The City of Redwood City, City Manager’s Office, invites you to apply for the position of Management Analyst II-Homelessness/Human Services.  In recent years, Redwood City has emerged as a leader in deploying innovative solutions to address homelessness in our local community. These efforts reflect the City’s broader commitment to human services and ensuring that individuals experiencing homelessness have access to housing, supportive services, and long-term pathways to stability. The position will also support the creation of the anti-camping ordinance. 

This is an excellent opportunity for a motivated and experienced professional to join the team that is leading the City’s efforts on homelessness.  The Management Analyst will work closely with City leadership to design and implement strategies to address homelessness.

Typical duties include, but are not limited to:

• Support the Assistant City Manager or his/her designee with the financial oversight and analysis of the $3.5 million annual budget for the City’s Homelessness Initiatives.
• Comply with state, county, and private grant requirements including cost allocations and documentation of Homelessness Initiatives Program expenditures by contracted service providers, strengthening of reporting systems.
• Manage grants from inception through close out, ensuring that best practices are followed, and spend down is maximized.
• Create annual budgets and budgets for proposals, complete budget modifications, and monitor actual expenditures versus budget.
• Prepare grant invoices and financial reports.
• Prepare financial reports for the City’s Homelessness Initiatives.
• Monitor and track budget, revenue, and expenditures for Homelessness Initiatives within the City’s financial system and with City’s Finance Staff.
• Develop cost/benefit analysis of City’s Homelessness Initiatives investments in relationship to ongoing costs of mitigation.
• Draft staff reports and other written materials.

Position Summary

Under general direction of the Director of Transportation for the Bus Transit division, contributes to the mission of Golden Gate Transit by ensuring that Golden Gate Transit has the best possible trained Bus Operators. Instruct Bus Operators for safe operations of vehicles, uniform compliance, and enforcement of District rules, regulations, policies, and procedures. Document Bus Operator Students’ performance. Must be willing to work shift assignments from Santa Rosa, Novato, San Rafael, or San Francisco Division locations. May be assigned to perform other duties.
 

Essential Responsibilities

• Conducts training class for newly hired bus operators, including obstacle course, classroom and “over the road” instruction by delivering standardized curriculum.
• Develops classroom curriculum, including itinerary, lesson plans, training and testing materials and implement training for newly hired and existing bus operators.
• Acts as designated D.M.V. examiner in the testing and certification of bus operators; or coordinates with D.M.V. to get student operators V.T.T. cards and license conversations.
• Maintains complete and accurate documentation on every facet of training and testing for each student as required and mandated by state and federal governments.
• Performs individual evaluations of student operators progress in the training program.
• Conducts ongoing Verification of Transit Training Classes for existing bus operators and other commercially licensed employees who need to maintain a V.T.T.
• Supervises Bus Operators fitness -for -duty as they report to work, including observing for divergencies from normal behavior patterns, uniform appearance, grooming and possessions of driving credentials and medical card.

• Works with the Director of Training and Safety on compliance with D.O.E., D.O.T., and D.M.V. training and documentation requirements
• Develops and implement minimum standards for bus operator trainees.
• Monitors progress of trainees and provide periodic counseling and progress evaluation.
• Conducts refresher training for bus operators returning to work after extended absence.
• Testifies on training or related fields at bus operator hearings, arbitrations, or trials.

• Re-trains bus operators as directed by disciplinary hearings on accidents or rule violations.
• Evaluates new equipment and changes in existing equipment and prepare data to be used as instruction criteria. (This material is distributed to bus operators when training on this equipment) outlines and checklists.

• Compiles and maintain "Training Subjects Manuals."
• Obtains and maintain appropriate certifications.
• Works with appropriate staff in the recruiting and selection process for bus operators.
• Works with passenger relations and planning department to provide ADA training for persons with disabilities.
• Represents GGT as necessary and assist in the structure and the presentation of the annual Regional Bus Roadeo.
• Instructs and monitor operation of G.F.I farebox and radio systems.
• Observes and monitor safe operation of vehicles by riding with operators, contact and correct operators on safety procedures.
• Issues infractions and/or discipline for violations of safety policy and procedures.
• Ensures employees under their supervision follow established safe work practices and obey all safety rules.
• Performs driver safety observations by riding on board buses or observing from a moving vehicle or fixed location and provide written reports on these observations; and issues discipline for safety violations observed.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors, and all others contacted during the course of work using principles of excellent customer service.
• Performs additional related duties as assigned.

ABOUT THE POSITION

Within the Parks, Recreation and Community Services Department the LEAD LANDSCAPE GARDENER will perform a variety of semi-skilled and skilled work and be involved in the development, maintenance and repairs of City parks, medians,  landscaped areas and athletic fields; assist in supervision of Landscape Gardeners and part-time personnel, and operate a wide variety of landscape maintenance equipment.

NOTE: May be required to travel between various locations during scheduled work shift and drive vehicles used to transport materials, tools, and equipment.

