The Organization: 

The Town is a general law city operating with a Council-Manager form of government. Policy-making and legislative authority are vested in the governing City Council which consists of a Mayor, a Vice Mayor, and three Councilmembers. Council members are elected to overlapping four-year terms in even-numbered years and the members select the Mayor and Vice Mayor annually. Among other things, the City Council is responsible for passing ordinances, adopting the budget, appointing committee and board members, and hiring the City Manager and the City Attorney (on contract). The City Manager is responsible for carrying out the policies and ordinances of the City Council, overseeing the day-to-day operations, and appointing department heads. The Town’s Fiscal Year 2024-25 Adopted Budget is $75.9 million with a General Fund Reserve of $30.7 million. The Department: 

The Finance Department is responsible for the overall financial management of the Town. The Department’s core mission is to maintain a sound and secure financial position by providing administrative and technical support to the Town’s management, City Council, staff, and the public. The Finance Department provides support services to the Town departments and citizens.  Support services include budgeting, accounting and financial reporting, treasury, and revenue management, purchasing and accounts payable, payroll, debt management, financial analysis, and other administrative functions.  Services provided to customers include water, sewer and storm drain utility billing and customer support, alarm billing, business licensing, Town main phone line reception and other services.

Ross Valley Sanitary District is seeking an Inspector excited to join our high performing team. Inspectors work with contractors, homeowners and real estate agents to ensure construction projects meet District standards while educating and providing excellent customer service to the public.

Under general supervision of the Senior Engineer, the Inspector performs advanced, complex, and critical inspections of District infrastructure. Working independently, the Inspector is responsible for ensuring compliance with District regulations and codes related to the repair of District infrastructure, construction of private sewers, and collection system pump stations. Inspectors are also responsible for ensuring safety measures are applied at job sites.

ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE:

• Check and review construction plans for construction and repair on public and private sewers.
• Perform civil, structural, mechanical, and basic electrical inspections on construction and repair on District sewer mains, and private sewer laterals performed by contractors or other agencies.
• Communicate status of work to Engineer and co-workers as appropriate.
• Check surveys and plans for accuracy and document site conditions prior to start of construction.
• Inspect construction and backfill materials in all stages of progress to ensure compliance with District specifications, standards, ordinances, and for approval of authorized construction.
• Read and interpret construction plans, documents, and specifications.
• Ensure compliance with District and regulatory standards, plans, ordinances, and specifications regarding construction methods, equipment, workmanship, and quantity and quality of materials used in the project.
• Prepare and maintain records, reports, and documentation required by regulatory agencies and District policy.
• Confer with contractors’ field representatives regarding either work or materials that deviate from plans and specifications; ensure approved corrective measures are applied.
• Verify that Cal-OSHA approved safety precautions are practiced when on construction sites.
• Perform and interpret CCTV inspections of sewer lines; interpret and evaluate CCTV inspections done by subcontractors.
• Inspect and investigate complaints and sewage discharge violations.
• Verify proper testing methodology of air, soil, and vacuum tests, and proper CCTV televising of sewer lines.
• Prepare inspection reports and field sketches of sewer locations, preliminary project layouts, and monitor that work is performed within required timelines.
• Maintain records of field observations, permits, test reports, as-built plans and prepare reports.
• Provide customer service to residents, contractors, and representatives of private/public agencies.

Education, Training, and Experience

• Manage Town contracts, including land leases, franchise agreements, and various Town Hall service contracts.
• Serves as assistant to the department head concerning personnel-related issues and responsibilities; coordinates recruitment efforts; processes personnel transactions; assists with workers’ compensation cases.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position requires acute hearing and both near and far vision while performing work including customer interactions, reading and inspecting plans, electronic or physical documents, field work and operating assigned equipment. The need to lift, drag, carry and push documents, equipment and supplies weighing 50 pounds or more is required. Additionally, the incumbent in this position periodically works in all weather conditions, including wet, hot and cold.
