About the Office:
The City Manager’s Office provides strategic leadership that supports the Mayor and City Council and motivates the organization to deliver high quality services that meet the community’s needs. The City Manager’s Office of Racial Equity (ORE) is responsible for advancing a citywide racial equity framework that will examine and improve San José’s internal policies, practices, and systems to eradicate structural and/or institutional racism that exists in City government and ultimately improve outcomes for Black, Indigenous, and People of Color. ORE will achieve this goal through community engagement, policy analysis and development, trainings, data collection, as well as stronger accountability measures for City departments. ORE also includes Immigrant Affairs which advances the Welcoming San José Plan to create a more welcoming experience for immigrants, and facilitates immigrant inclusion in civic, economic, linguistic, and social aspects of life.
Position and Duties:
Racial Equity Senior Executive Analyst is integral to the City Manager’s Office of Racial Equity.
The ideal candidate will have substantive experience in:
• Understanding the local context regarding race, gender, and economic disparities and inequities
• Communicating and effectively presenting to people of diverse backgrounds throughout the community and organization
• Cross-departmental and system collaboration to achieve collective impact
• General administration such as budgeting, report writing, and creating methods to track performance and communicate results
• Methods and techniques in research, data collection, statistical analysis, report preparation, and presentation
Primary Responsibilities:
• Support Office of Racial Equity leadership and staff through equity-focused strategic planning and identifying inequitable departmental policies and practices, while using a change management process
• Develop and implement tools and practices that center racial equity in Citywide analysis and decision making
• Review and analyze departmental policies and practices as they relate to racial equity, including both internal-facing policies and external-facing policies and practices
• Assist Office of Racial Equity leadership and City Departments on best practices research on strategic topics of interest to the department, and stay abreast of national trends regarding racial equity, diversity, inclusion, and belonging

Additional Information:
The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Senior Executive Analyst classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.
