The City of Brisbane is seeking a Financial Services Manager to join our dynamic finance team. Under general direction of the Finance Director, provides supervision to the Finance staff and performs a wide range of complex professional accounting duties in the analysis, preparation and maintenance of financial records and reports; makes complex and difficult account analyses and reports; develops, implements and revises accounting systems, procedures and internal controls; coordinates the outside audit preparation of the comprehensive annual financial report; coordinates various automated accounting systems and modules and trains accounting staff in the use of such systems; and performs related duties as assigned.

This position class is at the management level and performs diverse and specialized accounting work that is complex and involves significant accountability and decision-making responsibility. The Financial Services Manager is responsible for supervising accounting staff and managing areas such as payroll, billing, accounts payable, accounts receivable, general ledger, grant accounting, capital project accounting, fixed asset accounting, enterprise fund accounting, and other accounting-related activities for all City funds.

Example of Duties: (Illustrative Only)

• Assists in the development and implementation of goals, objectives, policies, procedures, and work standards for the Finance department.
• Manages the timely and accurate preparation of budgeting documents and financial reports, including the Annual Comprehensive Financial Report, and participates as an active member of the Budget Team.
• Prepares complex journal entries and reviews and approves financial transactions, including journal entries, accounts payable invoices, revenue collection, accounts receivable billing, payroll postings, and purchasing documents. Prepares a variety of monthly, periodic and annual financial and statistical reports and accounting summaries required by the City, Successor Agency and outside agencies.
• Coordinates financial reporting and auditing activity with external auditors and other agencies; researches, compiles and analyzes data; prepares reports as required.
• Oversees fixed assets accounting to ensure accurate fixed asset records and provides information for capital and operating budgets.
• Assists in preparing financial reports and other information required by City departments and external agencies.
• Prepares audit schedules and reconciliations; responds to inquiries from auditors and provides information within the area of assignment. Provides professional, technical accounting and budget advice to City staff; coordinates activities with other departments; assists in special projects as assigned.
• Coordinates and conducts financial and management analyses, studies, assignments and projects, and performs ad-hoc analyses for the Council and senior management.
• Assists in rate and fee studies; makes related recommendations to senior management.
• Trains, motivates and assists in evaluating personnel; assists in establishing and monitoring employee performance objectives; assists in the preparation of employee performance reviews; provides and coordinates staff training.
• Provides backup support to the Finance Director; may provide occasional or emergency backup to the Information Technology & Systems Manager.

About the role:                                                                                    

The Parks, Recreation & Community Services Manager – Special Events and Cultural Arts is responsible for leading the planning, production, and oversight of the City’s signature special events, while also supporting Redwood City’s cultural arts programming. From large-scale downtown festivals and concerts to cultural celebrations, family events, and community gatherings featured on www.RedwoodCityEvents.com, this position helps ensure that our parks, plazas, and public spaces remain active, welcoming, and full of life.

This role oversees the full lifecycle of major community events, including concept development, budgeting, sponsorship coordination, vendor and performer booking, permitting, logistics, safety planning, marketing coordination, and on-site production. Signature events such as outdoor concert series, holiday celebrations, cultural festivals, movie nights, and destination activations require thoughtful coordination with Police, Fire, Public Works, Economic Development, and community partners. The Manager leads cross-departmental teams, supervises event staff, manages complex timelines, and ensures every event is inclusive, professionally executed, and reflective of Redwood City’s diverse and dynamic community.

In addition to overseeing special events, this role supports the City’s cultural arts programs and public art initiatives. Responsibilities include serving as staff liaison to the Arts Commission, supporting implementation of the Public Art Master Plan, assisting with Percent for Art ordinance compliance, coordinating with developers on qualifying projects, and helping maintain and promote the City’s growing public art collection.

More broadly, this position negotiates, prepares, and manages contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.

GENERAL INFO 
 

Under general supervision, the Lifeguard/Swim Instructor I/II performs routine public contact and safety work in serving as a pool lifeguard. They also provide essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties relating to aquatics. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the health and safety of aquatic patrons, facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.  

UNIVERSAL POSITION DUTIES (Applicable to all roles; Illustrative Purposes Only) 

• Monitor the swimming pool and enforce safety regulations. 
• Assist with aquatics programs, special events, and facility upkeep.

DEFINITION

Under general direction of the Director of Public Works, plans, directs and supervises all
functions of the Engineering Division and coordinates its activities with other divisions of
Public Works and other City departments; performs varied, difficult and complex
professional civil engineering work. Manages the Capital Improvement Program, private
development, permits, budgets, and Engineering staff. Manages the maintenance and
construction of City facilities and infrastructure. Performs other work as required.

