The Position:

MINIMUM QUALIFICATIONS:

Minimum Education Requirements:

Bachelor’s Degree from an accredited college or university with major work in Computer Science, Engineering, Mathematics, or a related field.

Minimum Experience Requirements:

Four (4) years experience with real-time energy management systems involving development, implementation, and management.

Acceptable Substitution:

Additional qualifying experience may be substituted on a year for year basis for the required education, up to a maximum of four (4) years.

License/Certifications:

Possession of a valid California Class C driver’s license is required at time of appointment and for the duration of employment.

Desirable Qualifications:

• Experience with Remote Terminal Units (RTU’s), microprocessor based relays, Distributed Network Protocol (DNP), and ABB Network Manager – S (SPIDER) Energy Management Systems (EMS), VM Ware, virtualization, SAN/NAS storage, and IBM Blade Centers is highly desirable.
   
• Experience using Supervisory Control and Data Acquisition (SCADA) systems is highly desirable and may be required depending upon assignment.

The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the City’s parks, playgrounds, sports fields, and other landscaping and performs a wide range of tasks in order to care for City parks and open spaces. Staff work throughout the year to refresh the appearance of parks repairing or replacing items as needed to keep public spaces clean and safe. The Judicial Council of California is accepting applications for the position of Compliance Architect for the Facilities Services office.

Under the direction of the Architecture & Engineering Supervisor for Qualify Assurance, the Compliance Architect will perform architectural design review, code and standards review, and options analysis in the areas of architectural systems for judicial branch facilities. Incumbent will assist facility management staff in the more complex facility maintenance activities including: 1) accessibility reviews and guidance for accessible design, 2) occupancy change analysis and egress plan development, and 3) other related technical support.

The Compliance Architect will work directly with regulatory agencies such as Division of the State Architect (DSA), Board of State and Community Corrections (BSCC), and Office of the State Fire Marshal (OSFM) to explain the Judicial Council’s approach to code compliance in designs for new capital projects, facility modifications projects, and correction of code violations in existing court facilities. The architect license is required to provide credible authority as the incumbent negotiates with the regulatory agencies and to validate incumbent’s decisions that may affect the safety and security of court facility occupants.

May oversee contractors and subcontractors during design and construction and may perform evaluations of “as-built” conditions to assure compliance with plans, specifications, regulations, and applicable standards.

The City of Saratoga is looking for an accounting professional ready for the next step in their career to join our Administrative Services Department team as a full-time Accounting Technician. About the Technology Implementation Office
The Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.

In addition to electric vehicle and charging programs, the TIO administers the Climate Tech Finance program which offers loan guarantees to help entrepreneurs secure debt financing, such as a loan through a community bank, so they can commercialize emerging technologies faster. By offsetting the risk for banks, the program helps entrepreneurs bridge a challenging financial gap on the path to commercialization. In many cases, the Climate Tech Finance program is helping entrepreneurs get their first business loan.

About the Strategic Incentives Division
The Strategic Incentives (SI) Division supports the Air District’s mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District’s jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash to residents for retiring their older vehicles, and provide grants to reduce pollution from woodburning devices and lawn and garden equipment. The Strategic Incentives Division also works to develop and implement incentive programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area’s most overburdened communities.

Definition
Under direction, provides lead direction and performs the more complex administrative, technical, and specialized functions in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.

Distinguishing Characteristics
This is the advanced lead level in the Staff Specialist series. Incumbents may provide lead direction and may be assigned to perform the more complex duties. This class is distinguished from the Supervising Staff Specialist in that the latter assigns, supervises, reviews and evaluates the work of assigned staff. This class is distinguished from Staff Specialist I/II, which is at the journey level, and does not typically perform lead work or the most complex duties.

Residents of Woodside are highly educated and active in local government. The Town maintains an intricate equestrian trail system and many residents keep horses.

Woodside spans 14 square miles and is a largely affluent residential community in Silicon Valley. It has an intentionally small and rural historic business district and is home to the Village Pub, Firehouse Bistro, Buck’s of Woodside and Alice’s restaurants. The Town is currently updating its Town Center Area Plan and is seeking resident input for possible improvements to circulation, pedestrian safety, parking, development, open space, land uses and more.

The Opportunity:
The Director of Public Works/Town Engineer will provide seasoned leadership to advance progressive Town initiatives. Bringing extensive Public Works management experience with excellent communication skills, cultivates positive relationships, approachable, responsive, and innovative. The Director of Public Works/Town Engineer will plan, organize, and provide administrative direction and oversight for all public works functions and activities, including infrastructure engineering, design and construction, streets and traffic control, engineering plan checking, permit approval, facility, parks and infrastructure maintenance.

The duties include, but are not limited to, the following:

• Assume full management responsibility for all department services and activities including engineering, capital improvements, streets, sewer, storm drain systems, building permitting, and vehicle and equipment maintenance; recommend and administer policies and procedures.
• Manage the development and implementation of departmental goals, objectives, policies and priorities for each assigned service area.
• Establish, within Town policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate the Public Works Department's work plan; assign projects and program areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.
• Assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.
• Provide for the selection, training, professional development, and work evaluation of department staff, authorize discipline as required; provide policy guidance and interpretation to staff.
• Oversee the development and ensure proper implementation and progress of capital improvement projects.
• Review, edit and sign off on reports to the Town Manager regarding capital improvement projects for submission to the Town Council.
• Develop and maintain familiarity with Federal, State, County and regional funding programs and maximize grant acquisition for capital projects.
• Supervise long-term and complex assignments with responsibility for project development, establishing priorities, developing timelines, evaluating work assigned to staff and assuring quality and accuracy of departmental output.
• Review and analyze claims and potential liability matters and provide professional assistance to the Town Manager, Town Attorney, Town Council and insurance claims adjusters.
• Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; timely approval of expenditures; annual review of capital assets; implement budgetary adjustments as appropriate and necessary.
• Prepare and administer operating and capital improvements program budget.
• Explain, justify and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues.
• Represent the Public Works Department to other departments, Town Council and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
• Provide staff assistance to the Town Manager; participate on a variety of committees; prepare and present staff reports and other necessary correspondence.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of public works maintenance and capital improvement project administration.
• Review and advise on plans and permits for work in Town right-of-way.
• Direct the preparation of engineering plans and specifications, bidding, competence of contractors and vendors, and the selection criteria for public contracts.
• • Read and interpret architectural drawings and plans, maps, specifications and reports while managing the 3rd part building services contract.
• Perform the duties of the Town Engineer as prescribed by State Law and Town Ordinances.
• Direct projects for the construction of all municipal public works projects.
• Respond to and resolve difficult and sensitive citizen inquiries and complaints.
• Implement, interpret and explain complex policies, procedures, codes and ordinances
• Perform related duties and responsibilities as required.