Typical duties include, but are not limited to: 

• Operate mowers, tractors, trencher, vehicles, equipment, and utilize a variety of hand and power tools in park landscape maintenance work; assist in routine maintenance of such equipment.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking experienced individuals for the position of Residential Counselor I. Residential Counselors (RC) I will provide guidance, support, supervision, and direction to youth ages 12–18 who have experienced severe or repeated trauma and require intensive mental health services in a Short-Term Residential Therapeutic Program (STRTP) at the County’s Canyon Oaks Youth Center. The RC-I plays a key role in creating and maintaining a safe, stable, and therapeutic environment that supports healing and growth. This includes monitoring residents’ behavior, safety, health, and overall well-being, while fostering connection and responding to challenging behaviors with empathy.

RCs use trauma-informed practices to understand and respond to the underlying needs driving youth behavior, while recognizing the impact of trauma on development, relationships, and coping skills. They assist youth in setting and working towards realistic goals, encourage personal accountability, and model healthy communication, problem-solving, and emotional regulation. Through active participation, coaching, and encouragement, RCs guide residents in practicing life skills, strengthening self-regulation, and building confidence for their next steps.

As an RC, you will play a vital role in creating a safe, supportive, and positive environment for youth in our care. Your primary focus will be ensuring the physical and emotional safety of residents, providing day-to-day guidance, and assisting with daily routines and needs. Working as part of a collaborative team, you’ll help youth feel secure, express themselves, and build the confidence to develop the skills they need to thrive. This includes offering encouragement during challenges, celebrating successes, and modeling healthy, respectful interactions.

Examples Of Duties

Residential Counselors are responsible for, but not limited to, the following:

• Supervising and engaging with youth by offering guidance, encouragement, and interventions that promote safety and well-being.
• Working alongside youth to find solutions when challenges arise, using redirection and interventions that emphasize teaching and guidance rather than punishment.
• Collaborating with the treatment team to develop, plan, and carry out individualized treatment plans that support each youth’s goals and needs.
• Working with the interdisciplinary team to understand the function of youth behaviors and to identify supportive strategies or coping mechanisms that best promote regulation and growth.
• Planning and leading recreational and skill-building activities including art, cooking and other activities.
• Providing flexible support in day treatment groups, taking on roles such as active participant, silent observer, or assistant to the facilitator.
• Offering consistent support and guidance to youth, fostering confidence, resilience, and a positive self-image.
• Using evidence-based practices to reinforce and encourage positive behavior, such as validation, positive reinforcement, trauma-informed de-escalation strategies, and skill-building interventions.
• Maintaining accurate records and documentation, including shift summaries, medication charts, youth cash and other resources, petty cash, youth personal belongings and clothing inventory and other records.
• Collaborating with day treatment and other program staff to implement treatment and educational strategies and interventions that support individualized goals.
• Ensuring completion of all household and medical routines; supervise and encourage positive hygiene practices of youth.
• Administering first aid, prepare and provide prescribed medication in accordance with protocols and obtain medical care as needed.
• Driving youth to various appointments, community activities, and recreational outings on a regular basis.
• Performing related duties as assigned.

In addition to the above, during the overnight shift, residential counselors must:

• Remain fully awake and alert throughout the entire shift.
• Ensure the facility remains secure while maintaining a calm and comforting environment for youth.
• Conduct and document regular night-time bedroom checks to ensure youth are resting safely.
• Provide support and reassurance to youth experiencing emotional distress or difficulty sleeping.
• Perform necessary housekeeping chores assigned.

IDEAL CANDIDATE
The facility operates 24 hours a day, 7 days a week. The ideal candidate will have the flexibility to work a variety of shifts, including daytime, swing, and overnight within a 40-hour work week (8 hours per day, 5 days per week) and scheduled any day from Sunday through Saturday.

This program only uses physical interventions as a last resort to prevent serious injury or in situations requiring life-saving measures. Residential Counselors must pass emergency intervention training which includes a written and physical hands-on competency examination; annual examinations are conducted to maintain certification.

The ideal candidate will possess:

• A Bachelor's degree in Psychology, Sociology, Education, Counseling, Child Development or related fields.
• Knowledge of trauma-informed care principles, including awareness of the impact of trauma on behavior and development
• Training and experience in managing assaultive behavior and physical restraint.
• A minimum of one year's experience providing direct supervision of youth in a residential treatment setting working with adolescents.
• A California Driver's License in good standing.

IMPORTANT: (COYC) is a Short Term Residential Therapeutic Program and by law, requires employees to obtain and maintain security clearance and be bondable. Any prior criminal conviction since your 18th birthday (excluding marijuana-related offenses that are older than two years as listed in the California Labor Code 432.8) will result in a denial of your security clearance by the Community Care Licensing agency. While in some circumstances an employer may obtain a waiver of conviction from the licensing agency, Behavioral Health has a policy against obtaining such waivers/exemptions for perspective employees. In addition, Behavioral Health will not accept such waivers/exemptions obtained from the licensing agency by applicants in any other manner.

Community Care Licensing also requires providers working in this facility to maintain 40 hours of annual training related to the field, which are provided by the facility. This includes but is not limited to training in Professional Assault Crisis Training model (Pro-Act) upon hire and yearly basis.