EXAMPLES OF DUTIES

Plans, organizes, directs, and supervises the work of the Engineering Division in the
preparation of designs, plans, specifications, estimates, and the inspection of a variety of
engineering projects, including streets, sidewalks, water distribution, traffic control
systems, sewer systems, drainage, buildings, parks and grounds; reviews development
and subdivision plans and specifications; updates the City’s Standard Specifications
periodically; supervises the writing of descriptions for easements and land acquisitions;
oversees all permits and inspections under Public Works-Engineering; makes difficult
technical decisions; promotes excellence, customer service and efficiency; prepares
technical reports and communicates effectively in writing and verbally; makes effective
presentations at public and group meetings; trains Engineering personnel to perform work according to recognized standards; prepares the budget for the Engineering Division; and applies modern methods and procedures to administrative and management functions including the use of automated or computerized engineering tools and information systems. Manages consultants and contractors to address complex issues. Prepares and oversees technical studies and reports required for capital improvement projects as well as private developments. MINIMUM QUALIFICATIONS

Knowledge of: Engineering principles and practices applicable to municipal public
works, including the design, construction, and maintenance requirements of public works projects; use of construction materials; provisions of the Public Contract Code,
Subdivision Map Act, construction safety regulations and other State and Federal regulations related to public works; the use of computers and automated devices for
managing information and other engineering applications.

Ability to: Supervise, manage and perform difficult and complex professional
engineering assignments; plan, layout, coordinate, and control through subordinates the
work of engineering design, review and inspection; comprehend and prepare complex
technical reports; establish cooperative and effective working relationships with
subordinates, employees, City officials, the general public, and other agencies; develop
and manage the Engineering Division budget and Capital Improvement budget in
assigned areas; interact positively and cooperate with co-workers, respond politely to
customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Graduation from a college or university with a Bachelor’s Degree in Civil
Engineering, including coursework applicable to Public Works and general administration.

Experience: Six years of increasingly responsible professional civil engineering
experience, at least three years of which shall have been served in a supervisory capacity.

License: Possession of a valid Certificate of Registration as a Civil Engineer issued by
the California State Board of Registration for Professional Engineers, or the ability to
attain a Certificate of Registration as a Civil Engineer within six months of appointment.

Possession of a valid Class C California Driver’s License.

technical staff of a section of the Engineering Division engaged in preparing and/or
reviewing plans, specifications, designs, estimates, and inspections relating to private
development, capital improvement, construction, development, and maintenance
projects; to coordinate the work of the section with that of the Engineering Division and
the Public Works Department; and to perform complex engineering design, construction
inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES
Provide engineering consultation services to various field and office personnel; design
and/or manage/oversee design and construction contracts on City's capital improvement
projects; review architectural, development and/or engineering maps, plans,
specifications, designs, and cost estimates, and provide recommendations on the
feasibility of bidding and constructing various construction or maintenance projects
prepared in-house or by consultants; administer contracts and inspect construction to
insure technical and legal compliance; plan, organize, and coordinate assigned work with
other City departments and outside agencies, consultants, and contractors; prepare or
direct project-related studies, reports, and correspondence for City administrators,
officials, and citizens; research and prepare Issue Statements on various policy
questions; assist with preparation of annual division budget; review, revise and maintain
the City's General Conditions, Standard Specifications and Drawings ("Standards");
research design and construction procedures and materials, and recommend
improvements in Standards to the City Engineer; assist with recruitments and formally
evaluate performance of assigned personnel. Review and oversee private development
and proposed subdivisions. Manage and oversee request for work in the Right-Of-Way.
Participate in budget preparation for Capital Improvement Program and coordinate with
other Public Works divisions. Serve as liaison for City Committees and Commissions as
well as represent the City at various countywide committees. Prepare and present staff
reports for City Council. Review, prepare and submit grant applications. Investigate and
provide recommendations for complex issues. Perform other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction;
principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works improvements; legal issues, including liability laws, relating to municipal construction and civil engineering. Private development review/entitlement process and subdivision map act requirements.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing,
supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis. Mentor and train staff.

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

Experience: Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

Position Summary

Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

Essential Responsibilities

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times
• Assures security and safety of premises and work.  

• Assists in developing and performs ongoing monitoring of key performance measures to ensure departmental goals are consistently achieved
• Performs quality control inspections to ensure all repairs meet or exceed regulatory requirements and internal safety and reliability standards
• Schedules facilities and equipment routine maintenance and ensures all inspections and preventive maintenance activities are performed on time and in a timely and satisfactory manner
• Monitors condition of facilities, passenger terminals and equipment. Directs preventive and corrective maintenance activities to maximize asset life and minimize maintenance expenditures   
• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment.
