The total salary range for the Senior Wastewater Facility Engineer is $144,362.40 - $182,735.28 Annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. While final salary will be determined based on a selected candidate's qualifications, due to the specialized nature of these positions, salary offers will likely be in the top third of the Senior Wastewater Facility Engineer salary range.

ESD is seeking to fill multiple Senior Wastewater Facility Engineer positions in support of the RWF CIP division. The Senior Wastewater Facility Engineer position is a management classification, reporting to a Principal Wastewater Facility Engineer.

This position will work closely with the Program Management Consultant (PMC) and Operations and Maintenance (O&M) staff in an integrated Program Management Office (PMO) to deliver a wide variety of capital improvement projects at the RWF.

The Senior Wastewater Facility Engineer will serve as a Project Manager through all phases of capital project delivery from project initiation to feasibility development, design, bid and award, construction, testing, start-up and commissioning and post construction for his/her assigned project(s).

Responsibilities may include preparing consultant procurement documents (RFQs/RFPs); conducting contract negotiations and administration; directing the preparation and approval of project deliverables prepared by Consultants (i.e. condition assessment reports, alternative analysis reports, conceptual design reports, preliminary design reports, detail design drawings, specifications, permit documents, and construction estimates); preparing Council memos and presentations for contract award.

The Senior Wastewater Facility Engineer will also participate in resource planning, staff recruitment and development.  They will be responsible for hiring, training, developing, managing, and supervising professional engineering and technical support staff. 

Projects planned in the coming years include potentially  Primary Clarifier Rehabilitation, Secondary Clarifiers Rehabilitation, Aeration Basin Modifications, New Disinfection Facilities, Final Effluent Pump Station, Additional Anaerobic Digester Upgrades, and Yard Piping Improvements.

The Power Resources Specialist I/II position reports to a Principal Power Resources Specialist in the Power Resources Division. This position is part of an exciting, fast-paced team responsible for procuring hundreds of megawatts of renewable energy projects. The selected candidate will have the following duties and responsibilities: 

• Supports the preparation, issuing, and evaluation of solicitations for long term renewable energy, energy storage services, Resource Adequacy, energy and other power products, including overseeing or supporting consultants.  

• Plans and supports the negotiation and execution of power contracts, including facilitating complying with City contract execution requirements. 

• Assists in the management, analyzing, and enforcing of power contracts, including long term renewable energy contracts through development, construction, and operation.  

• Assists in efforts to pursue opportunities for the City to develop City-owned power assets.  
• Participates in completing analysis and prepare procurement plans, including managing consultants, developing procurement strategies.  
• Supports and undertakes projects related to power, procurement, and validation; assists in the approval of energy purchases or sales of surplus energy.
• Collaborates with the regulatory team in drafting required regulatory filings such as integrated resources plans and renewable procurement plans.  
• Collaborates with the account management team to develop new products desired by customers, such as direct renewables and feed-in-tariffs.  
• Participates in joint procurement with other Community Choice Aggregators (CCAs) and CA Community Power.  
• Develops and maintain relationships with power suppliers and consultants. 
• Assures compliance with Federal, State, and local requirements.

Salary Information:

The total annual salary range for a Power Resources Specialist I is $93,868.32 - $114,397.92.The total annual salary range for a Power Resources Specialist II is: $102,145.68 - $124,444.32. Under the direction of the Director of Engineering, this position provides engineering support to NCPA’s Power Generation Service department.  The Power Generation Service Department includes the “State of the Art” Lodi Energy Center (LEC) Combined Cycle Power Plant, our green Geothermal Power Plant, our Hydroelectric Power Plant, and includes our hydrogen fuel source with a mission to provide green and renewable energy to our 16-member agencies in Northern California.

ESSENTIAL DUTIES
Manage and assist with power plant improvement projects, performance monitoring, and other initiatives. Conduct feasibility analysis, and justification, and prepare plans, and budgets.
Lead or assist with Root Cause Analysis (RCA) to investigate incidents that cause “forced outages”, equipment malfunctions, failures, or performance degradation at plants.
Provide administrative and end-user support for NCPA’s Computerized Maintenance Management System (CMMS) and Plant Information (PI Historian). Ensure that users are properly trained and the application is used in an optimal fashion. 
Support compliance with NERC/WECC reliability standards.  Assist in the preparation, review, collection, and organization of compliance evidence and associated procedures.

MINIMUM QUALIFICATIONS
Education 
For all levels, the qualified candidate will have a Bachelor’s degree from an ABET-accredited college or university with a focus on Mechanical or Electrical Engineering.

The City of Lincoln is accepting applications for the position of Refuse Truck Driver II in the Solid Waste division of the Public Works department. Under general supervision, this position performs the full array of duties in the Solid Waste division, including maintenance, operating collection vehicles and refuse equipment operation. This job classification is represented by the Classified, Local 39 employee group; the probation period is 12 months.

DISTINGUISHING CHARACTERISTICS

The Refuse Truck Driver II is the journey-level class responsible for a wide variety of maintenance and refuse collection tasks. This classification is distinguished from the next higher classification of Senior Refuse Truck Driver in that the latter performs the more complex assignments and lead responsibilities. 

