POST Academy Graduate: Possess a Certified POST Basic Course Certificate of at least 800 hours issued within 3 years of submitting an application (copy of California POST Academy Certificate must accompany application).

POST Academy Attendee: Currently enrolled in a POST Basic Academy as a “non-affiliate,” of at least 800 hours. (Letter from academy verifying current enrollment must accompany application).

Education: Graduation from a U.S. High School or the equivalent with additional education at the community college level preferred.

Qualifications: Minimum 21 years of age at time of examination and must meet standards of adequate physical stature, endurance, and agility.

Licenses or Certificates:

• Ability to obtain an appropriate California Driver’s license, which must be maintained as a condition of employment.

Selection Process:

The Examination Process will consist of the following independent parts: 

1. Examination process will first consist of a review of application materials including the responses to supplemental questionnaire and applicable POST enrollment verification or certification.

2. The most suitable and qualified candidate(s) may receive a Personal History Statement (PHS) via e-mail to complete and return. 

3. Based on a Personal History Statement review, candidate(s) may be scheduled for an oral panel interview. 

4. Upon successful completion of the oral panel interview, candidate(s) may be placed on an eligible employment list which will be used for the appointment to the position.

The Position:
This is complex clerical work involved in central District processes related to the procurement of goods and services, including selection of vendors, volume buying, implementation of bid procedures, scheduling and coordinating deliveries, inventory, assessing availability and quality of goods and services, administering under direction district-wide procurement related tools, such as procurement and gasoline cards, creation of purchase orders, creating and archiving documentation, and assisting the Senior Buyer as needed. The Position:
Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. Public contact is extensive and involves staff at various levels within the organization, local government agencies, and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions for a variety of minor and major problems that occur. Duties and Responsibilities:

2. Oversees the preparation of monthly payrolls for District employees and any retroactive pay adjustments
3. Reviews payroll control reports and approves payroll transmissions
4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed
5. Establishes and monitors timelines and prioritizes work
6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting
8. Sorts and distributes W-2 forms at year-end and answers questions regarding accessing electronic W-2 forms
9. Oversees W-2 corrections and the preparation of W-2c and W-3c documents
10. Monitors and audits the accuracy and integrity of all payrolls, benefit health cost premiums, mandated benefit costs and balances the general ledger

17. Recommends payroll system enhancements/modifications to comply with laws, regulations, tax requirements, reporting procedures, accounting policies, labor union agreements, and organizational needs
18. Confers with Human Resources, ITS staff, and external agencies, including auditors, state retirement agencies, health benefit agencies, consultants, and federal and state agencies
