parks and Grounds lead person, incumbents in this classification work individually or as a member of a parks and grounds crew in the upkeep of City parks, medians, and satellite facilities including bus, equipment, and flora; perform related work as required.

MAINTENANCE TRAINEE – PARKS & GROUNDS

CLASS CHARACTERISITICS:

Maintenance Trainee – Is an entry-level trainee position. Incumbents learn to perform the full scope of duties of the Maintenance I class. This class is alternately staffed with Maintenance I and incumbents may advance to the higher-level class after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.

EXAMPLES OF DUTIES (illustrative only):

• Inspect, clean, repair, and maintain City parks and trail system to ensure facilities are safe and usable; inspect, clean, and stock park restrooms; remove refuse from City garbage cans.
• Plant, cultivate, and provide upkeep for City landscapes and parks; mow lawns, replant vegetation, and prune trees, shrubs, and ground covers.
• Prepare and apply pesticides, growth regulators, and fertilizers; identify and appropriately label the containers when using these materials; document materials used.
• Paint, sandblast, or otherwise remove graffiti from public properties; paint interiors/exteriors.
• Attend technical and safety on-the-job training sessions; carry out what is learned in the classroom/tailgate training on the job; fill out accident reports if involved in an accident.
• Operate and maintain a variety of hand and power tools used in landscaping, carpentry, electrical, plumbing, concrete work, and welding activities.
• Operate and maintain various pieces of medium to heavy equipment including trucks, tractors, chippers, backhoes, skiploaders, mowers, sandblasters, and trailers.
• Inspect irrigation systems; repair and renovate the systems by rebuilding and/or installing timers, clocks, wires, pipes, joints, valves, and heads.
• Control weeds throughout the City.

MAINTENANCE I – PARKS & GROUNDS

CLASS CHARACTERISTICS:

The Maintenance I classification represents the journey-level within the Parks and Grounds Maintenance class series. Individuals within this class exhibit comprehensive proficiency in independently carrying out a spectrum of Parks & Grounds maintenance responsibilities. This entails not only performing tasks such as inspecting, cleaning, repairing, and maintaining City parks, landscape areas, and trail systems, but also making informed decisions regarding safety and usability. The Maintenance I role stands apart from Maintenance II, the lead-level in the series, as Maintenance II holds responsibility for overseeing the tasks performed by a crew engaged in parks and grounds maintenance.

THE POSITION

Tri-City is looking for an individual to serve as a Clinical Therapist I/II for the Adult Full-Service Partnership (FSP). The team is being formed to foster stronger school-community mental health partnerships that can leverage resources to help students succeed.  The Clinical Therapist I/II position will report to a Clinical Supervisor and will work on a multidisciplinary team consisting of other Clinical Therapists and Behavioral Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

• Work directly with or work with staff who work directly with at high-risk youth, foster youth, youth who identify as LGBTQ+, and youth who have been suspended or expelled from school and their families to provide culturally inclusive and relevant mental health services such as early intervention, suicide prevention, drop-out prevention, evidence based mental health practices and the development and coordination of service plans to address ongoing needs;

POLICE ASSISTANT

Salary Range: $19.85 to $30.87/hour; temporary part-time, non-benefitted position, DOE

DEFINITION

The Police Assistant is a civilian, non-sworn, uniformed position that is responsible for a variety of customer service-based interactions with the community. Duties include non-hazardous enforcement of municipal parking laws and regulations as well as clerical front counter tasks related to phone and walk-in contacts at the police department.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Administrative Assistant. Projects are assigned, and the person usually works with very little supervision. 

ESSENTIAL JOB FUNCTIONS/DUTIES

• Handle confidential administrative duties at the front desk.
• Answer/forward all incoming phone calls.
• The ability to multi task phones with walk-in traffic