SUPERVISION RECEIVED/EXERCISED

This position receives general supervision from the Solid Waste division’s Public Services Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

• Performs general maintenance, repair, construction, equipment operation and installation work in refuse collection.
• Operates a variety of collection vehicles and equipment including front, rear and side loaders in the collection and transportation of residential and commercial refuse; drives to landfill site when vehicle is full and unloads material; evaluates and updates assigned routes; cleans, maintains and inspects assigned vehicles; maintains daily logs.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may provide training to lower level staff; responds to questions and concerns from the general public; provides information as is appropriate and resolves public service complaints.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions including wet, hot and cold. The incumbent may use cleaning and lubricating chemicals, pesticides or herbicides which may expose the employee to fumes, dust and air contaminants. The City of San José is seeking an experienced Deputy Director to oversee Energy Resiliency for the Department. The Deputy Director will report directly to the Director and provide City-wide leadership to explore, develop, coordinate, and deliver a comprehensive package of strategies, programs, and projects to improve energy resiliency. This is a time-limited (overstrength) position - budgeted for two years. At the end of this period, this role maybe converted to a regular position within the City of San Jose, evolve into a position within the management team of Google, or another third party, or be eliminated. This is an exciting new role helping to define the future of microgrids within the economic and political infrastructure of one of America’s most dynamic cities. A key responsibility of this position is to oversee all aspects of the City’s approach to enabling an advanced energy microgrid to serve Google's Downtown West Mixed-Use Plan. A major component of the Downtown West Project is an innovative large microgrid to more efficiently handle some of the utility needs of the development. Google is proposing an advanced microgrid electrical distribution system with renewable energy generation and storage resources distributed throughout the development. One of the main benefits of the microgrid is more resilient, clean, and affordable energy for the community within the Project. The Deputy Director will provide strategic leadership to advance the microgrid and is an integral part of the City’s executive team. Responsibilities include:

•Lead the development of a business plan and draft agreements for the City to provide electric distribution service to the development to enable the microgrid. The business plan would include expected rates, tariffs, operations, and organizational structure and include a detailed analysis of the opportunities and risks including the economic, climate, and resiliency risks and benefits of the City providing this service.

•Collaborate and lead technical work streams with Google to advance the microgrid.•Oversee and provide direction to consulting team(s) to develop the business plan, agreements, and any other technical analysis needed.

•Liaise with PG&E and consulting team(s) to advance the transmission interconnection of the microgrid, including overseeing various engineering studies and construction agreements.

•Oversee technical consultants to the develop the City’s engineering design and construction standards for the microgrid.

This position will also work to advance several Citywide initiatives to improve energy resiliency and lessen the impacts of public safety power shutoff (PSPS) events and other power interruptions. These responsibilities include:

•Collaborate with the Office of Emergency Management and City Manager’s Office to provide technical guidance on the City’s Power Vulnerability Plan and response to PSPS events.

•Lead the development of innovative programs to advance onsite generation resources within the community.

•Identify opportunities and funding resources to improve the energy resiliency of City facilities; including evaluating technical resources, cost impacts, and climate impacts.

DESCRIPTION/RESPONSIBILITIES:

The actual salary shall be determined by the final candidate’s qualifications and experience.  In addition to the starting salary, employees in the Senior Engineer classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

The City of San Jose's Planning, Building and Code Enforcement (PBCE) Department is recruiting to fill a Senior Engineer position in its Building Division. The Building Division is a part of the Development Services team and consists of four Core Groups. These four Groups are: Permit Center, Plan Review, Expedited Review, and Inspection Groups. 

The Senior Engineer in PBCE’s Building Division performs a variety of professional and supervisory assignments including, coordinating and directing the activities of a group of engineers and inspectors in reviewing complex professional plans and calculations to ensure compliance with uniform codes, engineering principles, Federal, State and local ordinances and regulations.

Typical duties and responsibilities include but are not limited to:

As a working Senior Engineer, leads and supervises engineers, architects, building inspectors in reviewing complex professional structural and architectural plans and calculations to ensure compliance with the technical codes (e.g. Building, Electrical, Plumbing and Mechanical), structural engineering principles, disabled access regulations and other state and local ordinances and regulations.

Assigns and monitors staff workload.

Evaluates job performance of plan check engineers and architects, inspectors assigned to plan review, and/or non-technical personnel.

Advises professional engineers, architects and others concerning code requirements, engineering and planning problems arising in the preliminary design of buildings and structures.

Develops, directs and/or implements technical training programs.

Prepares written guidelines and policies to facilitate consistent application of the technical codes, ordinances and regulations within the work group.

Coordinates and directs technical and non-technical staff in the issuance of building permits.

Understands, promotes and supports City Service Area’s Business Plans and the core services of the Department by implementing "Superior Customer Service through Successful Partnerships".

Coordinates with other City departments and agencies and confers with elected officials.

Meets with professional and business groups.

Conducts safety assessments of unsafe buildings and leads programs in enforcing compliance with the all Building Ordinance.

Leads program assessment efforts in streamlining of the current plan review process and evaluating/implementing software for the plan review on-line application.
