The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The annual salary range for this position is $17.75 - $24.85.  This position will be filled at or near the bottom of the salary range.

TYPICAL DUTIES:

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

EDUCATION AND EXPERIENCE

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level.

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. The Construction Services Manager is responsible for the management and completion of repair and improvement projects at a variety of park facilities and locations.

This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Schedule and prioritize construction projects.

• Inspect and evaluate projects in the field, troubleshoot problems as needed.

• Identify and scope improvement and repair projects for park facilities.

• Maintain construction project status reports and updates to Division Chief.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to lift and carry items weighing up to 60 pounds for a distance up to 50 feet both indoors and outdoors;  frequently operate heavy equipment, hand tools, light equipment and power tools; constantly work in outdoor weather conditions; frequently move about work sites; communicate and exchange information; observe and document site conditions; transport equipment and tools between vehicles and work sites on a daily basis; and occasionally ascend/descend a ladder to access areas of work.

Monday through Friday, 8 hours per day, 40 hours per week.  Some evening and weekend overtime with prior approval by supervisor is expected. The position will work out of the Los Angeles River Center and Gardens and will be required to travel to various other locations. The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. These interventions are provided in field setting or in clients' place of residence, and/or as needed to clients who are living in the community.

Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.

THE POSITION

Tri-City is looking to fill vacancies for a Psychiatric Technician I/II for the Adult Outpatient Program/Adult Full-Service Partnership (FSP) Program. Psychiatric Technician I: This is the entry-level classification in the Psychiatric Technician series. Initially under close supervision, incumbents learn and perform routine medication monitoring, administration, and support, while learning Authority policies and procedures. 

Psychiatric Technician II: This is the journey-level classification in the Psychiatric Technician series. Positions at this level are distinguished from the Psychiatric Technician I by the performance of the full range of duties as assigned, working independently, and exercising judgment and initiative.
